Job Description

INTRODUCTION

The Ethiopian Center for Disability and Development (ECDD) Association was established and registered with the Ministry of Justice in December 2005.  ECDD was re-registered and accorded legal personality with registry no. 0321 on 17 May 2019 as a local organization in accordance with the Civil Society Organization Proclamation Number 1113/2019. ECDD works collaboratively with other organizations to promote and facilitate “disability inclusive development” in Ethiopia – the inclusion of disability issues and persons with disabilities in mainstream government service delivery and development organization programs.

 

GENERAL DESCRIPTION

The main responsibility of the ECDD Monitoring and Evaluation (M&E) Coordinator is to ensure the implementation of the ECDD organizational M&E system, and to coordinate performance report compilation and submission to government and partner organizations in a timely manner. The M&E Coordinator oversees the management of the M&E activities of ECDD projects, and supports project data collection, management, and analysis by ECDD staff. The Coordinator is a member of the ECDD M&E Team but is expected to work independently to ensure the ongoing quality and timeliness of reporting on project activities. The M&E Coordinator directs and supervises the work of ECDD M&E Officers in the Head Office and Regional Offices, providing technical support and training as required.

 

DESCRIPTION OF TASKS

Reporting to the ECDD M&E Manager, the M&E Coordinator is responsible to:

1.    Participate in the preparation of an organizational M&E plan and its periodic revision

2.    Engage in baseline surveys and midterm and terminal evaluations

3.    Take part in the development of the project specific result based M & E tools along with the corresponding guidelines and ensure that all M&E Officers and project staff are well informed and applied the agreed upon tools.

4.    Participates in the preparation of project/operational agreements with relevant federal and regional sector ministries and regional bureaus

5.    Take part in initiating and facilitating joint midterm and terminal evaluation with the government signatories based on the agreement;

6.    Prepare and submit an organizational annual plan and periodic performance reports to Federal ministries and regional government bureaus

7.    Support the project coordinators/officers to prepare and submit town level performance reports periodically to government signatories based on the agreement

8.    Take part in providing technical assistance to partners (Sub grantees) to ensure their understanding of indicators and appropriate reporting procedures (Data collection, monitoring & supervision and reporting tools).

9.    Participate in the establishment and management of an organizational M&E system along with the ECDD M&E manager and IT Officer

10. Ensuring that the new M&E system is operational and functioning, providing necessary improvement inputs

11. Work with the M&E Manager in facilitating periodic review meetings, both; an internal and an external one that engages stakeholders along with relevant ECDD staff

  1. Monitor project activities against the project specific M&E frameworks.
  2. Take part in compiling and analyzing data from each project and present recommendations to the Program Director for improvements in project implementation along with the ECDD M&E manager
  3. Compile quarterly and annual internal reports and submit to the ECDD M & E Manager

15. Coordinate M & E officers at the head office and  regional ECDD level

  1. Undertake such other duties as assigned by the ECDD M&E manager

Job Requirements

Required qualifications:

  1. Education – MA/MSc degree in Economics, Statistics or other related fields
  2. Professional experience – minimum 5 years of relevant experience in monitoring and evaluation of donor-funded projects. USAID project experience is an advantage.
  3. Previous professional experience working with persons with disabilities desirable
  4. Excellent interpersonal relationships and teamwork
  5. Excellent communication skills
  6. Able and willing to travel frequently to the project intervention areas
  7. Competence in the use of computer applications
  8. Fluency in English and Amharic or Ethiopian Sign Language, knowledge of other Ethiopian languages also desirable.
