FHI 360’s Crisis Response team is responding to the humanitarian emergency in the Northern Ethiopia through an integrated health, nutrition, WASH, and Protection program focused on decreasing morbidity and mortality among the conflict-affected population.

Job Summary:

Under the responsibility of the Deputy Response Coordinator, the Monitoring and Evaluation (M&E) Coordinator will work with the M&E team in establishment of strong M&E system of the FHI 360’s Humanitarian Program in Ethiopia. They will design and makes use of electronic database using MS Access to capture program M&E data and to produce relevant reports for internal and external purposes; ensures data quality using different data quality assurance mechanisms and documents all M&E related files and assists all FHI 360 technical teams in establishing their respective proper documentation systems.

Accountabilities:

  • In collaboration with the M&E team, Lead the design and the roll-out of a sound and adapted-to-context MEAL strategy and operational guidance integrating cross-cutting issues (gender, protection, accountability, do-no-harm, community participation, disability, etc.).
  • Coordinate and oversee the development and maintenance of appropriate databases to accurately track data collected from various interventions across program activities. Ensure maintenance of data back-up and retrieval systems; prepare a database of the program that can be used both internally and externally
  • Provide a methodological support to the M&E team and all program teams on technical questions linked to MEAL and cross-cutting issues such as: design of MEAL plan, quantitative and qualitative data collection, measure of indicators, complaint response mechanism, terms of references of internal and external evaluations etc.
  • Support set up and operationalization of a secure database that will capture all agreed upon indicators, targets and progresses against each project objectives
  • Ensure the department is cross-cutting and well-integrated with all departments as well as coherent with all coordinators and managers.
  • Look over the quality and relevance of internal monitoring and evaluation activities, recommendations and analysis produced by your department (studies, maps…)

  • Conduct, manage and administer baseline survey studies, review workshops, and any other regular needs assessment which will continually provide information and latest developments.
  • Advise and guide staff members on M&E issues for better implementation and sharing of good practices; provide technical leadership for all M&E activities of the project. Particularly, support the field assistants based in project locations to do a more regular follow up of targets, and progresses
  • Prepare monitoring checklists and guidelines to measure the performance and track progresses, M&E plan, annual work plan and other M&E related documents
  • Conduct data analysis and prepare reports; designs, supervise and/or conducts special studies and inquires; design and implementation of project led operations research
  • Submit a monthly report of the updated ITT based on collected regular reports (monthly, quarterly, and annually) from operational/field locations
  • In collaboration with the project team, identify and document programmatic successes, best practices, challenges, and lessons learned.
  • Ensure that M&E data is incorporated into programs planning and review processes; oversee data collection to ensure high quality results for learning and donor reporting.
  • Capacity build M&E team, Programme managers within the fields of expertise.
  • Strengthen the M&E documentation system of FHI 360’s program centrally by documenting all M&E documents at the Country Office.
  • Evaluate and ensure quality assurance of the M&E data and reports
  • Carryout any other duties assigned by the supervisor.

  • In-depth knowledge of concepts, practices, and procedures with providing technical support for research studies.
  • Development of scope of work and deliverables for partners, consultants, etc.

  • Proficiency with database management software and on-line search tools required.

Education:

  • University Degree or equivalent experience in statistics, M&E, MEAL and other related

Experience:

  • Over 5 years of experience and training on participatory result-based monitoring and evaluation or any M&E related positions
  • University Degree or equivalent experience in statistics, M&E, MEAL and other related
  • Highly conversant on different statistical software packages (SPSS, STATA, Epi-info, and R)
  • Hands on experience on Microsoft applications
  • Sound understanding of Project Cycle Management and other M&E platforms
  • Good understanding of Gender mainstreaming in programming
  • Experience in designing and/or implementing data collection and data management systems
  • Demonstrated analysis with information analysis and report writing
  • Experience with qualitative and quantitative M&E data collection and analysis methods, including tracking outcome indicators and conducting program evaluations utilizing mixed method.
  • Good team management and supervisory skills
  • Good understanding of the UN Cluster System; international and national minimum standards of services in humanitarian settings
  • Fluent in local language and excellent in English

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.
