Monitoring and Evaluation Assistant Officer

Job Description

JOB PURPOSE

The Monitoring and Evaluation assistant Officer will be providing support in monitoring and evaluating ongoing projects on Amref Health Africa (mainly on RMNCH). The incumbent will be responsible for supporting the overall M&E and learning needs of the specific projects and will spent much of the basic needs of the M and E and come up with findings based on real data to show performance of the projects. Amref programme teams will get support through M&E findings in enhancing flow of information and its management. The incumbent will play role in promoting of key learnings for the improvement of the project and for wider leaning of the organisation.

MAIN DUTIES AND RESPONSIBILITIES

  •  To supervise regular data collection through implementing partners and ensure quality of the data by random verifications and validations
  • To record, manage and preserve monitoring and evaluation data in a safe and accessible way
  • To ensure projects performance are archived and sync in Amref information management system properly.
  • To analyse and discuss findings based on regular monitoring data
  • Provide technical support on M&E and evidence-based recommendations to the relevant Project Manager and Partners.
  •  Provide technical support  projects and programs to improve the performance by generating evidences including best practice and lesson learnt
  • To provide and participate in research generation and disseminations
  • Ensure that implementation of field activities adheres to A monitoring and evaluation system
  • Support partners in conducting baseline surveys, midterm and final evaluations
  • Participate actively in programme planning process and budgeting of the programme quality and fundraising unit
  •  Support Project staffs and finance team in developing the annual and six monthly organisational reports.
  •  Support Project staffs and team in dealing with any other tasks as may be required

SPECIFIC RESPONSIBILITIES

 1.  Monitoring

  • Work closely with M and E and programs teams on  project monitoring plan (PMP) of the projects in line with project LFA and consulting with programme team and partners
  • Update project performances in Amref information management system (AIMS)and follow program team are compliance with AIMS.
  • Coordinate with project teams for collecting data against agreed indicators
  • Ensure and support quality of data collected by partners, receive database and populated in intranet
  • Provide feedback to partners and programme teams on projects’ performance based on monitoring data findings
  • Period filed visit for projects based on the assignment from Managers
  • Assist MER manager in building capacity of IPs on Planning, Monitoring and Evaluation (PM&E)

2.   Evaluation

  • Assist Manager and program  M and E officers  in designing, coordinating and conducting project evaluations (baseline, mid-term and end-line)
  • Assist Manager and program M and E officers in designing and conducting Post Implementation Monitoring Survey (PIMS)
  • Assist managers in note taking and report
  • Assist  m an E manager in research documentation and archives

3.   Reporting and Documentation

  • Assist project officers in developing quarterly, six-month and annual reports
  • Develop and share field visit reports with relevant Amref Health Africa staff
  • Upload key reports to The Source (intranet/AIMS)
  • Ability to document best practice and lesson learnt
  • The assistant will report to  Manager

4.   Planning

  •  Assist Program/Project Manager during multi-year plan and budget (MPB) process to develop a good quality MPB for the country programme
  • Ensure quality of data/ statistics in project plans
  • Upload relevant MPB documents on The Source/AIMS

5.   Learning and Sharing

  • Share learning from M&E process with the wider team
  • Support partners in improving learning and sharing mechanisms in their projects
  • Promote culture of two way learning in the organisation
  • Disseminate research and best practice in wider environment

 

6.   Contribution to Effectiveness of the Programme for Amref Health Africa programs

  •  Work collaboratively with different programmes for strengthening integration and cross-learning in programmes
  • Proactively volunteer for various team activities
  • Show an eagerness to take on any other tasks assigned by the line manager

Job Requirements

Essential Desirable
Professional Qualification

  • BSc preferably is an additional advantage Masters’ degree in any health science (Public Health, Epidemiology, Monitoring Evaluation)
  • Preferably graduates of M and E
  • Knowledge and understanding of project monitoring and evaluation in Public Health
  • Understanding of the current M&E trends and especially M&E systems in development organisations

 

 

  • knowledge of Comprehensive Knowledge in RMNCH, WASH issues, challenges and opportunities
  • Knowledge of EPI Info, STATA, SPSS software
  • Knowledge of participatory research methods, participation action and learning
  • Knowledge of public Health in Ethiopia
  • Young and Female candidates
Experience

  • One-year experience in monitoring and evaluation and related project areas
  • Experience of field data collection, Data entry
  • Software skills ODK/KOBO
  • Experience of report writing
 

  • Experience of conducting research
  • Experience of organising lesson-learning sessions
Skills

  • Monitoring and evaluation techniques and processes
  • Data collection and management
  • Analytical and research skills
  • Good command over report writing in English
  • Good interpersonal skills
  • Excellent computer knowledge with command on MS Excel among other packages of MS Office
  • Handling data through SPSS, STATA, EPI INFO
  •  Communication skills for presenting monitoring findings

  • Travelling to regions and independently for M&E
 

  • Understanding of Amref Health Africa value system
