1. Junior Medical Devices Management Expert – EPSS

Ministry of Health would like to invite competent and interested applicants for the Junior Medical Devices Management Expert – EPSS position.

The World Bank Group is supporting the Government of Ethiopia to provide quality, affordable health services to everyone regardless of their ability to pay by strengthening primary health care systems and reducing the financial risks associated with ill health and increasing equity.

The purpose of this role is to provide technical expertise and guidance to the EPSS medical devices team while liaising with the MOH Pharmaceutical and Medical Device LEO and other key stakeholders. The Specialist will ensure that the supply chain of medical device is managed efficiently and in compliance with industry standards and regulations.

Specific Tasks:

The Junior Medical Device Management Expert will oversee all aspects of medical device acquisition, contract management, Letter of Credit (LC) process, custom clearance, pre import permit, warehousing, inventory management, distribution, and overall supply chain activities. Specifically, the incumbent will:

  • Ensure timely approval of purchase orders and validation of import documents.
  • Support and facilitate the Letter of Credit (LC) process, shipment document verification, customs clearance, and delivery.
  • Oversee the tracking of orders, ensuring timely delivery and accurate inventory management.
  • Ensure that product deliveries align with specifications and the needs of beneficiary health facilities.
  • Follow up on the distribution plan and delivery of medical devices to EPSS warehouse and healthcare facilities.
  • Collect proof of delivery from the facility and submit to MoH and relevant stakeholders
  • Provide technical assistance on contract administration and ensure compliance with the signed contract.
  • Monitor contract utilization and support in addressing any challenges related to medical device management.
  • Support and facilitate financial transactions and reporting related to medical device procurement, logistics and distribution.
  • Prepare and generate periodic reports on contract status, LC, custom clearance, pre import permit, distribution, and delivery progress.
  • Share reports with relevant stakeholders, including MOH, EPSS, and development partners, in a timely manner.
  • Perform any other related tasks as provided by EPSS or MOH/PMD LEO to ensure the smooth implementation of the medical device supply chain process.

ACCOUNTABILITY:

  • Both the Civil service and MoH/RHB rules and regulations will be applied to guide the day-to-day activities and performance of the manager.
  • *As new priorities emerge, the MoH/RHB may periodically revise this TOR for this position.

Location: Ethiopian Pharmaceutical Supply Service (EPSS) headquarter, Addis Ababa, Ethiopia with potential field visits as required.

Reports to: EPSS while also coordinating with the MOH Pharmaceutical and Medical Device LEO.

Employment Type & Duration: Until December 2025, with no possibility of extension

Salary: 21,666.00 ETB

About You

EDUCATIONAL BACKGROUND:

  • BSc degree in biomedical engineering or Pharmacy, preferably in MSc/MA in biomedical engineering/Supply Chain Management.

WORK EXPERIENCE:

  • Minimum of 6 years and above related professional working experiences in the areas of medical device management and supply chain management.

CORE COMPETENCIES:

  • Strong knowledge of medical device LC Process, Shipment follow-up, custom clearance, and Pre-Import regulatory requirements.
  • Proficient in contract management, Warehousing and inventory management and Distribution management.
  • Effective communication and interpersonal skills, with the ability to collaborate across diverse teams.
  • Proven ability to prioritize tasks, manage multiple projects, and work under tight deadlines. Excellent analytical and problem-solving skills, with the ability to make sound decisions based on data and market trends.
  • Strong organizational and time management skills, with the ability to handle multiple projects and deadlines simultaneously.
  • Ability to follow proactively for all activities in the procurement process
  • Cooperatively work with teams and individuals
  • Proficiency in using Microsoft Office applications, Google sheet, ERP software and systems

LANGUAGE REQUIREMENTS

  • Fluency in written, reading, and spoken English is required.

  • Coordinate training per agreements. Develop and deliver training programs for RHB and health facility staff on medical device management, maintenance, and safe use.
  • Implement quality assurance mechanisms to ensure device quality and safety throughout their lifecycle. Monitor device performance and address issues promptly.
  • Maintain accurate records of all device-related activities (installation, commissioning, acceptance, maintenance, and disposal). Prepare regular reports for the World Bank project team and stakeholders, including MOH, EPSS, and development partners.
  • Manage relationships with all stakeholders (suppliers, contractors, health facilities, and government officials).
  • Proactively identify and address challenges in medical device management. Develop and implement solutions.
