Mission description

The objective of this consultancy is to support governments of Member States to adopt and implement mining and minerals policies to provide strategic frameworks for developing States’ mining sector such that they align with the principles of the African Mining Vision. The consultant shall be guided by the principles of policy making based on a transparent and fully participatory process. The Consultant will work very closely and under direct supervision of the Interim Director of AMDC while also collaborating with the other AMDC team; the AUC Department of Trade, Industry, and Mining as well as AU Member States, RECs, strategic partners, and CSOs. The consultant shall perform the following responsibilities:

Policy Analysis and Development

  • Support identification of the main policy issues impeding mining sector development in Member States, in collaboration with national mining sector entities, and development partners and develop prioritized solutions to optimize generation and in-country retention of benefits in alignment with the Pillars of the AMV.
  • Support the development of strategic mining sector policy development concepts and providing guided support on specifically assigned partnerships and partnership engagements with multiple stakeholders with mandates in the Africa’s mining sector.
  • Contribute to policy research to inform strategic mining sector policy reforms at national, subregional, and continental levels.
  • Develop policy briefs and make presentations on strategic mining sector policy initiatives to subnational and national governments, subregional and continental bodies, bilateral and multilateral development partners, and the private sector to advance the pillars of the AMV in member States.
  • Facilitate in-country mining sector multi-stakeholder policy development dialogues and workshops.

Responsibilities of the Minerals Policy Development Consultant

Programme Management and Capacity Development

  • Coordinate and facilitate capacity development initiatives and sessions for effective performance of policy making functions of governments in mineral resource rich member States.
  • Support programme development, implementation and reporting activities as relate to the AMDC’s Business Plan, and relevant programmatic activities, and in support of policy development in member States.
  • Prepare programme and project proposals to support policy development.
  • Prepare resource mobilization concepts to support the achievements of the pillars of the AMV.
  • Prepare and submitting periodic reports on activities.
  • Support reviews, monitoring and evaluation of continental and national projects in the mining sector.

Communication

  • Support coordination of communication, knowledge generation and knowledge sharing activities of the AMDC, including publishing of AMDC reports and publications.
  • Perform other relevant duties as relate to the objectives of the AMDC.

Project or context description

Description of the EU-TAF:

The Team Europe Technical Assistance Facility to support the AfCFTA and Continental Economic Integration (TE TAF) seeks to contribute to the African economic Integration agenda through mainly the realisation of the AfCFTA. It has two specific objectives: (1). Secretariat – with focus on strengthening the institutional capacity to coordinate negotiations, as well as provide oversight on the implemenation of the Agreement, and (2). to be an efficient, reactive and flexible mechanism to answer to the needs of the African Union (AfCFTA Secretariat, AUC and some AU Specialized agencies), RECs, AU Member States and other potential continental partners and regional private sector organisations, working on fostering the AfCFTA and economic continental integration.

Funded by the EU, Agence Française de Development, the German Ministry of Development Cooperation (BMZ) and Sweden, the Team Europe Technical Assistance Facility will be implemented by GIZ, Expertise France, and FIAPP under the guidance of the AfCFTA Secretariat. The TE – TAF is implemented through the Project Management Unit (PMU), based at the AfCFTA Secretariat, in Accra, Ghana, whose mandate is to mobilize technical assistance to deliver interventions that foster to enhance implemenation of the agreement. Each implementing partner agency (Expertise France, GIZ and FIIAPP) is represented in the PMU.

 

Description of the host institution: 

The African Minerals Development Centre (AMDC) was established as the coordinating arm for the African Union Commission (AUC) to implement the African Mining Vision (AMV). It aims to ensure minerals play a greater transformative role in the development of the continent. The role of the AMDC is set by the directive of the African Union Conference of Ministers Responsible for Mineral Resources Development. The twenty- sixth ordinary session of the Assembly of African Union Heads of State and Government (AU-AHSG) held on 30th January 2016 in Addis Ababa, Ethiopia adopted the Statutes establishing the AMDC as a semi-autonomous Specialized Agency of the African Union (Decision No. Assembly/AU/Dec.589 (XXVI)). The AU Assembly Heads of State and government in its July 2018 summit in Nouakchott, Mauritania further decided the AMDC shall be hosted by the Republic of Guinea (under Decision No. Assembly/AU/Dec.697 (XXXI)).

The AMDC is being supported by multilateral and bilateral development partners to enable the Centre to align mineral sector policies, policy action and capacities of AU members to the Africa Mining Vision. This alignment is towards enhancing catalytic transformation of national economies leveraging mineral resources endowments.

Therefore, AMDC with support from Expertise France is seeking to engage a Minerals Policy Development Consultant. The services of a Minerals Policy Development Consultant are to drive the AMDC’s function of facilitating mineral policy development and supporting member States to adopt policies that optimize benefit generated from their mineral resources principally through value addition, domestic revenue mobilization, employment and environmental and social sustainability. This will include driving policy dialogues and development in partnership with national governments of Member States, Regional Economic Communities (RECs), multilateral and bilateral development partners, private sector entities, civil society organizations relevant to the African mining sector, academia, international and sub-regional organizations with mandates in policy development in the mining sector, other strategic partners, and relevant entities.

Required profile

Education:

Master’s degree in Public Policy, Natural Resources Management and/or policy,  Law, Economics, or another relevant field from a recognized educational institution.

Personal Experience: 

  • A minimum of 5 years of experience in the fields of mining, policies, research, planning, and implementation.
  • At least 2 years of experience in mining policy, research, and planning with an international organization and/ or and in an African context is an asset.
  • Excellent knowledge of the workings of international organizations and/or in an African context is an asset.
  • Capacity to work under pressure in a multicultural environment.
  • Demonstrated ability to take initiative and work independently.
  • Excellent report writing and presentation skills.
  • Working knowledge of Microsoft Office Suite.

Strong oral and written communication skills.

Language requirements: 

  • Working level of both French and English languages in both writing and speaking.
