Job Description

BACKGROUND: The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities in over 40 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Job Overview/Summary:

The MHN team leader is a member of the IRC health team and will be responsible for supporting the implementation of the IRCs MHNTs activities in Tigray Region. (S)He will primarily coordinate and implement effective medical logistics for the emergency health and nutrition program, from strategic design to implementation of a timely and appropriate medical supplies’ management, in line with organizational and international standards.

Major/Key Responsibilities and Tasks: Specific responsibilities include but are not limited to the following.

·         Team leader is responsible to track the data weekly, biweekly, monthly, biannually and annually through the MHNT data base, 5W-matrix, BHA data base and other formats.

·         Responsible to track ITT report, client tracker report and submitted to MEAL and health and nutrition manager.

·         Conduct supportive supervision across the mobile health and nutrition teams in collaboration with senior health officer and health and nutrition manager.

·         Responsible for all tasks related to the team service delivery.

·         Responsible for team plan movement and ensure all service package components of the MHNT are delivered.

·         Responsible for all quarterly supplies related issues (In/Out & stock balance) & timely flag of shortage.

·         Responsible for vehicle utilization, administrative management including fuel & travels.

·         Responsible for the link between the team and the zonal/woreda administrations, WoHo and service recipient community

·         Attend necessary meetings within the woreda during emergencies, planning, responding, and monitoring.

·         Ensure other team members are doing correct tally, recording, registering, and filling.

·         Report drug consumption rate, weekly drug report, surveillance report and 5W report

·         Verify, compile, and share complete timely reports to woreda and regional data manger.

·         Early communicate any shortfalls (programmatic and administrative issues to SRHB &/or supporting partners)

·         Perform any other related duties as required.

Grant Management

·         Assist Health manager and senior health officer in managing program grant.

Monitoring & Evaluation

·         In collaboration with health and nutrition manger evaluate the effectiveness of MHNT component recommendations changes in goals, objectives intervention strategies, measurable out puts and timelines.

·         Produce monthly activity report and submit to the health manager and senior health officer.

·         Work in close consultation with senior health officer.

·         Ensure that all MHNT tools and other relevant format are properly prepared, recorded and kept as needed.

Human Resource Management

·         Work closely with HR and health and nutrition manager.

Competencies

·         Meets timelines for all reporting and delivery of outputs.

·         Results-based attitude, as well as excellent organization skills are a MUST.

·         Excellent computer skills, with a good knowledge of MS-office Windows including Word, Excel, Power point and Access would be an advantage.

·         Demonstrated behavior of professional and personal ethics, transparency, and openness.

Job Requirements

Education and experience

·         Demonstrable experience in working with communities in participatory approaches and capacity building of health centers.

·         Ability to plan, organize, and supervise implementation of emergency health response projects.

·         Good technical and report writing skills with computer skills and knowledge.

·         Self-motivated, honest, highly responsible, punctual and ability to constructively address gaps and weaknesses.

·         Ability to work under pressure in remote areas and understanding of the cultural context of the local area.

Educational Requirements:

·         MSc/BSc/ in biostatics/epidemiology/public health.

Preferred experience & skills:

·         Minimum work experience, 2 years for BSc Degree holders.

·         Basic supervisory/managerial skills with strong inter-personal skills.

·         NGO experience is a plus.

·         Good technical and report writing skills with computer skills and knowledge.

·         Excellent verbal and written communication.

Language Skills: 

·         Amharic, and English. Local language Tigrigna is advantageous.

Certificates or Licenses:

·         Renewed Professional license.
