Job Description

Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiaries health conditions.

ACCOUNTABILITIES

•             Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols.

•             Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.

•             Follow up the evolution of the hospitalized/IDP patients, through daily visits , consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution.

•             Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards.

•             Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patients illness, medical error and monitors the proper functioning of the department, equipment or material.

•             Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care.

•             Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected.

 

•             Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.

MSF SECTION/CONTEXT PSECIFIC ACOUNTABILITIES

 

•             Supervise implementation , management and monitoring of the project medical activities in line with the set objectives realted to SoIT, SV, Medical care of beneficieries as assigned by the project medical referrent .

•             Supervise the SOIT care of beneficiaries in TCC, Mobile clinics, St Peter, Shelters (assessment, management, referrals), according to MoH and MSF protocols

•             Ensure and supervise care to survivors of ill treatment, including SGBV (medical care, mental health care, psychiatric care, surgery, physiotherapy, etc.), is provided according to the Project objectives, MSF protocols and guidelines, guaranteeing at any time the integration among the different medical services provided and the different Departments

•             Ensure medical protocols are in place in mobile clinics, TCC (i.e. at airport and shelters, admission criteria at TCC, case management, discharge criteria and follow-up at TCC), according to the Project objectives and MSF protocols and guidelines, supporting medical team in ensuring at all time the best quality of care possible

•             Supervise follow-up of non-Mental health cases (TB, Surgical, Paediatric patients) referred to and admitted at hospitals in Addis Ababa, through regular visits at the same hospitals in collaboration with referral nurses.

•             Supervise the SOIT component of the decentralized community-based mental health model of care developed in collaboration with St Peter’s Specialized Hospital.

•             In collaboration with the data Supervisor and according to the Project target population and overall specific objectives, support on completeness and integration of SoIT, SV and related databases, data elements used in the different departments (i.e. TCC admissions, Referrals, Follow-up, SoIT integrated package of care etc.)

•             Carry out on the job training for the clinical officer on identified medical gaps to improve the quality in care of the migrant project.

•             Support / participate in the evaluation process of the clinical officers (Performance Management System) in regard to implementation of Medical Protocols.

•             Monthly reports on SoIT, SV, care utilizing project indictors set for the mentioned activities in order to identify mechanisms to address possible gaps and, in general, improve quality of care provided.

•             Acting as a shift leader as appointed by the PMR and or the MHAM and make complete report of shift leader task lists when needed.

•             Be proactive in reporting team needs and finding solutions to carry out an appropriate delivery of care and take individual responsibilities to perform his/her duties with autonomy.

•             Perform other tasks as per request of his functional and hierarchical supervisor and manager.

•             Participating regularly in project team meetings as well as in medical meetings and trainings.

 

•             Proactive in preparing case reviews and propose training needs for herself and the medical team members.

Job Requirements

Education Medical Doctor diploma  Desirable diploma in Tropical Medicine (For OCB  OCBA Tropical Medicine Is essential)
Experience 2 year experience minimum as a Medical Doctor or in clinical work (can be within medical training). Desirable in tropical medicine, or post-registration experience in Public Health , obs and gynae, paediatrics, A, infectious diseases, HIV/AIDS/STDs, TB, general practice, general medicine or minor surgery.
Languages • Fluency in English mandatory • Fluency in the beneficiaries’ languages is mandatory (beneficiaries languages: (Tigrinya, Oromiffa or Amharic).
