Job Description

Introduction

The Federation of Ethiopian Associations of Persons with Disabilities (FEAPD) is a non-profit, non-governmental umbrella organization representing the interests of persons with disabilities in Ethiopia. Established in 1996, FEAPD advocates for the rights of persons with disabilities through inclusion, capacity building and policy change. As an umbrella of 38 organizations of persons with disabilities (OPDs), FEAPD works to become a common voice of persons with disabilities and advocating to build inclusive society for all.

Background

FEAPD is collaborating with Light for the World on the “We Can Work” Program. This 8 year initiative aims to positively impact the lives of young people with disabilities by enabling them to access dignified and fulfilling work opportunities. The program operates across Ethiopia, Uganda, Kenya, Rwanda, Senegal, Ghana and Nigeria.

As part of this effort, FEAPD is planning to conduct a media advocacy initiative focused on Youth Leadership, participation, representation and Economic empowerment for Persons with Disabilities. We are inviting individual members of the qualified and experienced media professionals or firms to apply for the opportunity to actively contribute to this vital initiative.

Your involvement will help elevate the voices of young people with disabilities, promote their economic participation and advance their leadership. Purpose of the Consultancy

The purpose of this consultancy is to lead and implement TV and Radio-based advocacy activities that prompts the leadership, participation, representation and economic empowerment for youth with disabilities. This initiative is designed to go beyond awareness raising and instead focus on impactful storytelling and advocacy that influence attitudes and drive systemic change within a short timeframe.

Objectives

The goal of the media advocacy initiative is to use various media platforms to advocate for the inclusion of youth with disabilities in leadership roles, economic participation and decision-making processes.

Scope of Work and Activities

The consultant will be expected to deliver the following over the 3-month implementation period:

  • Roundtable Discussions

6 roundtable, 3 TV-program and 3 radio program discussion sessions within 90 days, each 30 minutes, featuring youth with disabilities, experts, and advocates.

  • Interviews with Youth Entrepreneurs with Disabilities

3 interviews over radio program (2 per month), to be aired as part of the broader campaign segments.

Duration of the consultancy

  • Timeline: 3 months (90 days) from the contract signed date for this specific work. Based on the quality and timely deliberation, there will be a possibility of renewing the contract with consultant for phase two.

Financial Proposal Instructions

Applicants should submit their financial proposal separately as follows:

  • Breakdown of Costs per Activity: (Activities 4.1 to 4.2)
  • Total Cost for the Full Three-Month (90 days) Period

Payment and Financial Terms

  • Payment Terms: Payment will be made in three phases and the 3rd payment will be made upon successful completion of the consultancy and after the submission and approval of the final deliverables.

Payment Schedule:

  • 30% will be paid immediately after signing of the contract.
  • 50% after the complete and submission of the 45 days’ work based one the plan. (after 50% of actual work done and verified by project holder)
  • 20% upon submission of the final deliverables and approved. (All media content, reports, and completed engagement activities).

Evaluation Criteria

The consultant will be selected based on the following criteria:

Technical Proposal (70%)

  • Relevant experience in media advocacy and disability-related activities (40%)
  • Understanding of the TOR and dealing with all the basic points of it in the proposal (30%)

Financial proposal (30%)

About You

Qualifications, Experience and skills

The consultant should meet the following criteria:

  • Proven experience in journalism, media advocacy or disability rights reporting.
  • Familiarity with issues surrounding youth with disabilities, their leadership potential, and economic participation.
  • Ability to produce high-quality media content, including articles, social media posts, videos, and other forms of communication.
  • Experience and ability to bring participants on board.
  • Strong writing, speaking and media production skills.
  • A commitment to promoting positive narratives around disability inclusion and leadership.
  • Experience in producing content that challenges stereotypes and advocates for the rights of persons with disabilities.
  • Commitment to use proper terminologies on disability.

How to Apply

Submission Instructions

Interested consultants should submit the following documents within five working days of this advertisement including the date of advertisement:

  • A proposal outlining experience, approach to content creation, and proposed timeline.
  • Samples of previous work (articles, TV/radio segments, and social media content).
  • A financial proposal, including a breakdown of costs for each activity and the total amount for the two months.
  • A CV or resume with relevant experience.
  • A valid Tax Identification Number (TIN) for the consultant or their organization
  • A renewed license for the year 2024/2025 and other relevant documents.

All bid submissions must be delivered in hard copy, with documents enclosed in sealed envelopes. The Technical Proposal and the Financial Proposal must be submitted in separate sealed envelopes and clearly labeledBoth envelopes must then be placed in the bid box in person at FEAPD HQ office.

Bid closing and Opening:

  • Bids will be closed on 9th of May, 2025 at 3:00 PM and opened on the same day (9th of May), 2025 at 4:00pm with or without the presence of bidders or their legal representatives at FEAPD Office.
