The African Field Epidemiology Network (AFENET) is a not for profit, networking alliance and service organization that brings together field epidemiology training programs (FETPs) across Africa working side by side with Ministries of Health, regional and international partners. AFENET also implements multinational public health projects in EPI, Malaria, NTD, IDSR and Lab capacity strengthening.

One such project is the Measles SIA planning and application, Measles and Rubella elimination support and MR Vaccine Introduction Project. CDC has awarded funds to AFENET to ensure that measles and Rubella elimination and vaccine introduction preparatory work are implemented effectively in Ethiopia. This will be done through provision of technical assistance to the Federal Ministry of Health-Ethiopia.

On behalf of US CDC, AFENET will deploy for a full-time consultant focused on directly assisting the Expanded Program for Immunization (EPI) team at the Federal Ministry of Health in the planning and implementation of the proposal for the Gavi application for the next measles SIA and compiling the information to assist EPI in determining if the next SIA should include the introduction of MR vaccine. The incumbent will be responsible for assisting the assigned leads at the EPI team with finalizing the plan for the SIAand assisting with the development of the Gavi application whether for MCV follow-up or MR introduction. The consultant will be expected to collaborate with the FMoH, Regional Health Bureaus, Zonal and Woreda Health Offices, and national, regional, and international agencies such as WHO, UNICEF, CDC and other immunization partners in Ethiopia. The incumbent will provide technical assistance to the EPI team in planning for the SIA with support from Subject Matter Experts from CDC headquarters in the US.

AFENET seeks to recruit a consultant for Measles SIA planning, Measles and Rubella elimination support and MR Vaccine Introduction based in Addis Ababa to provide technical assistance to ensure that the Measles SIA Application, Measles and Rubella elimination support and MR Vaccine Introduction are being effectively implemented and monitored.

There will be possibility of extension pending need and availability of funding to assist with the SIA trainings and communication materials development, implementation, providing trainings, monitoring, and supervising the different Woredas during the implementation. the consultant will be hired by AFENET on behalf of the Global Immunization Division at CDC Atlanta in the United States And will be required to produce the quarterly progress reports and a final report.

The position is located at the FMOH, EPI Team, Addis Ababa, Ethiopia, and will require significant travel to each of the selected Woredas.

• Strengthen the capacity for Measles SIA application, Measles and Rubella elimination and MR vaccine introduction through strategic resource mapping and resource mobilization activities.

• Prepare guidelines, tools, platforms, checklists, and SOPs required for Measles and Rubella elimination and MR vaccine introduction at all levels.

• Development of the application for the measles campaign potentially including MR introduction.
• Conduct regular supportive supervision, review meetings, and provide timely feedback to
all levels

• Prepare and submit activity reports to all stakeholders

• Support MoH/EPI team in immunization related activities assigned by supervisor

• Provide frequent reports and meet regularly with the CDC and AFENET technical supervisor

• Perform other duties as assigned that are directly related to this position.

Required qualifications:

• The applicant should hold an MD, MBChB, Nursing, or primary Public Health degree along with a Master of Public Health or higher post-graduate degree

• At least 5 years of experience in routine immunization services and systems at the national level (MOH, Agencies, EPI partners)

• Fluency in the English and Amharic languages

• Excellent leadership, interpersonal and communication skills and ability to collaborate with others on projects and investigations

• Experience designing and conducting research studies including protocol development, data collection, and analysis

• A track record in delivering on program objectives

• Experience managing complex multi-site projects and stakeholders

• Technical skills to conduct analyses, write reports, prepare briefings, and effectively present results in the English and Amharic languages

• Ability to think critically and analyze findings, as well as recognize emergent situations as they arise

• Ability to handle confidential information in a discreet and professional manner

• Ability to manage resources effectively to achieve program objectives

Desired qualifications

• Experience with vaccine introductions at national or international levels
• Special training in Basic/Advanced Vaccinology courses
• Candidates with experience in field research or program evaluation are preferred
