Job Purpose:

Provide technical leadership for the design, implementation, and continuous improvement of MEAL systems for WFP-funded Food and Cash programs, ensuring they are evidence-based and aligned with World Vision standards and strategy. Lead the development and standardization of MEAL frameworks, tools, and indicators, while strengthening the capacity of MEAL staff to apply best practices in data collection, analysis, and learning. Collaborate with technical teams to integrate MEAL into program delivery, support planning and evaluations, and ensure donor compliance. Promote accountability by strengthening feedback mechanisms and using data-driven insights to inform decisions, improve program quality, and support the effective integration of food and cash assistance within World Vision’s broader humanitarian and development efforts.

Major Responsibilities:

Technically lead the WFP and Food and Cash Program MEAL Systems and create frameworks that align with WVI and donor standards:

  • Technically lead the standardization, harmonization, and implementation of the Monitoring, Evaluation, Accountability, and Learning (MEAL) systems.
  • Ensure effective operation and use of tools across all WFP projects in assigned location and World Vision Ethiopia Food and Cash Program areas including UN Agencies, US Funded projects, and other donors.
  • Technically ensure the integration of MEAL systems across all WFP projects with National, ensuring indicator and impact reporting is centrally managed;
  • Enable the culture of learning and adaptation, and use of impact data in programme designs
  • Contribute to WVE’s acquisition efforts by engaging in external stakeholder relations and proposal preparation to increase funding opportunities in coordination with the RAM and Marketing teams.

Technically Lead Programmes Planning, Monitoring, Evaluation and Reporting in assigned location:

  • Lead the WFP Programs annual planning, collaborating with the technical team to guide the field team in developing contextualized plans at national and regional levels.
  • Ensure effective and efficient routine monitoring and data collection, providing quality and timely access to impact data and enhancing project teams’ capacity in monitoring and indicator tracking.
  • Foster a learning culture with technical team, documenting learnings and evidence of impact (best practices, impact stories) for all of WVE.
  • Translate impact data into clear insights and actionable recommendations for leadership, supporting informed decision-making.
  • Lead the monitoring of key surveys, including baseline studies, Post-Distribution Monitoring (PDM), impact assessments, mid-term reviews, and final evaluations for all WFP Programs food and cash assistance programs.
  • Ensure that assessments under WFP, and other donor-funded projects generate reliable, actionable data to enhance program effectiveness, learning, and accountability.
  • Oversee the development of donor reports, as well as quality annual, semi-annual, and quarterly reports, including impact and reach reporting to WVI and donors. Ensure timely submission of project closure reports.
  • Capture and share innovations and significant change stories with Technical, Comms & Marketing, and RAM teams to support evidence-based learning, scale-up efforts, and broader stakeholder engagement.

Enhance programme or project accountability to the affected community, and other stakeholders:

  • Collaborate with National Office MEAL &Accountability Team in defining accountability frameworks
  • Ensure accountability is integrated in programme and/or project MEAL systems
  • Engage with the organization’s National MEAL and Accountability team to ensure the humanitarian accountability system across the response uphold the four pillars of Program Accountability Framework (PAF) and CFRM-Community Feedback and Response Mechanism: i. Information Sharing, ii. Consultation, iii. Participation, and iv. Complaints and Response Mechanisms.
  • Lead the process of conducting regular accountability assessments to understand community preferred channels for information sharing and providing feedback, and ensure this evidence informs decision-making
  • Lead the process of ensuring program participants, partners, and other community stakeholders have regular and up-to-date access to information about WV’s programs and to channels that can process complaints & feedback with confidentiality & in alignment with predefined standards.

Promote ongoing and active Learning:

  • Technically Lead WFP Programs across all regions in the process of ensuring a learning culture is established within the WVE food & cash programs and among implementing partners by identifying key learning needs and facilitating specific initiatives in collaboration with WVE LKM lead
  • Lead the documentation of learning in a systematic way that identifies action points and responsible parties
  • Ensure audience-appropriate dissemination of learning products, including (but not limited to): evaluation reports, learning debriefs, case studies, After Action Review reports, etc.

Ensure improved monitoring and evaluation processes by building an effective M&E culture, and enhance capacity of staff in monitoring and evaluation:

  • Collaborate with MEAL Coordinators and Officers to build their capacities on monitoring and evaluation both for WFP Programs and related WV Programs
  • Guide the MEAL capacity development plan and its implementation, ensuring also that it aligns with donor and partnership priorities including UN Programs, WFP, WV new program initiatives.

Required Education, training, license, registration, and/or Certification

  • MA/MSc Degree in Monitoring & Evaluation, Business Administration, Economics, Development Studies, Disaster Management (or related fields)

 Required Professional Experience

  •  4 to10 years of experience, Strong knowledge and working understanding on Emergency Food resource management;
  • Demonstrated capacity to technically lead the team with similar scope of work;
  • Experience in UN food assistance programming, Grants/project management, Market assessment and Analysis, Cash transfer programming, performance management, project design, implementation, monitoring, evaluation and report writing.
  • Good understanding of humanitarian standards
  • Good knowledge of local context
  • NGO experience
  • Ability to work in high tension and high security risk situations
  • Ability to work in and contribute to team building environment

Required Language(s)

  • Amharic, English and knowledge of local language is advantageous

Required travel and/or work environment accommodations

  • Expected to travel frequently to field locations, including remote and potentially insecure areas affected by humanitarian emergencies.
  • The role requires flexibility to work in dynamic and high-pressure environments, often with unpredictable schedules due to the nature of emergency response operations.
