Mathiwos Wondu-YeEthiopia Cancer Society/MWECS/ is a civil society organization established in 2004 and working toward Non-Communicable Diseases (NCDs) and their risk factors. The society is collaboratively working with Ministry of Health (MoH) and Regional Health Bureau (RHBs) to curtail the growing NCDs burden in Ethiopia. Position Overview

MWECS is progressively expanding the scope and dimension of project implementation competencies. Hence, as part of strengthening the Monitoring and Evaluation, Accountability and Learning System of the organization planned to recruit a MEAL Officer. Under the overall guidance of the Monitoring and Evaluation Manager, the MEAL Officer performs duties that ensure   high quality deliverables for achieving the intended project. The incumbent will be involved in designing and implementation of projects full-cycle monitoring and evaluation. It will also play crucial role in improving data management and quality. The MEAL  Officer will also support the implementation of the organization accountability mechanism and strengthening knowledge sharing and learning.   He/ She will be based at the headquarters of MWECS. This is a full-time yearly contract opportunity.

Duties and Responsibilities for the position include:

  • Actively participates in the development of project M and E framework and Annual MEAL Plan of Action and ensures implementation of the project activities as per the plan.
  • Undertakes supportive supervision and monitor and evaluate implementation of all projects, and progress towards achieving the project output. (Works very closely with the Project Team to ensure that projects are implemented as per the plans of action and project agreements).
  • Engage in the coordination of baseline and impact evaluation surveys, support evaluation, and other research activities, support the design of data collection methodology, data quality assurance, data analysis, involvement of stakeholders and dissemination plan.
  • Support the implementation of accountability mechanisms in the organization, e.g. complaints and feedback response mechanisms –assessment, design, implementation, and review.
  • Produce monthly project M and E monitoring reports with updates on the implementation status of projects that entail identifying areas of concern, developing recommendations for corrective actions to share with Program Director and M and E Manager.
  • In close consultation with the M and E Manager keeps proper documentation of project implementation and present key performance indicators during monthly monitoring meetings.
  • Develops/updates patient data base and generates monthly, quarterly, biannual, and annual progress reports to the M and E Manager/ Program Director and respective partners (donors and government bodies).
  • Organize the planning for project data quality audits and monitor and coordinate routine data quality audits.
  • Promote learning in the project, particularly on issues of program quality, and contribute to quality assurance of projects. Regularly produced and report on best practices and case studies; ensure new analyses and information is available.
  •   Attend and participate in semi-annual meetings with project team members on project monitoring and learning updates, achievements, and challenges.
  • Co-chair project opening/implementation and closing meetings; take meeting minutes and file monitor the progress accordingly.
  •  Document project achievements, success stories and share Collect and file success stories best practices, pictures/photos and document appropriately.
  • Perform other duties as required

Duty Station: Addis Ababa, Ethiopia

Duration extension: One Year contract with possibility of extension

Gross Salary per month: 20,000.00 ETB

Job Requirements

Qualifications

  • MA, MPH in Social, Natural Sciences or Public Health. With 4 years, related experience of which, at least 2 years working as Monitoring and Evaluation Officer or BSC or BA in Social, Natural Sciences or Public Health with 6 years, related experience of which, at least 3 years working as Monitoring and Evaluation Officer.
  • Must be results-focused and able to work under pressure and tight deadlines of multiple grant implementations.
  • Plans, organizes and accurately completes multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources, and multiple reporting relationships.
  • Proficiency and experience with mobile data collection such as Kobo, CommCare, and ODK.
  • Good Level of understanding on statistical packages and/ or data analysis software (e.g. SPSS, Excel, Epi Info, SMART, STAT 01) and advanced MS office skills  (word-processing, spread sheets, and databases) are required.
  • Demonstrated ability to communicate (verbally and in writing) complex issues in a concise, compelling, and easily understandable manner.
  • Excellent knowledge of monitoring and the application of methodology: good understanding of capacity assessment methodologies; excellent ability to identify significant capacity building opportunities.
  • Establishes, builds, and maintains effective working relationships with staff and beneficiaries to facilitate the provision of support.
  • Proven ability to develop and work in partnership with multiple stakeholders, with government officials, NGOs, academia, and international organizations at various levels
  •  English language proficiency required
