Humedica e.V is German based International NGO registered in Ethiopia in February 2010. Currently, it is looking for a qualified MEAL and Training Officer for its Country Office.

Job Summary

The position holder will be responsible to ensure monitoring, evaluation, accountability, research and learning activities of humedica are implemented based on MERL strategy, standard and program quality policy. This would be demonstrated in undertaking responsibilities which includes providing technical and supportive supervision of project implementation, review research/study reports and evaluation terms of references. Providing capacity building training on MERL/MEAL for staff and partners and establishing data base and documents lessons learned and good practices. In addition to this, as the training officer he/she is responsible for analyzing training needs, developing curriculum and delivering courses. The training officer evaluates the trainee for effectiveness of training and individual employee growth. The training officer is responsible for development of reporting for measurement of training needs and results.

Accountabilities and Main Work Activities

  • Provide Technical Support – Program & Projects
  • Provide technical support in the planning, implementation, monitoring and evaluation and Learning of all programs and projects
  • Participate in proposal development and ensure that all proposals have clear goal, objectives and indicators illustrated by a clear log frame.
  • Provide overall technical support and implementation of project’s Monitoring and Evaluation activities at program area level
  •  Review development of standard TORs and provide feedback to consultants and evaluation partners
  • Develop MERL/MEAL strategy, guidelines and frameworks and follow quality assurance through closely monitoring and evaluation
  • Conduct technical supervision to project areas
  • Be involved in the design, data collection and report writing of baseline/follow up assessments in the regions
  • Provide technical support for program area and project level M&E staff.
  • Ensure adequate M&E tools and techniques are in place at country office, program area and project level.
  •  Plan trainings in collaboration with program staff and relevant stakeholders
  • Ensure that humedica trainings are conducted as per the standard and the training quality maintained at all times.
  • Ensures that all trainings are conducted according to the national guidelines
  • Ensure full time attendance by trainees and trainers during the trainings
  • Responsible to prepare monthly and annual training reports and forward to country director.
  • Responsible to conduct training impact assessment on local health facilities.
  • Strictly follows and adheres to the procedures and way that humedica conducts the trainings.

Documentation and dissemination of lessons learned and good practices:

  • Implement routine data collection system and support the implementation of all humedica projects
  • Analysis, synthesis and dissemination of evaluation findings, including maintaining a database of evaluation findings and responses.
  • Closely follow implementation of the Knowledge Management strategy
  • Document lessons learned and good practices, lessons, success
  • Facilitate regular project implementation and performance review sessions and learning events.

Provide Support in preparing quarterly & annual Reports:

  • Provide information or data input for quarterly and annual reports
  • Assist in assuring quality of data or reports from program areas
  • Ensure audit report is prepared timely and submitted to the office

Representation, partnership, advocacy and coordination: 

  • Provide capacity building to program area level M&E staff and program staff
  • Represent MEAL and program quality related networks, platforms and workshops.
  • Communicate effectively with humedica staff, donors and relevant government bodies

Accountability to affected population

  • Building capacity of all staff, partners and project participants as appropriate  with special emphasis on accountability standards,
  • Ensure all beneficiaries are aware of the key elements of humedica’s accountability policy and procedures and the expectations and standards required of humedica staff and partner staff, based on core humanitarian standard on quality and accountability
  • Establishing a sustainable Complaints Response Mechanism (CRM) in each project which ensures all beneficiaries can make confidential complaints and be confident in response processes
  • Ensure humedica’s active participation in national and subnational AAP working groups

Job Requirements

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS

Qualifications/ Experience essential:

  • MA/MPH /Bachelor/BSC Degree in fields such as health, social science or Business fields.
  • Minimum 5 years for MA or 7 years for BA with relevant experience out of which 4 years on a senior level experience (not necessarily gained in an NGO or INGO) or demonstrated equivalent combination substantial experience MEAL and Training Coordination.
  • Sound analytical and problem-solving capability
  • Ability to influence others’ behaviour through effective relationship building; thorough current knowledge and understanding of relevant policies, frameworks, etc.
  • Practical knowledge of monitoring and evaluation methodologies, including development of log frames, result chains, theories of change, and assessment/evaluations.
  • Emergency Project MEAL experience is required.
  • Experience in health MEAL software, Analysis, reporting with skills of data collection tool development, coordination and supervision of baseline/end line surveys
  •  Experience in data encoding, data analysis and report writing.
  •  Excellent analytical, team work, negotiation and influencing skills
  • Computer friendly (Word, power point, Access etc.) and also working knowledge of data management systems including analysis software (like Microsoft Excel, SPSS)
  • Knowledge about Core Humanitarian standards

Qualifications/ experience desirable:

  • Experience in both development and humanitarian contexts is preferable.
