Job Description

TThe project ‘Climate Sensitive Innovations for Land Management II’ (CLM II) promotes the institutional implementation of Integrated Landscape Management (ILM) and the conservation and sustainable use of natural resources at the national, regional, and local levels. ILM aims for the sustainable development of rural areas in an integrated, multidisciplinary manner.

Moreover, the program promotes nature conservation, adaptation to climate change impacts, gender equality, and the enhancement of community livelihoods through empowerment and collaboration with both governmental and non-governmental actors.

The Climate-Sensitive Innovations in Land Management (CLM II) project, a continuation of its predecessor CLM I, builds on these efforts by strengthening the capacities of actors at all levels to implement integrated landscape management. Emphasis is placed on gender-responsive natural resource management and livelihood development in selected landscapes

Planning

  • Participates in project planning including assistance in preparation of required workplans.
  • Prepares and circulates guidelines, checklists, templates, and other tools to facilitate the application of the programme adaptive management cycle in annual project planning.
  • Support in Conducting baseline assessments related to EU-Nature Conservation and Integrated Landscape Management.

Performance Monitoring and Adaptive Management

  • Use real-time dashboards and tracking tools like excel, PowerBI and others to visual project results and monitor project indicators.
  • Produce quarterly and annual performance reports that highlight planned vs. actual results.
  • Design adaptive, flexible data collection systems in collaboration with project/program staff, ensuring data integrity and reliability.
  • Coordinate internal evaluations to determine the overall performance of a strategic plan.
  • Develop and manage the M&E system for the project in line with donors (BMZ & EU) and organizational requirements.
  • Conduct surveys and tracer studies as well as spot checks to ensure data quality with partners
  • Participate in annual project reviews and planning workshops and assist the Program Manager in preparing relevant reports.
  • Assist the CLM II team, its technical experts and partner organizations to implement the results-based monitoring system, including the collection, analysis and reporting of relevant data.

Data management and Reporting

  • Establish an effective M&E system to ensure efficiency and effectiveness in project implementation.
  • Streamline data gathering and compile project data for consolidated reports.

  • Ensure data quality assurance and compliance with donor reporting frameworks (BMZ & EU).
  • Regularly collect data on targets of each indicator to measure achievement against performance indicators at all levels.
  • Lead data quality assurance, analytics, data visualization, and client support.
  • Synthesize structured and unstructured data using quantitative, qualitative, and mixed methods.
  • Identify gaps in the data collection system and organize actively missing data
  • Update data, reports, and dashboards on schedule

Capacity Building and Knowledge Sharing

  • Contribute to capacity-building initiatives to train teams on M&E, systems-based learning, and knowledge management – also at cluster level
  • Collaborate with stakeholders to ensure effective knowledge dissemination
  • Facilitate regular project reflection sessions to promote learning and refine processes.
  • Contribute to knowledge management activities of the project, including knowledge generation, knowledge sharing, and utilization.
  • Keep regular contact and exchange with partners at federal and regional levels and facilitate joint planning, implementation, and follow-up of quarterly M&E workshops.

Other activities

  • Liaise with government institutions and other NGOs regarding monitoring and evaluation activities
  • Support and work in collaboration with the international M&E specialist to monitor and evaluate results and indicators of the project
  • Provide up-to-date M&E data and information to the project management and staff on project implementation
  • Perform other tasks as assigned by the supervisor outside the scope of the job description

Qualifications

  • University degree MA/MSc in M&E, Development Studies, Statistics, Economics, or related fields.
  • Minimum 5 years of experience directly in M&E roles, preferably in GIZ or other international development organizations.
  • Proven experience with M&E and reporting frameworks for donor-funded projects (BMZ & EU).
  • Strong analytical, problem-solving, and report writing skills with strong attention to detail.
  • Proven communication skills at all levels to capture and compile data from different staff and projects.
  • Very good working knowledge of computer applications (e.g. MS Office, Excel, PPT)
  • Excellent skill in digital data collection and analysis tools (e.g. Kobo Toolbox, Survey CTO, Power BI, etc.).
  • Good understanding of project cycle management of development programmes.
  • Strong interpersonal and team skills, target orientation, and ability to perform tasks without supervision.
  • Knowledge of statistical computer packages e.g. SPSS, STATA, etc.
  • Knowledge of GIS is an added advantage and excellent written, verbal, and presentation communication skills.
  • Proficient in MS Office, highly organized and able to multitask.
  • Proficiency in both spoken and written English
