Job Description
ICAP at Columbia University, a global health leader situated within the Columbia University Mailman School of Public Health in New York City, seeks highly qualified candidates to serve as M & E advisor–Ethiopia. The incumbent will provide data quality/data improvement and data use support to MoH, and respective RHBs. S/He will facilitate the collection, processing, analysis of program data and assists data use for quality improvement as per organizational annual work plan.
ICAP seeks highly qualified and experienced candidates to fill the M&E Advisor by November 2023.The successful candidate will hold a Medical Doctor (MD) or equivalent plus MPH with minimum of 5 years’ work experience in HIV/AIDS , M& E, of which at least two years should be on data quality and data use, Experience in development of national documents related to HIV/AIDS programs monitoring and evaluation.
The incumbent will have a demonstrated track record working on US Government-supported PEPFAR programs including program planning, monitoring and evaluation. The M&E Advisor will also have experience working effectively as a part of diverse staff teams, and contributing to successful collaborations with donors, host-country ministries of health, and civil society.
Job Summary
Under the guidance of Director of MED, the M&E Advisor, will provide data quality/data
improvement and data use support to MoH, and respective RHBs. S/He will facilitate the
collection, processing, analysis of program data and assists data use for quality improvement as per organizational annual work plan.
MAIN DUTIES AND RESPONSIBILITIES:
• Actively work with ICAP Central and Regional M&E staff to coordinate the implementation
of data quality management and data use activities.
• Build the capacity of MoH and RHB M & E staff through training and mentoring on data
collection, data quality, data analysis, interpretation, and use.
• Participate actively during joint data quality assurance activities with MoH and respective
RHBs M & E team.
• Provide support to MoH and RHB teams on the implementation of evidence
driven performance monitoring through regular data analysis, interpretation, and
presentation to decision makers.
• Strengthen capacity of MoH and RHBs through focused joint supportive supervision (JSS)
• Assist the MoH and RHBs’ M&E teams to identify data quality and data use issues
requiring attention.
• Take an active role in targeted evaluation and research activities undertaken by ICAP
Ethiopia
• Represent ICAP-Ethiopia in different forums when assigned by the supervisor.
• Participate actively in monthly, quarterly, semi-annual, and annual ICAP’s performance
review meetings.
• Assist in compiling monthly, quarterly, semi-annual, and annual activity reports.
• Undertake other activities as assigned by the immediate supervisor.
REQUIRED QUALIFICATION AND WORK EXPERIENCE:
• MD or equivalent plus MPH with minimum of 5 years’ work experience in HIV/AIDS
M& E, of which at least two years should be on data quality and data use.
• Experience in development of national documents related to HIV/AIDS programs
monitoring and evaluation.
• Excellent interpersonal and leadership skills
• Proficiency in written and spoken English.
• Computer skills (MS Office and statistical packages)
• The incumbent may be requested to spend 75% of the time on a travel.
