ORGANIZATIONAL CONTEXT

This job is based in the Diredewa sub-office and the jobholder typically reports to the Head of the Logistics Unit or the designate. Job holders are likely to be working closely with a more experienced professional staff member receiving guidance and regular feedback on work performed.

JOB PURPOSE

To collect, analyse and report on information to maximise efficiency of the logistics operations and activities.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Establish reports based on logistics movements and distribute them according to requirements
  • Define logistics strategy within the WFP policies and procedures and ensure effective integration of logistics operations
  • Advise on logistics management and structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the logistics strategy
  • Organise, lead and participate in regional/National logistics meetings including the local transport committee
  • Manage logistics operations including all logistics assets in order to ensure timely and cost-effective delivery of WFP cargo
  • Identify, mobilise resources, implement and report on special logistics operations
  • Ensure the integrity of transport information, including commodity tracking in WFP standard systems
  • Prepare and maintain transport information for reporting purposes
  • Assess offers for transport and prepare submission to the local transport committee
  • Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained
  • Ensure effective commodity management and quality control
  • Ensure WFP warehouses are managed in accordance to WFP guidelines
  • Ensure adequate logistics preparedness through contingency planning and continuous logistics preparedness reviews
  • Ensure that all staff are adequately trained, and identify any additional training needs to achieve high working standards
  • Coordinate and provide logistics support to on-going air, land, sea, or rail operations in the area
  • Coordinate logistics operations with other organisations in the area
  • Support logistics staff in other offices
  • Supervise staff as required
  • Perform other related duties as assigned

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related fields, or First University degree with additional years of related work experience and/or training/courses.

Experience: At least one year of senior professional experience in one or more in logistics, warehouse management, and supply chain areas. Proficiency in Windows (MS Word, MS Excel) and some transport tracking system experience.

Language: Fluency in both oral and written communication in English. Knowledge of the local language is added advantage.

Market Analysis, Contracting and Operational Execution Demonstrates ability to collect market information and process and analyse proposals in line with WFP standard rules and regulations in order to deliver efficiently.
Warehouse and Inventory Management Demonstrates ability to implement operational warehouse procedures and normative guidance in order to manage WFP’s warehouse, handle inventory effectively through corporate systems, and ensure loss mitigation.
Technical Assistance and Coordination Demonstrates abilities to provide basic technical advice and maintain effective (inclusive, collaborative, unified) logistics coordination mechanisms with humanitarian partners and other relevant stakeholders.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Experience coordinating service providers’ contract execution.
• Experience arranging supplier deliveries and the discharge of WFP vessels (rail, air, or sea).
• Experience in evaluating offers and writing proposals.
• Experience in report writing.
