Job Description

The Carter Center is a not-for-profit international NGO committed to waging peace, fighting disease and building hope worldwide. The Carter Center country office in Ethiopia, which assists the Government of Ethiopia in Disease Elimination and Eradication Programs is looking for a qualified professional to fill the following vacancy for its health Program:

Main responsibilities:    

 • For requests of materials including printing of materials for the project, the logistic officer first make sure that the materials requested are available in the store, if not, prepares specification based on demand in consultation with the program staff and the Logistic manager and completes store requisition and Purchase requisition for the purchase of materials.

• Follow up and ensures that the right materials and services required for the project are procured and delivered to the project. Once the purchase process is finalized and award is given to the winner, makes follow up that the materials are delivered to the organization as per the specification and the agreement

• Follow up that the distribution of materials to different project areas is made timely with the right quantity as requested.

• After the materials and services ordered are delivered to the organization, checks and makes sure that all necessary documentation are complete and initiate payment request by filling out payment request form, by attaching all required supporting documents.

• When the purchaser is busy and as instructed by the logistic Manager, collects price quotations for procurement /purchase from suppliers.

• Assists the procurement committee and prepares bid analysis for all procurements of the respective project when requested by the Logistic Manager and presents to the Logistic manager and/or Procurement Committee.

• Identifies defaulted suppliers and reports them to Logistics Manager for note in black list.

• Perform the process of support letter from governmental offices and pre-import permit process from FMHACA before the items are shipped from headquarter in close consultation with the Logistics Manager.

• Perform customs clearance activities such as tax and storage payments and clearance fee payments by fulfilling all required documents from governmental organizations, when items are imported from Atlanta and other places outside of Ethiopia. Facilitates the process of duty free imported items for the respective programs.

• Make sure all printing and purchasing materials, importing items, medical supplies and other materials have properly distributed to regions.

• Perform periodic inventories of drug supplies, consumables, printings and other supplies and equipment’s used at field levels and provides consistent feedbacks to improve efficient resource utilization for respective program.

• Manages fleet (any program transportation requirements), which entails managing and arranging all program vehicles, in close consultation with the Assistant Logistics Officer and Logistics Manager. Keeps logbook of vehicles working in the project areas. Verifies program vehicles related expenses.

• Facilitate rental vehicles when requested by Program Manager/Officer for different activities like campaigns, surveys, field trips and other activities in close consultation with Logistics Manager.

• Ensures timely reporting of program vehicles accident to insurance company & follows-up claims in close cooperation with Assistant Logistics Officer.

• Periodically monitors to ensure efficient program vehicle deployment and fuel consumption for appropriate activities and make sure that the logbook reports are timely submitted to the Logistics Manager.

• Provides summarized monthly activity reports to the Logistics Manager.

• Ensures all program vehicles are inspected by the authorized government authority before deadline.

• Ensures that all program vehicles are fit for field activity, have a spare tire and usable tools for the fieldwork. Ensures that program vehicles are properly and timely serviced, washed & greased as required.

• Ensures proper procedures are followed when program vehicles are checked in and checked out of garage.

• Ensures timely repair and maintenance of program vehicles so that vehicles are not kept in garage for long periods of time.

Job Requirements

Qualification:     

  • BA degree in Logistics & Supply Chain Management or related fields from a recognized university.

Experience:    

  • Minimum of five years relevant experience in logistics/operation management.
  • NGO Experience is much preferable.

Additional Requirements:  

      • Strong analytical skill and able to generate professional reports
      • Experience in supply chain and logistics management areas with good field experience
      • Good computer skills, particularly in MS Office packages
      • Good knowledge of written and spoken English
      • Able to present recommendation letter from the most recent employer
      • Valid and renewed Driving License is also a plus
