Job Description

ABOUT WFP

In Ethiopia, WFP is currently assisting more than 2.5 million vulnerable people in various regions in the country each month with relief in-kind food or cash assistance.

CASH-BASED PROGRAMMING: 

The Cash Based Transfers (CBT) interventions continue to be effective instruments to address immediate and transitional needs of vulnerable populations during crisis and emergencies. In Ethiopia, CBTs implemented by the different humanitarian actors have reached and addressed the needs of affected populations in response to different emergencies since early 2000s.

CBTs can reduce protection risks, facilitate solutions and improve efficiency and effectiveness in programme delivery. They can also have a multiplier effect in the local economies, contributing to foster positive relations and adaptation within communities, which directly feed into the Sustainable Development Goals. In this sense, CBTs interventions by WFP in Ethiopia are expected to be explored and further expanded.

ORGANIZATIONAL CONTEXT

This job is found in Bahirdar, WFP Office.

At this level, job holders demonstrate responsibility and initiative to respond independently to queries with only general guidance for all assistance modalities for both WFP and logistics common services. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders typically manage a small team, supervising and coaching staff.

JOB PURPOSE

Reporting to the Logistics officer in the AO/SO, the post holder will be required to contribute the Ethiopia country office (including field) supply chain Cash-Based Transfers implementation, planning, markets and retail operations, including implementation of practical and integrated supply chain optimization approaches to ensure the added value to the implementation of CBT programs in the country.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to the development of the Market Development Activities (MDAs) together with the SC CBT focal points and other stakeholders in the CO and SO
2. Lead implementation of the agreed MDAs at the field level, including capacity building for the retailers and other market actors
3. Facilitate and lead potential linkages between the supply chain actors – from source to retailer shop – to ensure best values for entitlements of WFP CBT beneficiaries in the respective locations. Keep records and communicate progress on these activities as needed.
4. Keep close collaboration and good relationship with stakeholders from government and partners at field level
5. Facilitate and lead onboarding of newly contracted retailers. Keep proper records of retailer contract status at AO level and share regular updates on contractual status of retailers with respective FP in the CO
6. Conduct regular (unannounced) visits to contracted retailers and meet beneficiaries at markets in connection to shop performance and provide feedback to Supply Chain CBT at CO
7. Coordinate and participate in the regular retailer performance monitoring exercise with M&E
8. Monitor regional market performance and report monthly on retail KPIs as needed
9. Coordinate with Market monitoring teams from the WFP and/or partners to resolve retailer’s performance issues
10. Where applicable, deliver SCOPE* equipment to the service points and be responsible for withdrawing equipment and returning it to IT SCOPE CO/SO/FO when service point is no longer on WFP contract.
11. Assist Supply Chain CBT in increasing the number of contracted shops: in analysing the beneficiaries/shop situation in the respective area of responsibility, targeting the areas where competition is needed, assisting in the follow-up of target.
12. Undertake micro retailer capacity assessments
13. Where applicable, work on daily basis with retailers, perform the reconciliation of commodities and invoices.;
14. Process invoices at field level, respond to retailers’ queries, assist in the monitoring of retail payments and provide ad-hoc reports
15. Where applicable, certify retailer invoices against the appropriate supporting documentation.
16. Provide CBT updates, data and reports for the retail landscape in the region upon request.
17. Assist in the preparation of standard operating procedures for SC CBT
18. Ensure the safeguard of internal control systems are functioning and that all relevant records are maintained.
19. Perform other duties, as required by the supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education: First university degree, preferably in Supply Chain Management, Economics, Business Administration, Logistics, or other related fields, or Secondary school/non-degree Education complemented by related training/courses and additional years of relevant work experience.

Experience: Minimum 6 years and more of working experience in relevant field. Background in projects with financial management or Retail chains business and/or Supply Chain roles in market-based programming is desirable. Technical skills using analytics applications

Languages: Fluency in both spoken and written English is required. Knowledge of Amharic Language is required.
