The Program / Department / Team

Border Security Programme – Ethiopia

The Border Security Programme (BSP) is an FCDO-funded regional programme designed to disrupt organised immigration crime (OIC) and contribute to safer borders and safer communities. The programme works through four mutually reinforcing outcome areas: evidence and analysis; stronger law-enforcement capability; community engagement, reporting and early warning; and witness support and protection.

In Ethiopia, BSP is implemented as a dedicated country component aligned with the regional programme, Ethiopian law and institutions, Government of Ethiopia priorities, and the realities of selected border and migration corridors. Mercy Corps works with relevant government institutions at federal, regional and local levels, consortium partners, Ethiopian civil-society and specialist partners, communities and other stakeholders to strengthen existing systems and locally grounded responses rather than establish parallel structures. Programme implementation is evidence-led, conflict-sensitive, rights-respecting and adaptive to changing border, migration and operational dynamics.

The Position

The Logistics Assistant is based in Bahir Dar and supports day-to-day logistics, administration and basic HR-related activities for BSP-Ethiopia in accordance with Mercy Corps policies, FCDO requirements and applicable Ethiopian laws. The role supports fleet, assets, warehouse, office supplies, accommodation, travel, staff documentation and other operational needs, maintaining accurate records and timely support to programme teams.

Reporting to the Field Program Coordinator, the Logistics Assistant works closely with Operations, Finance, HR, Security and programme teams to ensure field operational requirements are planned, documented and delivered on time and within approved budgets and procedures.

Essential Responsibilities

Logistics and Fleet Management – 55% of Time

• Provide day-to-day logistics support to the Bahir Dar programme, coordinating transport, accommodation, supplies, travel, visitors and activity requirements in a timely manner.
• Support fleet management, including vehicle requests, logbooks, driver and fuel records, maintenance follow-up, accident reporting and safe use of Mercy Corps vehicles.
• Support basic procurement and supplier follow-up in line with Mercy Corps procedures, including quotations, documentation, delivery tracking and receipt of goods and services.
• Maintain logistics trackers and records, provide required updates and reports, and flag operational bottlenecks or delays for timely action.
• Ensure logistics activities comply with Mercy Corps policies, donor requirements, applicable regulations and value-for-money principles.

Administration – 20% of Time

• Provide day-to-day administrative support to the Bahir Dar office, including office facilities, leases, utilities, communications, travel, accommodation, meetings, workshops and visitors.
• Maintain office, accommodation, lease and relevant administrative records and follow up renewal or action dates.
• Provide basic HR administrative support, including staff records, onboarding, attendance, travel and other routine requirements in coordination with HR and Operations.
• Maintain proper filing and confidentiality of administrative and staff-related documents and promptly escalate issues requiring further action.

III. Warehouse and Asset Management – 25% of Time

• Support management of the Bahir Dar warehouse, ensuring goods are received, stored, issued and recorded correctly, with complete supporting documentation.
• Maintain stock records and bin cards, conduct physical counts and reconcile balances, and support distribution documentation.
• Maintain accurate asset records, tagging and assignment; support verification, transfers, handovers and disposals in accordance with Mercy Corps procedures.
• Report missing, damaged, obsolete or non-functional assets promptly and provide regular warehouse and asset status updates.
• Maintain audit-ready warehouse and asset documentation and support internal reviews, donor checks and inventory verification.

Safeguarding Responsibilities

• Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
• Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
• Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

Works Closely With: Program Officer; Mercy Corps Ethiopia Operations, Finance, HR, IT, Security and Compliance teams; BSP programme teams; suppliers and service providers.

 Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

 Minimum Qualification & Transferable Skills

• Bachelor’s degree in Logistics, Supply Chain Management, Procurement, Business Administration, Management or a related field; equivalent relevant education and experience may be considered.
• At least three years of progressively responsible logistics, operations, administration or supply-chain experience with an INGO, including practical experience in fleet, assets, warehouse and office administration.
• Good knowledge of logistics documentation, donor compliance, segregation of duties, accountability and value for money; FCDO or similarly regulated programme experience is an advantage.
• Strong organisational and record-management skills, including accurate use of trackers and timely support to multiple operational priorities.
• Good computer skills, particularly Microsoft Excel, Word and Outlook, and ability to prepare basic operational reports.
• Good written and spoken English and Amharic; additional Ethiopian languages relevant to the programme location are an advantage.

Success Factors

The successful Logistics Assistant will be organised, reliable, service-oriented and detail-focused, able to manage multiple operational requests while maintaining accurate records and proper controls. They will communicate clearly, identify delays early and work collaboratively with programme and support teams to find practical, compliant solutions.

Living Conditions / Environmental Conditions

The position is based in Bahir Dar, Ethiopia, with travel to programme locations as required. Team members are expected to conduct themselves professionally and respect local laws, customs and Mercy Corps policies, procedures and values at all times.
