Job Description
JOB SUMMARY
The Logistics and Procurement Officer works closely with the Area Coordinator and field finance team to manage the procurement of all goods and services needed for the program. The role coordinates with the wider team to ensure that all procurement policies, procedures, and guidelines are properly implemented and followed. Additionally, the officer oversees all field-level logistics, ensuring that assets and resources are correctly managed, tracked, and regularly updated.
KEY RESPONSIBILITIES
- Ensure transparent, accountable, efficient, and cost effective procurement by meeting the six rights of supply (right price, time, quantity, quality, place, and source).
- Fully understand and apply the SP Procurement Policy, SP Ethiopia FOG, and all related procedures.
- Manage procurement processes, including maintaining procurement and vendor databases, tracking contracts and framework agreements, and coordinating with the Country Office on international orders.
- Work with Logistics and Fleet teams to arrange transport for nationally procured and imported materials.
- Complete procurement transactions, process payments, and prepare all required electronic documentation in line with SP standards.
- Confirm delivery of items to the warehouse, ensure Goods Received Notes are issued, and oversee proper dispatch and handover to projects or individuals.
- Scan and submit finalized procurement documents to Finance in a timely manner.
- Conduct regular supplier vetting, maintain updated supplier files, and ensure proper approvals and documentation of supplier background, capacity, and integrity.
- Provide warehouse and logistics staff with documentation for newly procured fixed assets.
- Supply accurate procurement data to management to support operational planning and program development.
- Maintain organized procurement files, vendor records, and procurement history while ensuring ethical conduct and adherence to SP procurement standards.
- Support the Procurement Manager in developing and improving internal supply chain procedures, forms, tools, and emergency preparedness systems.
- Establish effective order and delivery management systems to ensure timely procurement and distribution of program supplies.
- Stay informed on relevant local and national laws and ensure organizational compliance.
- Provide fixed asset information to the Country Office Warehouse and Inventory Officer for proper registration in the SP database.
- Manage vendor contracts and maintain strong supplier relationships, ensuring deliverables are met and concerns are addressed promptly.
- Provide onsite and remote support to field procurement teams and facilitate payments at field and country office levels.
- Assist program teams with procurement planning as needed.
- Support the preparation and amendment of contracts when required.
- Submit weekly and monthly procurement reports to the Program and Procurement Manager.
- Oversee fleet, asset, and resource tracking, updating, and management at the field level.
- Handle Other duties and responsibilities assigned.
EDUCATION / EXPERIENCE NEEDED
- BA degree in Procurement, supply chain management, purchasing management, Business management, Marketing management, or related field.
- 3 4 Years experience in a similar setup preferably in INGO/NGO.
LANGUAGE
- Proficiency in English and Amharic
- Knowledge of the regional language required
- Knowledge of any other national language is a plus

REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form.
