TEAM PURPOSE:

The Logistics Team is part of the business support team accountable for ensuring that all operational procedures of Administration and Logistics are adhered to and implemented in a manner that is compliant with Oxfam policies, standards, and procedures. In particular, the team provides professional, business-focused service on logistics, delivering proactive and solutions-based approaches for resolving issues. The team will also ensure that the operational business requirements are effectively managed to deliver organizational results and support the achievement of programme outcomes.

JOB PURPOSE:

The main purpose of the Logistics and Procurement Officer is to work as part of the programme team in providing general logistics support including procurement planning, coordinating with project partners, safety and security of office premises, administrative support, inventory, asset, and contract management.

Key Responsibilities and Accountabilities

  • Plan, manage, and provide technical advice on procurement activities, following rules, procedures, and regulations
  • Maintain records of and contacts with suppliers and local repair/maintenance outfits, and conduct regular market surveys, to get the best prices.
  • Ensure procurement process supports timely delivery of supplies/materials for operational and programme use
  • To organize all logistics processes including purchasing, warehousing, communication, and transport.
  • Ensure that program procurement is in line with donor requirements and standards
  • Ensure receipt of goods is in good order as described on the purchase order & requisition ensuring relevant technical advice for receiving goods of specific technical nature.
  • Organize the loading/unloading of store goods when dispatched to projects.
  • Ensure the timely maintenance of the store building (s) and all equipment related to safe storekeeping and other staff.
  • Assist in the identification, setting up, and proper functioning of new Oxfam GB base/compound facilities.
  • Plan, implement and monitor effective vehicle management systems in the bases, through liaison with the programme manager, PHP and PHE and Livelihood team leaders, drivers in ensuring regular maintenance of the vehicles as per monthly schedules.
  • Ensure that all guidelines, aids, and tools on vehicle management are effectively implemented and monitored.
  • Ensure that all the necessary procedures and steps are in place for the safety and security of Oxfam personnel and assets and monitor its implementation.
  • Liaise with Assistant Logistician, Team Leaders, and implementing partners in delivery and receipt of project materials and ensuring that proper records are kept.
  • Organize transportation needs either for personnel, goods, or services in conjunction with the Team leaders.
  • Ensure the communication facilities (landlines, Thuraya phones, etc.) are utilized well and cost-effectively, by implementing agreed systems.
  • Line manage Logistics assistants, Drivers, and guards’ staff in the base and ensure their deliveries.
  • Develops call for proposal, call for acquisition, issue RO, RFQ and Purchase orders in the procurement system.
  • Prepare UpToDate reports on procurement activity on a weekly/monthly basis and submit the reports to stakeholders.
  • Perform other related duties as required.

SKILS, Experience, Knowledge & Competencies

Essential

  • Bachelor (BA) or Degree from a recognized university/college in Operations, Business, Logistics, or other areas that bring an added value to the related job.
  • Relevant logistic experience of 3+ years (including, Logistics and Supplies management),
  • Qualifications and/or extensive experience in logistics and supply chain-related skills
  • Strong analytical and strategic planning skills.
  • Excellent diplomacy, tact and negotiation skills, and good interpersonal and team skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities.
  • Willingness to a travel app. 30% to field bases and Addis.
  • Good working knowledge of English,
  • Experience in insecure environments, and knowledge of the principles of security management.
  • Sympathy with the aims and objectives of Oxfam.
  • Commitment to humanitarian principles and action.
