Job Description

  • Position: Logistic and Supply Officer
  • Employment Type: Full-Time
  • Reports to: Finance and Admin Manager (FAM)
  • Supervises: Part Time Pharmacist and Drivers

Position Overview

The logistics and supply officer is responsible for managing and supervising the entire supply chain cycle, which is essential to the successful operation of the organization’s operations. In order to support program delivery, this includes acquiring, storing, managing inventories, coordinating fleets and transportation, and distributing goods and services. The officer is also in charge of making sure that all supply chain operations abide by applicable national laws, donor specifications, and organizational standards.

To ensure that all commodities, whether medical or non-medical, are handled, stored, and distributed in accordance with international standards and best practices, the Logistics & Supply Officer also supervises and technically oversees employees running specialty stores, such as the medical/pharmaceutical warehouse.

Through close collaboration with the program, finance, and admin teams and EPSS the Logistics & Supply Officer guarantees the timely, cost-effective, and fully accountable delivery of goods and services. Strategic planning, daily operational management, staff supervision, and compliance monitoring must all be balanced in this role, which is essential to the successful and efficient fulfillment of the organization’s objective.

​​​​​​​Key Duties and Responsibilities

1. Procurement & Supply Management

  • Plan, initiate, and monitor procurement of goods, services, and works.
  • Ensure procurement complies with organizational policies, donor rules, and national laws.
  • Negotiate with suppliers for favorable terms and maintain vendor relationships.
  • Maintain and update supplier database and framework agreements.

2. Warehousing & Inventory Control

  • Oversee receipt, storage, and dispatch of all goods, including medical and non-medical commodities.
  • Ensure accurate stock management systems, including regular physical counts and reconciliations.
  • Implement FEFO (First Expiry, First Out) and FIFO (First In, First Out) systems as appropriate.
  • Safeguard all commodities against theft, damage, and misuse.

3. Medical Store & Pharmaceutical Oversight

  • Provide supervisory support to the Pharmacist managing the medical store.
  • Ensure safe handling, storage, and distribution of medicines, vaccines, and medical consumables.
  • Monitor compliance with MoH, WHO, and donor standards in pharmaceutical logistics.
  • Oversee disposal of expired or damaged medical supplies according to regulations.

4. Transport & Fleet Management

  • Plan and manage transport of goods and staff, ensuring efficiency and safety.
  • Monitor fleet maintenance, fuel usage, and driver performance.
  • Ensure all vehicles and transport services comply with national traffic and safety regulations.
  • Supervise contracted transport providers and ensure accountability for shipments.
  • Ensure timely renewal of vehicle insurance, registration, and permits in compliance with national regulations
  • Maintain accurate records of vehicle logbooks, mileage, and movement tracking.

5. Compliance, Reporting & Documentation

  • Ensure accurate documentation for all logistics and supply chain transactions (invoices, waybills, GRNs, stock cards, etc.).
  • Prepare and submit periodic supply chain reports for management and donors.
  • Ensure compliance with donor requirements and internal SOPs.
  • Maintain audit-ready systems for all supply chain activities.

6. Coordination & Support

  • Act as a key link between programs, finance, and logistics to align supply needs with operational capacity.
  • Provide capacity building and technical support to logistics staff at central and field levels(PAs).
  • Contribute to emergency preparedness planning and support rapid response logistics when needed.
  • Working closely with EPSS and FMOH on supply quantification, purchase and Distribution.

Qualifications & Experience

  • Education: Bachelor’s degree in Logistics, Supply Chain Management, Business Administration, Pharmacy, Public Health, or related field. A postgraduate degree is an asset.
  • Experience: Minimum 3–5 years in logistics and supply chain management, with at least 2 years in NGO/INGO or health-related programs.
  • Strong knowledge of supply chain management, donor compliance (USAID, EU, UN, etc.), and national procurement regulations.
  • Experience supervising staff, including technical staff such as pharmacists or warehouse managers.
  • Proficiency in MS Office and logistics software (ERP, Supply, Fleet Management Systems).
