The Position:

The consultant will report to the Senior Project Coordinator and work under the overall direction of the Humanitarian Coordinator.

Job Purpose:

The Individual Consultant: GBV Programme Analyst will assist in providing technical and programmatic inputs to the design, planning, implementation, monitoring, and evaluation of GBViE programming to ensure quality, survivor-centered, multi-sectoral and well-coordinated GBV response in the conflict context, whilst also supporting partnerships and coordination for GBV response among other UN agencies, IPs and clusters/sectors within the region. Travel may be required to other parts of the Region for programme monitoring purposes. The role is expected to regularly travel to UNFPA project sites in the Eastern and NW zones of Tigray region.

You would be responsible for:

• Provide support to accelerate implementation of ongoing project activities; support fundraising efforts through the design of evidence-informed GBViE programmes and writing proposals for GBV funding in line with overarching vision and work plan.
• Monitor UNFPA – including IP-led – GBV programme activities, indicators and budget expenditures against the agreed work plan and logical framework;
• Prepare regular narrative and financial progress reports and document lessons learned; share with the relevant UNFPA focal persons as required.
• Assist in providing technical support and guidance to UNFPA implementing partners (IPs), and national authorities in planning and implementing GBV programmes responsive to the needs of IDPs/returnees and host communities.
• Orient and/or build the capacities, through facilitation of training sessions and other capacity development interventions of Implementing Partners (IPs), national partners such as the Bureau of Women and Children Affairs social workers, health care providers, other humanitarian actors and the affected population in GBViE prevention, risk mitigation and response programming as per need in line with the GBViE Minimum Standards, MISP and the country office GBV Strategic Framework objectives;
• Work in close collaboration with the ASRH team. Establish linkages between existing Gender, RH and HIV programmes to ensure synergies between programmes that maximize programme impact. Provide special attention to the needs of adolescent girls and young women.;
• Ensure GBV and SRH mainstreaming and participate in upcoming joint inter-agency multisectoral assessments and analysis, and / or undertake UNFPA specific field visits / GBV assessment and situational analysis missions to gain a better understanding of women’s and girls’ needs, GBV risks, UNFPA’s and IPs’ current GBV response, capacities and gaps in service availability and quality as the situation evolves.
• Assist in coordinating GBV AoR in Shire.
• Assist in establishing or updating the GBV referral pathway(s) in affected areas to ensure immediate referrals to lifesaving GBV services can be made;
• Sensitize IPs, UN agencies, INGOs/NNGOs and national authorities around the existence and implementation of the Guidelines for Integrating GBV Interventions in Humanitarian Action (GBV risk mitigation in humanitarian response);
• Represent UNFPA and / or participate in the relevant meetings of the Protection cluster, GBV working group, Health Cluster, and meet relevant stakeholders involved in coordination and response to GBV in the affected areas as per need to ensure that GBV issues are adequately considered in humanitarian and recovery efforts; and comprehensive updates on UNFPA’s progress to address GBV and weekly situation reports to relevant humanitarian coordination bodies;
• Carry out any other duties as may be required by the UNFPA management

Qualifications and Experience: 

Education:  

Advanced University degree in Gender Studies, International Development, Humanitarian Affairs, Public Health, Social Sciences, or any related field is required.

A first-level University Degree in combination with two (2) additional years of qualifying experience is accepted in lieu of the advanced university degree

Knowledge and Experience: 

Required expertise, qualifications, and competencies, including language requirements:

• Some professional experience for an Advanced University Degree and an additional 2 years with a first level University Degree of specialized experience in GBV/child protection or protection programming, preferably including in a complex, volatile, humanitarian context.
• Clear understanding of gender, human rights, issues surrounding violence against women and girls, community mobilization
• Demonstrated understanding of and ability to implement community empowerment programs for GBV prevention and response and SRH programming.
• Demonstrated experience in both GBViE and SRHiE programming is required.
• Experience facilitating training and workshops and mentoring others.
• Positive and professional attitude, including ability to lead and work well in a team setting.
• Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
• Excellent communication, listening and observation skills, including ability to create trust, support, and respect.
• Demonstrated commitment to women’s empowerment and protection through male and religious  leaders is an added advantage.
• Computer literate, including Microsoft Word and Excel and PowerPoint
• Excellent interpersonal, negotiating, and diplomatic skills, including experience working with colleagues of multicultural background.
• Experience in programming will be an asset.

Languages: 

• Fluency in English is required. Knowledge in other UN languages is an asset. Proficiency in Tigrinya language is highly desirable.
