  1. Role and responsibilities

The purpose of the Coordinator position is day to day implementation of the jijiga Project. Use actions words such as ensure, implement or assist for the position relevant responsibilities.

Generic Responsibilities

The responsibilities depend to some degree on the existing organizational chart of the Country Office and the size and complexity of the operations.  If these responsibilities are not reflecting the reality of the field operations, the COs can adapt the content as long as the structure and style are the same. Details shall be incorporated in the Work- and Professional Development Plan and not be included in the JD.

  • Line management of LFS project field staff
  • Adherence to NRC policies, guidance and procedures
  • Contribute to LFS strategy development, project proposals and provide input on needs and gaps
  • Manage and implement delegated portfolio of LFS projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality
  • Provide regular progress reports to AM
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Promote and share ideas for improvement and necessary changes in the activities
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific Responsibilities

  • Develop NRC Shire area Food Security and Livelihoods programming operational procedures, systems and programme guidance.
  • Ensure that the NRC Shire area Food Security and Livelihoods project integrates community approaches, household livelihood security, resilience/ recovery, gender sensitivity and capacity building into all activities as appropriate.
  • Participate in overall NRC Ethiopia Food Security Country Strategy strategic planning Core Competency Strategy, Macro-Log Frame, M&E, where needed.
  • Ensuring close participation of refugees, host communities and relevant stakeholders in design and development of programme.
  • Ensure the leadership of NRC Shire for operationalization and management of Livelihoods Working Group (LWG) already established and led by NRC as key leading agency in Shire areas.
  • Design systems and ensure accountability, specifically to refugee and local beneficiaries, ARRA, UNHCR, Local Government, and other stakeholders.
  • Ensure that the beneficiary communities are participating as equal partners in the design, monitoring and evaluation of projects.
  • Ensuring that NRC Shire area Food Security and Livelihoods systems for monitoring project activities are developed and implemented.
  • Preparation of required reports to Area Manager, M&E Officer as well as quality control of project specific reports produced Food Security Project Officers.
  • As the overarching Food Security and Livelihoods budget holder, be accountable for all aspects of financial & resources management, PR’s, Po’s, Check signatories.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

Scale and Scope of Position

Key staff’s line managed by Food Security Project Coordinator

Three Food Security Project Officers in the respective three refugee camps will be directly managed by Food Security Project Coordinator.

Stakeholders

Food Security Project Coordinator expected to work closely with the government counterpart to NRC (ARRA & local governments, UN bodies like UNHCR, WFP and others as well as other International and local NGO’s, Refugees and hosting community representatives

Budget Information

Food Security Project Coordinator anticipated managing two Food Security budget grants (NMFA & UNHCR) in the respective three refugee camps in the course of implementation period time-lines in the Fiscal Year as well as other grants of line departments that need synergy.

Legal/Compliance

Strict adherence on NRC Code of Conduct and respecting Collaboration and Management standards of the organization, Anti-fraud and Corruption Policy of NRC.  Abide by international legal law for Humanitarian Assistance (the right of targeted beneficiaries to live with dignity), Legal Law according to UN Convection, and Protocol on refugees and IDP’s.

Qualifications

  • BSC in Agriculture/Business Administration/Social Science  and other related field of study
  • Experience from working as a Project Coordinator in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Some knowledge of English

  • Local language
  • Understanding of various donors requirement
  • Ability to work under pressure
  • Strong cultural awareness and sensitivity
