Job Description

To provide technical support, and guidance for the implementation and management of Livelihoods or Food, Income and Market related interventions which intended to bring positive changes in the lives of target population

Specific Duties & Responsibilities:

  • Participate on the identification of new Livelihoods- or Food, Income and Market (FIM) programme interventions in accordance with Concern Ethiopia strategic plan and Project Cycle Management guidelines;
  • Tailor program with mainstreaming issues identified by the organization in FIM projects during programme design;
  • Responsible to documentation and coordination of FIM programme design;
  • To assist beneficiaries and CBOs to build their capacity to play leading role in their development issues.
  • To Assist Concern’s REGRADE programme beneficiaries in Central Gondar to participate actively in all project cycles and to improve their level of poverty accordingly
  • Implement FIM and early warning activities as per the plan within the agreed time table;
  • Responsible to play lead role to establish/strengthen RSACCO and VSLA in all project woredas, organize and facilitate training/ workshops for relevant target groups including beneficiaries committees and other community members,
  • Facilitate and encourage sustainable agriculture extension and farmer’s asset building to enhance the returns on asset in collaboration with the community, government and other responsible bodies;
  • Based on the livelihood security framework, participate on rural livelihood situation analysis and programme designing activities.
  • Design appropriate implementation modalities and program approach to strengthen sustainability factors;
  • Provide training and technical support to programme staff, for Caseworkers and supervisors; and beneficiaries and CBO leaders.
  • Undertake assessment surveys (early warning, intervention impact, baseline data, case studies, etc.) in collaboration with the responsible stakeholders;
  • Introduce innovative ideas/approaches into the agriculture and other related rural livelihoods strategies and activities;
  • Conduct and facilitate training on rural livelihoods intensification and diversification techniques and methodologies for field staff and project stakeholders;
  • Build, in collaboration with concerned units, the capacity of key stakeholders so as to implement the pregame/project effectively and efficiently;
  • Promote and ensure community participation & initiatives through all possible methods (esp. the marginalized group) in all aspects of programme activities;
  • Ensure the marginalized and disadvantage target groups to be the main actors in all Programme cycle management.
  • Develop and maintain strong relationships with program woredas Livelihood/REGRADE programme stakeholders on a continuous basis.
  • Coordinate and arrange experience-sharing visits for beneficiaries, community development workers and different levels of local government staff, according to agreed plans.
  • Ensure and encourage the involvement of women in all areas of the development process and decision making activities.
  • Prepare working guidelines and provide technical & methodological support to community Caseworkers and Project supervisors.
  • Identify cross learning opportunities for community leaders within and outside of the program area
  • Collect and record relevant data and information about the progress and Impact of the programme and share within and outside the programme area.
  • Perform any other task as assigned by the line manager

Reporting

  • Prepare periodic quality progress reports (monthly, quarterly, bi-annually, annually and donor reports);
  • Document all the progress of activities (at activity and output level) and maintain project data, record and documents;
  • Conduct case studies and document and report the findings;

Financial Management

  • Responsible to control the budget allocated to the sector and ensure that activities are implemented according to quality required and agreed plans.
  • Ensure that annual/program budget are responsive to cost and value for money
  • Responsible for ensuring proper, efficient and timely utilization of allocated program/project budget, including purchasing of materials;
  • Prepares detailed FIM programme budgets with monthly cash flow;

HR

  • Provide technical support or coach field staff to build their capacity to perform their assigned roles and responsibilities;
  • Prepare and conduct inhouse trainings for employees of Concern and key stakeholders that involve in the project design, implementation, M & E;
  • Responsible to manage and supervise program supervisors assigned in respective woredas
  • Support household case workers in their day-to-day and administrative issues in consultation with the HR officer

Networking

  • Create appropriate links, working procedures and information sharing with other programme staff and external stakeholders.
  • Integrate the program with other programme staff and concerned stakeholders.
  • Laisse with government offices in respective woredas

Monitoring & Evaluation (M & E)

  • Develop participatory program/project monitoring plan and internalize with the action plan and implement the plan accordingly
  • Participate in undertaking assessment surveys (Intervention impact, baseline data, case studies, etc.) in collaboration with the responsible stakeholders
  • Evaluate the project implementation and impact in collaboration with MEAL unit and all responsible stakeholders.
  • Facilitate conducting and documenting the annual learning reviews

Gender Equity

  • Ensure that all HR policies and procedures relating to Concern Ethiopia’s gender equality strategy are implemented
  • Ensure that all gender sensitive policies and procedures are fully adhered to during recruitment processes
  • Contribute to promoting a gender sensitive working environment within Concern Ethiopia

  • Contribute to ensuring that the Feedback, Complaints & Response Mechanism (FCRM) is functional and accessible, that feedback and complaints are welcomed and addressed – with relevant staff whenever appropriate.
  • Contribute to the effective dissemination of information about the FCRM, safeguarding and expected staff behaviour among programme participants and communities (when this is feasible and relevant).

Person specification:

Essential knowledge, skills and experience

  • Bachler Degree in Agriculture, Agricultural Economics, Economics, Cooperatives Development, DRR& Early warning, livelihood, rural Development &related fields
  • Professional fluency in spoken and written English and able to communicate concisely.
  • 3-4 years relevant experience.
  • NGO experience is a plus.

Skills Required

  • Good communication and interpersonal skills
