Job Description
Ethiopian Orthodox Church-Development and Inter Church Aid Commission (DICAC) is the leading humanitarian organization of Ethiopian Orthodox Church which has long history of supporting vulnerable and affected population in the country due to various hazards. Refugees and Returnees Affairs Department (RRAD) is one of the departments of DICAC which has long been implementing protection to both camps and urban refugees and asylum seekers. Our department is now seeking potential applicants for the position of Livelihood Officer.
The officer will ensure successful support for livelihoods programming, which includes village saving and loan association (VSLA) establishing and strengthening, business skill development, foster saving habits, wage employment and self-employment activities etc
Job Responsibility #1: Livelihoods and Economic Strengthening Component Design, Planning, and Monitoring
- Identifies and promotes innovative livelihood and economic strengthening programming approaches and interventions to achieve project objectives and suited to the particular conditions and needs of diverse target groups and other relevant groups in the operational areas.
- Develops appropriate strategy and methodology in promoting saving and asset creation and supporting participant groups.
- Provides appropriate technical support and coaching to the front-line workers/mentors.
- Conduct comprehensive needs assessments and situational analyses, including market assessments, to understand the current resilience challenges faced by the communities. Analyze existing resources, capacities, and gaps within the communities and the operational context. Identify the specific needs and priorities of the target community, clients, and vulnerable groups to advice
- Lead community-based targeting and verification of the beneficiary’s program participants.
- Facilitate youth linkage with financial service provider to create access to credit.
- Facilitate linkage between Project participants and TVET for short term technical training
- Provide technical assistance focuses on livelihood activities such organizing Saving group, facilitate training on Saving methodology, business skill training, selection, planning, and management of income generating activity (IGA).
Job Responsibility #2: Capacity Building and Monitoring and Evaluation
- Facilitate and coordinate needs assessment for the capacity building in relation to livelihood project implementation strategies, methodologies, and activities.
- Provide training and build capacity of mentors and project participants on saving and credit methodology training, Business skills training, Finacial literacy, life skills and strategic planning and management of income generating activities (entrepreneurship training).
- With the partners, develop a capacity-building plan and contribute to the development of training material; organize and facilitate training courses, cross visits and apprenticeships. Contribute to the adaptation of materials and experiences for application in diverse cultural and social contexts.
- Tracking and coordinating job placements; maintaining log of contacts and performance records
Job Responsibility #4: Representation and Networking
- Establishes and maintain productive relationships with government offices, non-government organizations, expert institutions, and the private sector.
- Develops and maintains contacts among Partner organizations working on Livelihoods programs for exchange of information relating to sustainable livelihoods approaches.
- Developing and maintaining strong partnerships with employers, TVET/training providers and relevant organizations to generate employment opportunities and skills development.
Job Responsibility #5: Learning, Reporting & Documentation
- Prepares the required timely and of high-quality report that convey the livelihood program component’s progress towards achieving best practices and impact in the targeted communities.
- Challenges encountered. Regularly capture ongoing learning & adaptation, preparing & documenting best practices, lessons learned, and innovative approaches in program implementation. Use these findings to inform program adjustments and improvements.
- Assist in the collection of data, conduct assessments, and provide input for concept note/proposal development for the cash transfer project.
- Supervise progress against the grant work plan; promptly identify any current or potential delays.
- Ensure all monitoring activities are fully documented, including detailed and timely data collection as required.

Qualifications
Educational Requirements:
- Bachelor’s degree and above in social science (Economics, Business administration, Rural Development or similar field of study with relevant experience of the position demand.
Preferred experience & skills
- Five years and above for bachelor’s degree and four year of experience for postgraduate’s holders.
- NGO experience is a plus
- Substantive knowledge and practical experience of livelihood Diversification, VSLA, Marketing Cooperative and wage employment,
- Validated technical and professional skills and Proven records of effective in planning, organizing, implementing and monitoring/oversight of livelihood diversification, Non-farming and Viable IGAs, financial inclusive, VSLA, urban micro-finance, SACCOs, business development, etc.
- Validated experience of integrating gender, protection, and diversity into development programs.
- Relevant and effective communication and mobilization skills to work with the local and refugee community, and local Government and other partners
- Project planning and implementation experience
- Proposal, concept note and report writing skills
- Proven leadership skills
- Project management experience
- Experience of working in various settings including host communities and refugees
- Builds and maintains effective relationships, with colleagues, DICAC Members, and external partners
- Good listener and easy to talk
- Good communication and social skills.
Language Skills:
- Strong oral and written communication skills in English and Amharic.
