Location: Afar Region (Ab’ala), Amhara Region (Gonder Town, Woldia, Finoteselam and Debre Berhan Town), Oromia Region (Shashemane and Bale Robe Town), South Ethiopia Region (Wolayta Sodo, Arba Minch and Dimeka Town) and Tigray Region (Aksum and Mekelle Town) Zonal / Cluster Offices with frequent travel to schools

1. Position Summary
The LiTE Project Cluster Officer is responsible for coordinating, supporting, and monitoring the implementation of the Leaders in Teaching Ethiopia (LiTE) project at cluster and school level.
Reporting to the LiTE Project Technical Lead, the role ensures high-quality delivery of teacher professional development, school leadership support, inclusion, and transition interventions across assigned schools. The Cluster Officer works closely with School Facilitators, teachers, school leaders, and local education offices to ensure fidelity to LiTE technical standards, competency-based curriculum (CBC), and national education priorities.
The position serves as a critical link between project design and classroom-level practice, ensuring consistent implementation, quality assurance, and continuous improvement.
2. Key Responsibilities
A. Cluster-Level Project Implementation & Coordination
- Coordinate day-to-day implementation of LiTE project components at cluster and school level, including Recruit, Train, Lead, Motivate, Access & Inclusion, and Transition (school-to-work and post-secondary pathways)
- Support operationalization of project work plans within assigned clusters.
- Ensure smooth coordination among schools, facilitators, and local education offices.
- Support timely implementation of trainings, coaching visits, and school-based activities.
B. Technical Support & Quality Assurance
- Support adherence to LiTE technical standards, competency-based curriculum (CBC), and approved implementation tools.
- Provide on-site technical support and coaching to School Facilitators, Teachers, and School Principals and leadership teams
- Support implementation of Teacher Continuous Professional Development (CPD); Instructional coaching and mentoring; and School leadership development activities
- Identify implementation challenges and report technical issues to the LiTE Project Technical Lead with recommendations.
C. School & Government Engagement
- Work closely with schools, Woreda Education Offices, and Zonal Education Offices to support effective implementation.
- Support alignment of LiTE activities with CPD and teacher development systems; School supervision and leadership practices; and EMIS and routine education data reporting
- Participate in joint monitoring visits, review meetings, and coordination forums with government counterparts.
D. Capacity Building & Professional Learning
- Support establishment and strengthening of Communities of Practice (CoPs); Professional Learning Communities (PLCs); School-based coaching and mentoring models; and Community Career and Vocational Hubs
- Facilitate and support training sessions, workshops, and peer-learning activities.
- Promote reflective practice, innovation, and continuous learning at school level.
E. Partnerships & Local Collaboration
- Support coordination with local partners, NGOs, and training institutions involved in LiTE implementation.
- Assist in cascading training and mentorship models through local institutions where applicable.
- Ensure harmonized implementation across partners at cluster level.
F. Monitoring, Evaluation, Learning & Reporting
- Support data collection, verification, and reporting at cluster and school level.
- Use monitoring data to identify gaps, trends, and improvement opportunities.
- Prepare and submit timely and accurate cluster-level reports, success stories, and case studies to the LiTE Project Technical Lead.
- Support learning documentation and sharing of best practices.
G. Safeguarding, GEDSI & Inclusion
- Ensure integration of Gender Equality, Disability, and Social Inclusion (GEDSI) principles in all cluster-level activities.
- Support implementation of Gender-responsive pedagogy, Child safeguarding and protection measures; Safe spaces and student wellbeing initiatives; Disability-inclusive education practices; Refugee and IDP-responsive interventions
- Ensure compliance with organizational safeguarding policies and national regulations at school level.
H. Team Support & Internal Coordination
- Provide technical support and coaching to School Facilitators.
- Support performance monitoring and capacity development of facilitators and school-based actors.
- Coordinate closely with the LiTE Project Technical Lead to ensure alignment, quality, and timely reporting.
I. Grade 12 National Examination Improvement Support
- Support schools to improve Grade 12 National Examination performance through targeted, school-based academic interventions.
- Work with school leadership and subject teachers to Analyze Grade 12 examination results and trends; Identify subject-level and competency gaps; and Develop school-based academic improvement plans
- Support improved instructional practices aligned with National curriculum standards; Competency-based assessment approaches; and Exam item analysis and formative assessment techniques
- Promote effective strategies such as Remedial and tutorial programs; Peer learning and study groups; and Teacher collaboration focused on exam readiness
- Support school leaders to strengthen academic supervision and monitoring of Grade 12 teaching and learning.
J. Other Responsibilities
- Perform other duties as assigned by the LiTE Project Technical Lead in support of project and organizational objectives.
- Contribute to organizational learning, innovation, and institutional strengthening initiatives.

Education
- Bachelor’s degree (Master’s degree preferred) in Education, Educational Leadership, Curriculum & Instruction, Pedagogical Sciences, Technical and Vocational Education, Competency-Based Curriculum, or a closely related field
Experience
- Minimum 5 years of experience in education programs, preferably secondary education.
- Experience working with Schools and teachers, Woreda and Zonal Education Offices, Teacher training or CPD initiatives
- Demonstrated experience in Teacher professional development, School leadership support, Competency-Based Education (CBE/CBC)
- Experience supporting decentralized or school-based education programs.
