Job Description
Functions / Key Results Expected
Under the guidance of the NEBE Management Board the legal consultant will be entrusted with the following responsibilities:
1. Lessons Learnt and Legal Reform
- Core Team Participation: Serve as an active member of the core team responsible for the post-election lessons learnt exercise.
- Legal Framework Analysis: Facilitate data collection and perform comprehensive data analysis specifically for the thematic area of the legal framework within the lessons learnt process.
- Legal Reform Proposals: Lead the study and development of legal reform proposals based on findings from the post-election review.
2. Legal Drafting and Advisory Services
- Legislative Drafting: Carry out legal drafting of directives, procedures, or amendments as requested by the NEBE Management Board and the Secretariat.
- Routine Advisory: Provide ongoing legal advisory services, including the preparation of legal memos, briefs, and internal opinions for the Board.
- Document Review: Respond to requests for the translation and review of critical documents, including directives, operational procedures, research findings, and official communications in English and Amharic.
3. Representation and Facilitation
- Representation: Represent NEBE in legal and administrative matters involving external service providers.
- Facilitation: Serve as a lead facilitator in post-election conferences, workshops, and study visits, ensuring legal perspectives are clearly communicated to stakeholders.
Continued Training Support
- Capacity Building: Provide technical legal support for training modules and facilitate sessions related to post election reforms
Deliverables
The consultant is expected to deliver:
- Analytical Reports: Detailed data analysis reports and thematic papers on the electoral legal framework as part of the lessons learnt exercise.
- Reform Proposals: Finalized drafts of legal reform proposals and recommendations for the Board.
- Drafting Outputs: High-quality legal documents, memos, and directives produced upon request from the Board or Secretariat.
- Representation Records: Minutes or reports documenting outcomes of engagements with service providers on behalf of NEBE.
- Workshop Facilitation: Success reports and facilitation summaries from post-election conferences and workshops.

Recruitment Qualifications
Education:
- Degree in Law; advanced degrees are an asset.
Experience:
- At least 10 years of experience in legal drafting, policy analysis, and training development, particularly in electoral law.
- Demonstrated expertise in electoral systems, international standards, and legal reform processes.
- Proven experience in high-level stakeholder engagement and administrative representation.
- Excellent analytical, drafting, and communication skills.
Language Requirements:
- Fluent in English and Amharic (written and spoken) with specific contextual understanding of electoral and legal terminology.
- Human Rights Law, International Law,
- Law or an LL.M in Criminal Justice, Criminal Law,
