Job Description

ICAP at Columbia University, a global health leader situated within the Columbia University Mailman School of Public Health in New York City, seeks highly qualified candidates to serve as Laboratory Information system (LIS) / Electronic Test Order and Result Reporting (ETORRS) Advisor-Ethiopia. The incumbent will be responsible to provide technical support to the Ministry of Health (MOH) and Ethiopian Public Health Institute (EPHI) and RHBs on the development, implementation, and maintenance of a LIS /ETORRS to support the HIV program.

ICAP seeks highly qualified and experienced candidates to fill the Laboratory Information system (LIS) / Electronic Test Order and Result Reporting (ETORRS) Advisor position by July 2023.The successful candidate will hold First degree in Clinical Laboratory and master’s degree in health informatics, epidemiology, or related field and a minimum of 10 years of relevant experience in health information design, development, and implementation.

POSITION SUMMARY:

The LIS/ETORRS advisor will provide technical support to the Ministry of Health (MOH) and Ethiopian Public Health Institute (EPHI) and RHBs on the development, implementation, and maintenance of a LIS /ETORRS to support the HIV program.

The advisor will be responsible for duties related to the implementation of Health Information Systems, primarily laboratory information systems including ETORRS.

She/he will provide technical expertise, Coordination and supervision of VL data management and will play a critical role in LIS implementation and maintenance and ensuring smooth communication between EPHI, Testing laboratories, RHBs, and Referring facilities and other key stakeholders.

She/he will support the establishment and practice of LIS operating standards and identify priority issues to be addressed. Moreover, will support software development as well as the design and implementation of training programs needed for the implementation and sustainable use of LIS system.

The Advisor will assist the Associate Director in providing overall direction and support laboratory strengthening aspects of the project, including development of technical strategies and monitoring of work plans.

MAJOR ACCOUNTABILITIES:

  • Provide technical support in the design and development of paper based and electronic laboratory information system for HIV/AIDS testing and treatment services
  • Ensure the implementation of LIS for HIV/AIDS testing and treatment services at EPHI, regional laboratories and health facilities
  • Support development of capacity of the LIS to exchange information with the electronic medical record system, and ensure the functionality of electronic test order and result reporting (ETOR)
  • Ensure the functionality and utilization of SMS printers for laboratory results communications
  • Support the implementation of SMS modems and EID/VL dashboards at all regional and viral load testing sites
  • Support the establishment and scaling-up of Emergency Operation Center (EOC) for high viral load tracking
  • Organize and provide trainings on HIV/AIDS LIS, ETORRs, EOC high VL tracking, SMS notification and use to managers and health workers at different levels of the health system
  • Provide technical support to regional laboratories, viral load testing sites and referring health facilities on HIV/AIDS LIS and HIV/AIDS.
  • Perform regular analysis and interpretation of laboratory data and develop policy and program briefs to decision makers
  • Generate and submit weekly, monthly and annual progress reports
  • Coordinate the implementation and provide technical assistance to implement and support a laboratory information System and ETORRS at selected implementation regions, Testing labs and referring sites
  • Support the implementation of the LIS Help Desk by providing end user and implementation support of the LIS.
  • Provide technical assistance to strengthen capacity of the MOH, EPHI, RHBs, ETORRs sites and Laboratories in effective implementation of LIS/ETORRS
  • Support training efforts for the project
  • Contribute to internal and external quarterly project reports
  • Perform any other duties assigned by the immediate supervisor

Qualification and experience

  • First degree in Clinical Laboratory and Master Degree in health informatics, epidemiology, or related field.
  • Minimum 10 years of relevant experience in health information design, development, and implementation.
  • Experience in the provision of capacity building activities to Regional Health Bureaus, Zonal Health Departments, Woreda Health Offices and Health facilities on laboratory support and information systems.
  • Excellent English writing and communications skills required
  • Previous experience working with national health system.
