Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

The International Labour Organization (ILO) conducts a wide range of technical cooperation programmes in Ethiopia to promote inclusive industrialization, job creation, and better working conditions. Within this framework, the Siraye Programme acts as the main platform for implementing the EU-funded Advancing Decent Work in Ethiopian Coffee and Horticulture Value Chains project. As the programme expands its efforts in manufacturing and agri-value chains, the EU project increases the demand for effective knowledge systems, structured learning processes, and evidence-based decision-making to enhance program quality, encourage innovation, and support sectoral and national policy discussions.
The Knowledge Management and Learning Officer will play a key role in capturing, organizing, and disseminating knowledge generated through programme implementation, research, and partnerships. The incumbent will support systems that promote institutional learning, facilitate the uptake of evidence, and connect programme insights with policy.
The Knowledge Management and Learning Officer will work under the direct supervision of the Programme Manager of the ONE ILO Siraye Programme. The incumbent will receive technical guidance from the Decent Work Technical Team, Better Work Global, and relevant ROAF Technical Specialists.
First University degree in knowledge management, communications, development studies, social sciences, economics, or a related field. A postgraduate qualification in knowledge management, organizational learning, or monitoring and evaluation is an advantage.
