Specific Responsibilities and Duties:

Mapping 

  • Facilitating and leading the identification and mapping of employers in the city that are willing and able to provide unemployed youth with structured work experience or apprenticeships.
  • Facilitating and leading the identification of Job Recruitment agencies (IRAsJ that are willing to link youth that has undergone training or structured job experience or apprenticeships to jobs.
  • Facilitating the identification of employers that are willing to recruit from the pool of youth that has undertaken validated training or undergone structured work experience or apprenticeships.
  • Facilitate and lead mapping a Tiko ecosystem in Bahir Dar to support jobs, skills, and education (JSE) programming.
  • Facilitate and lead mapping potential stockists, retailers, and other traders to support the redemption of reward points in Bahir Dar including GPS stockists, and ascertain their interest in being included in our program.
  • Facilitate and lead mapping and screening potential community-based organizations (CBOs), who could generate demand for JSE training/products among our target audience and ascertain their interest in being included in our programs.
  •  Leading mapping and screening of training providers who offer technical skills training including TVETs (public and private) and master craftspersons who provide such training) in Bahir Dar including GPS coordinates, cost of training services (and a number of training sessions to complete a course), type of facility, staffing, opening and closing times and ascertain their interest in being included in our program.
  • Based on mapping and collaboration, the project officer is responsible for the signing of the Service Level agreements (SLA) that define their respective roles and responsibilities on the program.
  • Create mechanisms that allow it to monitor providers to ensure that target youth successfully complete training that they are enrolled on.
  • Create mechanisms that allow it to monitor youth and employers to ensure that target youth successfully complete structured job experience and apprenticeships that they are enrolled on.
  • Create mechanisms that allow it to verify that youth that participated in training and structured job experience/apprenticeships are in employment.
  • Monitor project progress and handle any issues that arise;

Networking, Partnering and Advocacy

  • Maps and identifies potential partners (community-based groups, government, private sector) that Cordaid Ethiopia can work within relevant thematic/geographic areas
  • Develop and maintain relationships with relevant stakeholders (e.g., beneficiaries, local private sector, government officials, UN agencies, and other NGOs) and represent Cordaid at relevant meetings (e.g. state and local government, sector-coordination) in order to facilitate and ensure cooperation and partnerships
  • Facilitating local government buy-in and support for the program.
  • Engaging local Government stakeholders, employers for partnerships local youth councils/committees, and other local JSE project type organizations and actors and find synergies for partnerships
  • Hosting project update workshops for stakeholders every quarter
  • Hosting events for employers to connect with the project and recruit young people
  • Identifying and brokering deals with training centers and technical, vocational education and training (TVETs) – focus here will be on significantly negotiating the reduced cost of training courses.
  • Accompany donors on field trips and ensure program details are transmitted in a timely and professional manner

Project Management

  • Monitor project progress and handle any issues that arise.
  • Work closely with the project coordinator.
  • Coordinate project management activities, resources, equipment, and information.
  • Maintaining and monitoring project plans, project schedules, work hours, budgets, and expenditures.
  • Leading the implementation of the JSE project, tracking progress, and providing weekly project updates weekly for donor
  • Providing quarterly project updates in stakeholder meetings
  • Identifying upcoming challenges or successes in the project
  • Providing continuous improvement feedback to the donor
  • Identifying efficacy of nudges and the platform and opportunities for improvement
  • Identifying efficacy of marketing campaigns and improvement opportunities
  • Writing project progress reports and any other documents as stipulated by the subaward.
  • Coaching and technical support to junior project officer/s in need.

Job Requirements

Qualification, Skills and Knowledge

  1. Bachelor/Master’s degree in social science.
  2. Three years’ experience in related fields, including youth employment, private sector development, training, and project management.
  3. Technical and report writing skills.
  4. Fluent spoken and written English.
  5. Knowledge of local language (Amharic).
  6. Excellent communication and networking skills.
  7. Previous experience working with international NGOs, government offices and training institutions will be an added advantage

Deliverables

  1. Project progress reports with the required quality and time.
  2. Organizing, attending, and participating in stakeholder meetings.
  3. Provision of soft, entrepreneurship, digital and technical training with the quality standard
  4. Finalized document of CBOs, training centers, and other service providers’ mappings
