Citizen to Citizen (C2C), locally known as Zegoch Lezegoch (ZlZ), is a National Ethiopian civil society organization registered under Proclamation No. 1113/2019. C2C works in crisis-affected areas to catalyse people-driven initiatives that address immediate humanitarian needs while tackling root causes of vulnerability. Our mission is to strengthen community resilience, self-reliance, and collective action through locally led responses that complement broader relief and recovery effort.

C2C currently operates in the Amhara Region and Southern Ethiopia (Gamo and Gofa zones) and scaling to Tigary and Afar through our scaling out partners. At the heart of our programming is the Irsho/sclr approach – a community-led response to crisis model that empowers mutual aid groups to identify priorities, mobilize local capacities, and implement context-specific solutions. This approach builds on Ethiopian traditions of solidarity and mutual support emphasizes innovation, adaptability, dignity and interconnectedness.

Open Positions:


01. Administrative and Finance Coordinator

Location: Addis Ababa with possibility of travel to the field support (when demand arises)

Status: One year contract with possible extension on budget availability

Start Date: February 2026

Reports to: Executive Director

Salary: Scale of the organization that bases qualifications and experience

Job purpose

 – The position will be senior members of staff within C2C and will be responsible to oversee, manage and report all aspects of administration, financial operations, and human resource functions to ensure the smooth functioning of the organization. This role requires a proactive individual with a strong ability to handle multiple tasks, streamline processes, and maintain compliance with internal and external requirements. The position is collaborative in nature, working closely as team and other stakeholders.

Key Responsibilities and Accountabilities:

Human Resources and General Management

  • Review and implement HR policies in alignment with organizational goals and legal requirements.
  • Manage recruitment processes, including job description preparation, vacancy postings, application screening, onboarding, and maintaining updated employee records.
  • Facilitate annual leave planning, ensuring all employees submit their leave plans.
  • Oversee employee benefits administration, leave tracking, payroll management, performance evaluations, and compliance with labor laws.
  • Facilitate staff training and professional development programs while fostering a positive workplace culture.
  • Address employee grievance promptly and collaborate closely with the management on staff contract renewals.

Financial and Budget Management

  • Ensure timely preparation of project budgets and reports in collaboration with project managers.
  • Develop an effective internal financial/accounting system for tracking micro grants and contracts.
  • Review existing financial policies to ensure implementation across the organization.
  • Process payroll, vendor payments, staff reimbursements efficiently, monitor micro grants for compliance with donor requirements, and manage fund utilization according to budget allocations.
  • Continuously follow up on budget versus actual financial reports while communicating with relevant departments.

Procurement, logistics and Property Administration

  • Oversee procurement processes to ensure compliance with policies while maximizing value for money.
  • Design effective fixed asset administration strategies.
  • Ensure compliance in vehicle management, travel requests, training settlements, etc., acting on feedback from internal audits.
  • Oversee property administration activities following organizational rules.

Reporting and Documentation

  • Prepare monthly, quarterly, and annual financial reports for donors and stakeholders.
  • Maintain organized documentation of all financial transactions, contracts, administrative records, and ensure timely submission of statutory reports including tax filings.
  • Monitor reporting processes for accuracy and efficiency improvements while providing regular updates on financial performance to management.

Required Qualifications and Skills

  • Education: MA/MBA/BA Degree in Management, Accounting & Finance or other related field of studies from a recognized University (Master’s degree preferred).
  • Experience: At least 8/10 years of progressive experience in management positions specially in finance, administration, and human resources, preferably within NGO environment or working in donor based financial systems are mandatory.

Technical Skills:

  • Proficiency in financial software and tools (e.g. Peachtree, QuickBooks, Excel).
  • Strong knowledge of HR practices and labour laws.
  • Familiarity with donor reporting and grant management.
  • Having property administration skills and procurement skills.

02. Monitoring, Evaluation, Accountability C Learning (MEAL) or Knowledge Management C Learning (KML) Coordinator (TBD)

Location: Addis Ababa with possibility of travel to the field support

Reports to: Executive Director

Salary: Commensurate with qualifications and experience, based on the organization’s salary scale.

Job purpose 

 – The role holder will lead efforts to embed continuous learning, adaptive management, and evidence-based decision-making across C2C programs. Working collaboratively with technical teams and partners, to define key learning questions, document emerging practices, and integrate learning into planning, implementation, and review processes.

Key Responsibilities and Accountabilities:

  • Design and Implement Learning Agenda: Develop and execute a robust learning and knowledge management strategy that promotes adaptation, innovation, and collaboration across programs.
  • Knowledge Tools C Systems: Create practical tools and processes for capturing, managing, and disseminating qualitative and quantitative evidence, including learning briefs, case studies, and success stories.
  • Facilitate Learning Platforms: Organize planning sessions, reviews, and knowledge-sharing forums to strengthen peer learning and foster innovation.
  • Capacity Strengthening: Provide demand-led training, mentoring, and coaching on knowledge management, adaptive management, and participatory monitoring for staff, partners, and community actors.
  • Communication C Visibility: Oversee content for the organization’s website, newsletters, social media, and learning publications to amplify community voices and program impacts.
  • Donor Engagement C Reporting: Monitor donor learning priorities, support concept note and proposal development and ensure timely synthesis of evidence for reporting and stakeholder engagement.
  • Data C Evidence Systems: Strengthen data collection, documentation, and analysis processes; support studies and learning-focused assessments aligned with C2C’s Irsho methodology.
  • Representation C Collaboration: Participate in donor-funded learning events, coordination forums, and partnerships to advance C2C’s mission and share best practices.

Required qualifications and skills

  • A minimum of ten years of post-graduate professional experience, including at least five years in knowledge management, organizational learning, strategic learning, or related roles within an international development or humanitarian context.
  • Strong conceptual understanding of monitoring, evaluation, and learning, with demonstrated experience in integrating learning into program implementation.
  • Proven experience in compiling and presenting qualitative and quantitative data for donors, government counterparts, and other stakeholders.
  • Demonstrated ability to facilitate group processes, workshops, meetings, and learning events that result in shared understanding, clear action points, and strong outcomes.
  • Proven experience in capacity strengthening through training, mentoring, and coaching, using adult learning and participatory methodologies.
  • Excellent written and oral communication skills, with strong analytical and interpersonal abilities.
  • Ability to manage multiple priorities in a fast-paced and evolving environment, with strong attention to detail and time management skills.
  • Ability to work effectively both independently and as part of a team.
  • Proficiency in Microsoft Word, Excel, PowerPoint and Power BI management.
  • Education: Bachelor’s degree in organizational learning, knowledge management, monitoring and evaluation, development studies, or other related area of expertise; Master’s degree strongly preferred

Preferred Knowledge, Skills and Abilities:

  • Strong background in monitoring, data capture, evaluation, and analysis of development or humanitarian programs.
  • Experience working with a wide range of stakeholders, including government institutions, national and international NGOs, donors, and community-based organizations.
  • Demonstrated experience in qualitative and quantitative data synthesis, including use of key informant interviews, focus group discussions, and participatory tools.
  • Knowledge of or experience working in Ethiopia, with exposure to conflict-affected contexts, peacebuilding, or social cohesion programming.
  • Strong writing, presentation, and communication skills, with experience translating learning into clear and compelling knowledge products.
  • Experience using ICT and digital platforms for learning, MEL, project management, and communication.
