Position Summary

The Economic Empowerment Program Officer is a middle-management role responsible for the technical vision, design, and high-level coordination of livelihoods interventions within WHFC’s Family Preservation Program. Beyond project execution, this role focuses on institutional capacity building—equipping program staff with the tools and expertise needed to deliver impactful, sustainable results.

The program officer ensures that economic interventions are not stand-alone activities but are integrated into a holistic support system including Health, Education, and Psychosocial well-being.

Key Responsibilities

1. Strategic Program Design & Innovation
• Lead the conceptualization and design of evidence-based livelihood frameworks, focusing on Self-Help Groups (SHGs), Income Generating Activities (IGAs), and market-linked vocational training.
• Drive innovation by staying abreast of global best practices in economic strengthening for vulnerable families and adapting them to the local context.

2. Staff Capacitation & Technical Leadership
• Act as the lead technical advisor for field staff, providing ongoing mentorship, coaching, and formal training to enhance their competency in livelihood programming.
• Develop standardized manuals, toolkits, and guidelines for program staff to ensure consistency and quality across intervention areas.

3. Program Oversight & Quality Assurance
• Oversee the full project lifecycle: from rigorous market assessments and value-chain analysis to final impact evaluation.
• Ensure data-driven decision-making by refining M&E frameworks that capture long-term economic resilience rather than just immediate outputs.

4. Partnership & Advocacy
• Represent WHFC in high-level technical working groups and clusters.
• Foster strategic alliances with the private sector, microfinance institutions, and government bodies to create “exit strategies” for empowered beneficiaries.

Education:

  • Master’s degree (preferred) or BA/BSc in Economics, International Development, Business Administration, or a related field.

Experience: 

  • Minimum of 8 years (BA) or 4 years (MA) of progressive experience in economic empowerment/livelihoods.
  • Proven track record in designing and scaling child-focused or family-support economic programs.

Technical Mastery:

  • Demonstrated experience in project proposal development and managing donor-funded budgets.
