Job Description

About the VOICE+ Project
VOICE+ is a 30-month project implemented across six Ethiopian regions (Addis Ababa, Oromia, Afar, Tigray, Benishangul-Gumuz, and Gambella) aimed at strengthening social cohesion, peaceful coexistence, and human rights protection through inclusive civic participation, locally led peace building, and improved access to justice for women, youth, persons with disabilities, and vulnerable groups.
Position Summary
The Program Officer will serve as the primary technical and operational focal point for the VOICE+ Project at the national level, based in Addis Ababa. The position is responsible for leading the day-to-day planning, coordination, and implementation of project activities across all project outcomes, ensuring timely, high-quality, and results-oriented delivery. The Program Officer will facilitate effective coordination among consortium partners, provide technical support to project implementation, and ensure that all interventions are guided by Human Rights-Based Approaches (HRBA), gender equality, and inclusive programming principles. The role will also contribute to Monitoring, Evaluation, Accountability, and Learning (MEAL), knowledge management, reporting, and adaptive learning processes to strengthen project performance and accountability. In addition, the Program Officer will support TIMRAN’s broader program management, project design and development initiatives, proposal development, and other organizational priorities as required.
Key Responsibilities and Duties
1. Project Implementation and Coordination
- Lead the overall planning, coordination, and quality implementation of VOICE+ activities in Addis Ababa and support regional implementation across project regions.
- Coordinate closely with consortium partners to ensure integrated, complementary, and timely delivery of project outputs and outcomes.
- Ensure project activities are implemented in line with TIMRAN’s organizational standards, CSIF guidelines, and donor requirements.
- Manage sub-grants to emerging women-, youth-, and PWD-led grassroots CSOs, including provision of tailored capacity-building support.
2. Technical Quality and HRBA Integration
- Ensure all project activities are grounded in a Human Rights-Based Approach (HRBA), with explicit attention to participation, empowerment, accountability, and non-discrimination.
- Apply and promote gender equality, disability inclusion, conflict sensitivity, and youth engagement principles across all project interventions.
- Provide technical guidance to community peace actors, paralegals, fellows, and partner staff on civic engagement, peace building, and human rights programming.
3. Monitoring, Evaluation, Accountability, and Learning (MEAL)
- Contribute to the design and implementation of the project’s comprehensive MEAL system, including data collection tools, tracking frameworks, and reporting templates.
- Conduct regular field monitoring visits, document findings, and support adaptive management and evidence-based decision-making.
- Prepare timely and high-quality progress reports (monthly, quarterly, and final) in compliance with donor reporting formats and requirements.
- Facilitate joint learning reviews, reflection sessions, and documentation of lessons learned, best practices, and case studies.
4. Stakeholder Engagement and Advocacy
- Build and maintain strong working relationships with duty-bearers, community structures, government institutions, and civil society actors across the target regions.
- Represent TIMRAN and the VOICE+ project in external forums, coordination meetings, advocacy events, and policy dialogues.
- Coordinate media engagement, digital storytelling campaigns, and youth-led peace messaging initiatives.
5. Administrative and Financial Oversight
- Support preparation of activity budgets, procurement plans, and operational work plans in coordination with the finance team.
- Ensure proper documentation, filing, and archiving of project records, activity reports, and supporting documents.
- Contribute to budget tracking, variance analysis, and financial compliance for Addis Ababa-based activities.
Required Qualifications and Experience
Education
- Bachelor’s degree in Social Sciences, Peace and Conflict Studies, Development Studies, Human Rights, Political Science, Gender Studies, Law, or a closely related field.
- Master’s degree in a relevant field is an added advantage.
Experience
- Minimum of 5 years of progressive professional experience in program management, civic engagement, peace building, or human rights programming within the NGO, INGO, or development sector.
- Demonstrated experience working on gender equality, social inclusion, disability inclusion, and/or youth engagement programming.
- Proven experience coordinating multi-stakeholder projects, including working with community-based organizations, government institutions, and civil society actors.
- Experience implementing Human Rights-Based Approaches (HRBA) and/or conflict-sensitive programming in fragile or conflict-affected contexts.
- Prior experience managing sub-grants and providing capacity-building support to grassroots organizations is an advantage.
Technical Skills
- Strong facilitation, training, and community engagement skills.
- Excellent report writing and documentation skills in English and Amharic.
- Proficiency in MS Office applications (Word, Excel, PowerPoint).

Position Summary
The Project Focal Person will serve as TIMRAN’s primary field-based representative and implementer for the VOICE+ project in their respective region. S/he will be responsible for the day-to-day planning, facilitation, coordination, and monitoring of project activities at the regional and community level, ensuring that all interventions are contextually appropriate, inclusive, and aligned with the project’s Human Rights-Based Approach (HRBA) framework. The Focal Person will work closely with local communities, government authorities, CSOs, and community structures to implement civic engagement, peace building, legal aid, and social cohesion activities.
Key Responsibilities and Duties
1. Field-Level Project Implementation
- Plan and facilitate all VOICE+ activities at the regional and community level, including civic leadership training, community dialogue sessions, trust-building forums, conflict prevention initiatives, and civic engagement forums.
- Organize and facilitate multi-stakeholder dialogue sessions for women, youth, PWDs, community leaders, and duty-bearers, ensuring inclusive and participatory engagement.
- Identify, mobilize, and engage emerging women-, youth-, and PWD-led CSOs/CBOs for capacity building and sub-grant implementation support.
- Coordinate the rollout of digital and community-based peace messaging, storytelling, and civic engagement activities with youth groups.
- Ensure all activities are implemented on schedule and within budget, in compliance with TIMRAN’s standards and donor requirements.
2. Community and Stakeholder Engagement
- Build and maintain strong relationships with community leaders, traditional and religious authorities, women’s groups, youth associations, OPDs, local government officials, and security actors in the target area.
- Coordinate with woreda and kebele-level authorities, regional bureaus, and local CSOs to ensure alignment, support, and sustainability of project activities.
- Represent TIMRAN at regional and local stakeholder forums, coordination meetings, and government platforms.
- Facilitate community feedback mechanisms, ensure community concerns are documented and escalated appropriately.
3. Context Monitoring and Conflict Sensitivity
- Continuously monitor the local security, social, and political context and inform the Program Officer of emerging tensions, risks, and opportunities affecting project delivery.
- Apply conflict-sensitive programming principles in all field activities, ensuring that project interventions do not inadvertently exacerbate tensions or cause harm.
- Support the establishment and functioning of community-based early warning mechanisms for conflict prevention.
4. Monitoring, Documentation, and Reporting
- Collect and maintain accurate data on project activities, participants and outputs using approved MEAL tools and templates.
- Prepare timely and quality activity reports, field visit reports, case studies, and success stories for submission to the Program Officer.
- Contribute to the documentation of lessons learned, best practices, challenges, and community feedback from the field.
- Support joint monitoring missions, field visits, and evaluation exercises by the Program Officer, donor representatives, or external evaluators.
5. Logistics and Administration
- Manage local logistics for field activities, including participant mobilization, venue arrangements, procurement coordination, and per diem management in line with TIMRAN’s financial procedures.
- Maintain organized records of all field activities, participants lists, consent forms, photos, and supporting documents.
- Prepare and submit activity financial requests, liquidations, and supporting documents to the Finance Officer in a timely manner.
Required Qualifications and Experience
Education
- Bachelor’s degree in social sciences, Peace and Conflict Studies, Development Studies, Human Rights, Gender Studies, Community Development, or a closely related field.
- Additional relevant certifications in peace building, civic engagement, or community facilitation are an asset.
Experience
- Minimum of 3 years of experience in community-level project implementation, civic engagement, peace building, or human rights programming in an NGO or development organization.
- Demonstrated experience facilitating community dialogues, training sessions, and multi-stakeholder engagement processes.
- Experience working with marginalized groups, including women, youth, and persons with disabilities, in conflict-affected or fragile settings.
- Prior work experience in the respective target region (Afar or Benishangul-Gumuz) is highly desirable and will be given significant preference.

Key Responsibilities
- Process daily financial transactions, including payments, receipts, and journal entries.
