Open Positions:

01. WASH Officer | Somali Region

II. Organizational Context and Scope

Under the direct supervision of RACIDA project manager, the WASH Officer is responsible for the effective designing, implementation of WASH activities implemented by RACIDA

III. Roles and Responsibilities:

WASH Officer

  • Prepare Weekly and Monthly action plans and report of the overall water scheme rehabilitation, hygiene and sanitation as well as community based water system management activities as per the project plan,
  • Assess/reassess sites selected for intervention & identify the required materials/parts for all selected sites, in collaboration with the water office,
  • Prepare bill of quantities and electro-mechanical equipment specification for the motorized schemes in collaboration with the respective woreda and regional water resource bureau,
  • Design the appropriate rehabilitation type and follow up the implementation, in collaboration with the district water offices,
  • Design and adapt hygiene promotion activities to the local context, and monitor the hygiene and sanitation promotion activities,
  • The job holder is responsible for conducting community based water scheme management and scheme operators in collaboration with Woreda Water offices,
  • Responsible to monitor the strengthening of the community water management committees in order to consolidate sustainable scheme administration and cost recovery systems,
  • Provide technical advice, manage and mentor team,
  • Make sure that the rehabilitation schemes are considered the proper utilization of people living with disabilities, children and women,
  • Participates in the project participatory evaluation to be carried out by government partners,
  • Assess/reassess sites selected for intervention and identify the required materials/parts for all selected sites, in collaboration with the respective water offices;
  • Identify and ensure technical support to the project implementation teams needed for successful and timely accomplishment of project deliverables;
  • Prepare bill of quantities and electro-mechanical equipment specifications for the motorized schemes in collaboration with the respective zone and regional water resource bureaus,
  • Design the appropriate rehabilitation type and follow up the implementation, in collaboration with the district Water offices;
  • Design and adapt hygiene promotion activities to the local context; and monitor the hygiene and sanitation promotion activities;
  • The job holder is responsible for conducting community based water scheme management and scheme operators trainings in collaboration with woreda water offices and with the respective field office water experts,
  • Responsible to monitor the strengthening of the community water management committees in order to consolidate sustainable scheme administration and cost recovery systems,
  • Make sure that the rehabilitation schemes are considered the proper utilization of people living with disabilities, children and women,
  • Participates in the WASH project participatory evaluation to be carried out by relevant government partners;
  • Apply community feedback mechanism for the services delivering by the project using the standard formats of RACIDA,
  • Assist the participatory data collection and aggregating of the project activities to facilitate learning, implementing monitoring and evaluation,
  • Provide requisition letter to the coordinator for the purchase of inputs necessary for the project implementation activities and monitor the appropriateness and delivery of the items in the sites properly,
  • Works closely different stakeholders including government offices, private sector and NGOs working in the operational areas in respect to his/her duties and responsibilities,
  • Performs other additional duties as per the directive of the WASH Officer and water expert

02. Finance Officer | Dollo Addo

II. Organizational Context and Scope

Rural Agency for Community Initiatives Development and Assistance (RACIDA) is a National Humanitarian NGO established and working in Ethiopia for the last two decades and since then operating in the country through humanitarian relief, rehabilitation and development projects in collaboration with various local stakeholders. RACIDA is actively implementing projects in the area of agriculture, food security, livelihood, DRR, WASH, Education, Youth and Women Development and other social development projects.

RACIDA is looking for professionally confident, self-motivated, experienced, and committed team player to fill the Finance Officer position in Dollo Addo woreda, Ethiopia.

III. Roles and Responsibilities:

Financial Task

  • Prepare and process all the financial data of the project office and ensure entries are accurately documented.
  • Ensure the monthly financial closure of accounts are done timely and ensure hardcopies and electronic copies of financial reports are submitted to the Finance Manager.
  • Provide support to Finance Manager throughout the project cycle to ensure compliance with RACIDA’s policies and procedures and any donor-specific requirements.
  • Assist the Finance Manager in maintaining appropriate internal controls, control cash.
  • Propose cash flows according to administrative activities/costs in the project office and ensure daily control of funds disbursed.
  • Prepare staff payroll and ensure salaries are correctly allocated to project staffs. Ensure payroll is reviewed and approved by the Finance Manager as a bank signatory before bank transfers are done to the respective staff accounts.
  • Make suggestions for procedural improvements in the relevant area of finance.
  • Assist in preparing annual budget for the project office, monitor budget control and analyses variances between budget and actual expenditures.
  • Assist with checking of invoices and ascertain that the equipment, supplies or services they refer to are duly received or provided;
  • Preparation of monthly financial statements;
  • Processing of operations / accounting returns for the project office.
  • Prepare settlement of travel authorizations/perdiems and ensure that calculations in expense claims conform to RACIDA’s rules and regulations.
  • Prepare of financial reports in accordance with the regulations of RACIDA and established procedures for the project office.
  • Check and ensure that expenditures are requested in accordance with the predefined rules and regulations.
  • Prepare appropriate receipt vouchers for the expenditures and insert these expenditures in the accountancy (Prima Nota).
  • Follow up cheque payments and collect receipts and other supporting documents.
  • Prepare payment vouchers as per authorized supporting documents.
  • Give proper codes for payments.
  • Prepare payrolls and the payment of the staff monthly salary on time.
  • Prepare monthly Cash Disbursement Reports of the project.
  • Collect cash and bank payments made by RACIDA Addis Ababa Office.
  • Preparation of budget remittance request according to expenditures planned for the next month and at the beginning of every quarter.
  • Keep records for medical refunds to the project staffs.
  • Keep the custody of petty cash and receivable documents properly.
  • Make monthly cash counts with the Finance Manager
  • Review financial statements, budget versus actual expenditures and keep the Project Coordinator informed.
  • Preparation of quarterly report (administration and financial part) as per project format.
  • Facilitate inventory taking at the end of each fiscal year.

Administrative Task

  • Ensure the daily e-mail checking and downloading of documents and their delivering;
  • Receive and transmit local and international telephone calls, electric mails and faxes;
  • Establish up-to-date filing and record keeping systems according to the RACIDA’s guide-lines, and file all documents in relevant folders;
  • File and take care of all documents that should be kept in office; especially, keep confidential documents in safe place;
  • Provide typing and clerical services as assigned (draft letters, Memos and related);
  • Take and arrange appointment for branch Senior Staff;
  • Responsible for handling and running of the office furniture’s and equipment’s;
  • Perform similar duties when requested.
  • Perform other duties as assigned by the Area Program Coordinator.

IV. Minimum Qualifications:

  • BA/Diploma in Finance and Accounting.

EXPERIENCE

  • Minimum of three (3) years work experience in International and National NGOs or more than 5 Years work experience in Government office
  • For Diploma 5 years work experience in International and National NGOs and more than 7 year in Government
  • Advanced knowledge and experience of working with Quick-Book and other functional packages
  • Excellent command of written and spoken English, knowledge of Amharic
  • An applicant should be a resident and a person from the surrounding areas of Liban and Afder.

Desirable: Experience of managing donor (s) funded projects; NGO experience and Knowledge of local language (culture and context) is preferable.
