1. Vaccine Safety and AEFI Monitoring Officer (Ethiopia)

Akros Research is supporting a program, funded by the Mastercard Foundation and in partnership with the Africa CDC, to increase vaccine uptake in Africa. This initiative, called Saving Lives and Livelihoods, includes multiple components and partners working to procure, distribute, and promote vaccine uptake in a safe manner. As a part of this consortium Akros Research will support Africa Union member states in the Eastern and Southern African regions to strengthen vaccine safety surveillance systems.

Under the overall guidance of Akros Research and the direct supervision of the Ethiopian Food and Drug Authority (EFDA), the Vaccine Safety and AEFI Monitoring Officer will support efforts to enhance the capacity of the existing AEFI surveillance system for effective response to vaccine AEFIs or AESIs. The incumbent will be seconded to the EFDA office in Addis Ababa.

Specific Responsibilities

  1. Receive adverse event (AE) reports; ensure the validity of the report(s) source and completeness of the report
  2. Classify the reported AE based on seriousness (serious or non-serious) and provide acknowledgement letter for serious AEs
  3. Conduct and/or facilitates serious case(s) investigation in collaboration with regional investigation taskforces
  4. Prepare investigation report and communicate to the immediate supervisor and respective bodies
  5. Facilitate causality assessment and present investigated cases report for causality assessment
  6. Prepare causality assessment report and PAC recommendation; and communicate to the immediate supervisor
  7. Facilitate and provide training on serious AE identification, reporting and investigation for regional investigation taskforce and healthcare professionals
  8. Mentor regional investigation taskforce and support capacity building on serious AE investigation
  9. Conduct regular supportive supervision, provide feedback and follow the improvement of the regional investigation taskforce
  10. Prepare and submit monthly, quarterly, biannual and annual report of reported, investigated and causally assessed serious AEs on time
  11. Provide technical input in the development/review of pharmacovigilance directives, guidelines, SOPs, training materials and other essential tools.
  12. Provide technical support for the assessment of the existing AEFI surveillance system to identify gaps and develop a plan of activities to address the challenges
  13. Design and implement new techniques and strategies that can improve the existing AE reporting, data handling, and cases investigation system.
  14. Assist in the development/review and implementation of guidelines, SOPs and tools for planning and conducting vaccine pharmacovigilance activities.
  15. Liaise with the communication experts to ensure vaccine safety issues are taken into consideration in communication planning and key messages are prepared for the management of misinformation surrounding vaccines
  16. Maintain records of all reported, investigated and causally assessed serious AEs
  17. To undertake any other responsibilities, tasks or activities as may be assigned from immediate supervisory.

Minimum Qualifications

  • Doctor of medicine (senior physicians)
  • At least Five (5) years of working experience with proven clinical practice experience in a reputable health institution;
  • Training and/or CPD certificate in basic and/or advanced Adverse Events Following Immunization (AEFI) surveillance or vaccine Pharmacovigilance is an advantage
  • Past exposure and experience in a reputable pharmaceutical or regulatory institution, or in pharmacovigilance field will be an added advantage.

Reporting

This position will report directly to the desk head of medicine safety and post marketing surveillance and the Pharmacovigilance and clinical trial lead executive officer within EFDA, with a dotted line to the Akros Country Manager.

2. Ethiopia Pharmacovigilance Associate

The Pharmacovigilance Associate will support Akros Research in implementation and coordination of program activities, ensuring a successful implementation of the SLL programme’s vaccine safety surveillance. The associate will actively liaise with key actors within the respective government, district and sub-district stakeholders, stakeholders participating in the immunization, and Akros Research senior management to facilitate the realization of program objectives and optimize resource flow.

Specific Responsibilities

  1. In coordination with the Ethiopia Country Manager, work closely with the EFDA to plan upcoming technical activities and facilitate the implementation of approved micro plan activities, ensuring that targets are achieved.
  2. Coordinate logistics for program implementation at the national, district, and health facility levels (e.g., advance requests, venue hire, branding and marking preparations, coordinating invitations as needed) and ensure all expenditures align with the set budgets.
  3. Identify implementation issues and provide possible solutions to address them, that are timely shared with key stakeholders
  4. Maintain regular communication with implementation counterparts at the Ministry of Health and EFDA.
  5. Ensure all forms and records are documented and updated.
  6. Liaise with Akros Research to ensure effective and efficient program delivery and provide detailed reports to project leadership.
  7. Work closely with other Akros in country employees to ensure the effective implementation of the program.
  8. Assist in evidence generation, data collection, data analysis and data use as needed.
  9. Other duties assigned.

Minimum Qualifications

  • Bachelor’s degree (required) and Master’s degree (highly preferred) in Pharmacy, public Health, Monitoring and Evaluation or any relevant field, Project management or business administration;
  • 3-5 years of experience with program management;
  • Strong experience working with Government’s Ministries of Health, national regulatory, donors, districts and sub-district structures and managing a dynamic team;
  • Previous experience with project or organizational representation to the national regulatory/Ministry of Health at national or subnational levels is an added advantage;
  • Past exposure and experience in a national regulatory institution, or in pharmacovigilance field will be an added advantage;
  • Self-starter who will thrive through exemplifying ownership and initiative
  • Excellent technical writing, quantitative and critical thinking skills
  • Excellent data analysis skills
  • Excellent computer skills with fluency in Excel, Word, PowerPoint
  • Candidate should be highly productive and internally motivated

Location and Term

This position is contingent upon securing and maintaining program funding. It is also contingent upon donor approval.

This position is for 15 months and will be based in Addis Ababa, Ethiopia. The position is open to local candidates and may involve minimal travel.

Reporting

This position will report directly to the Akros Country Manager, with a dotted reporting line to the Pharmacovigilance Coordinator, at the EFDA.
