JFA – Pooled Fund Manager

NORCAP is recruiting a Pooled Fund Manager to support the African Union’s Political Affairs, Peace and Security Department (PAPS) in managing the Joint Framework Arrangement (JFA).The role ensures strategic coordination, financial oversight, and results-based reporting across AU divisions and field offices. The Pooled Fund Manager will liaise with partners, support planning and audits, and ensure compliance with JFA and bilateral agreements. This position requires strong experience in program management, donor coordination, and financial tracking in international or multilateral settings.

African Union 

The Political Affairs, Peace and Security Department (PAPS) JFA Pooled Fund Manager supports the effective design, implementation, coordination, and oversight of the Joint Framework Arrangement (JFA) within PAPS and provides all-round technical support to the Programme Management Team (PMT). The incumbent plays a pivotal role in program planning, partner coordination, financial tracking, and results-based reporting. Working under the direct supervision of the Head -PMT, and in close collaboration with the Head of the PAPS Finance Division and JFA Team within the Partnerships Management and Resource Mobilization Division, the Fund Manager ensures alignment between departmental activities, JFA requirements, and the broader strategic priorities of the African Union Commission (AUC).

Major Duties and Responsibilities

• Under the supervision of the Head – PMT, the PAPS Unearmarked Pooled Fund Manager will:
• Support the development, review, and consolidation of annual workplans and budgets across PAPS divisions and AU Liaison Offices.
• Ensures compliance with the JFA provisions and related bilateral agreements.
• Maintain an effective working relationship with the JFA Coordinator and the JFA Monitoring and Reporting Expert.
• Coordinate inputs for strategic planning exercises, including the JFA Results Framework, ensuring alignment with PAPS strategic objectives.
• Facilitate technical missions and planning sessions within PAPS and its field offices to enhance implementation efficiency.
• Serve as a key liaison with the JFA Lead Partners, ensuring timely communication, coordination, and information sharing.
• Contribute to the preparation of narrative and financial reports in line with the JFA and bilateral agreements.
• Support the organization of JFA coordination and oversight meetings, prepare meeting documentation, and track implementation of follow-up actions.
• Monitor the implementation of JFA-funded programs, tracking both financial performance and programmatic results.
• Collaborate with the PAPS Finance team and other offices across the AUC to ensure timely fund disbursement, budget execution, and reporting.
• Assist in identifying potential implementation risks and recommend appropriate corrective actions.
• Provide technical and operational support to all programmes, units, and AU Liaison Offices on JFA compliance, program management, and performance monitoring.
• Draft technical briefs, background documents, and talking points for use by senior officials in partner engagements or program reviews.
• Contribute to the development and refinement of operational tools and systems to enhance program management and reporting.
• Support analytical reporting efforts of the PAPS Department and prepare other technical reports as required within the JFA framework.
• Support audit exercises and follow up on implementation of audit findings.
• Undertake resource mobilization and partnership development in support of PAPS programmes.

Academic Requirements

Education: Master’s degree in Public Administration, International Relations, Development Studies, Business Administration, Law, Economics, or related fields. A Bachelor’s degree with additional years of relevant experience may be considered.

Language: Proficiency in English in mandatory for this position. Fluency in any other AU working languages (Arabic, French, Portuguese, Spanish and Swahili) is an added advantage.

Experience: At least five (5) years of progressively responsible work experience in program planning, donor coordination, financial monitoring, or results-based management, preferably in an international or multilateral setting.

• Excellent communication and interpersonal skills, with the ability to work collaboratively with diverse stakeholders.
• Proficient in program budgeting, monitoring frameworks, and financial tracking tools.
• Capable of drafting high-quality reports, briefing notes, and formal correspondence.
• Skilled in using standard office software (Word, Excel, PowerPoint); familiarity with Enterprise Resource Planning (ERP) systems or donor management tools is a plus.
• Demonstrated ability to work in multicultural environments with diplomacy and professionalism.

Remuneration:

The salary attached to the position is set at P3 Step 5 inclusive of all allowances for internationally recruited staff.

Tenure of appointment:

The appointment will be made on a contract for a period of one year.
