NORCAP is recruiting a Pooled Fund Manager to support the African Union’s Political Affairs, Peace and Security Department (PAPS) in managing the Joint Framework Arrangement (JFA).The role ensures strategic coordination, financial oversight, and results-based reporting across AU divisions and field offices. The Pooled Fund Manager will liaise with partners, support planning and audits, and ensure compliance with JFA and bilateral agreements. This position requires strong experience in program management, donor coordination, and financial tracking in international or multilateral settings.
African Union
The Political Affairs, Peace and Security Department (PAPS) JFA Pooled Fund Manager supports the effective design, implementation, coordination, and oversight of the Joint Framework Arrangement (JFA) within PAPS and provides all-round technical support to the Programme Management Team (PMT). The incumbent plays a pivotal role in program planning, partner coordination, financial tracking, and results-based reporting. Working under the direct supervision of the Head -PMT, and in close collaboration with the Head of the PAPS Finance Division and JFA Team within the Partnerships Management and Resource Mobilization Division, the Fund Manager ensures alignment between departmental activities, JFA requirements, and the broader strategic priorities of the African Union Commission (AUC).

Academic Requirements
Education: Master’s degree in Public Administration, International Relations, Development Studies, Business Administration, Law, Economics, or related fields. A Bachelor’s degree with additional years of relevant experience may be considered.
Language: Proficiency in English in mandatory for this position. Fluency in any other AU working languages (Arabic, French, Portuguese, Spanish and Swahili) is an added advantage.
Experience: At least five (5) years of progressively responsible work experience in program planning, donor coordination, financial monitoring, or results-based management, preferably in an international or multilateral setting.

Remuneration:
The salary attached to the position is set at P3 Step 5 inclusive of all allowances for internationally recruited staff.
Tenure of appointment:
The appointment will be made on a contract for a period of one year.
