Caritas Switzerland (CACH) is a registered international humanitarian organization that has been supporting various programs in Ethiopia since 1974. The CACH’s main areas of focus are climate, income, Agriculture, migration, humanitarian Aid and mainstreaming blue school which focuses mainly on WASH in schools’ delivery.

Currently, CACH is implementing the mainstreaming Blue Schools project in southern Ethiopia, specifically across the East Borena and Bale zones. As part of this project, the hardware package component will be executed in 9 schools across both zones, based on the schools’ WASH (Water, Sanitation, and Hygiene) gaps. The needs of the school communities regarding water and sanitation infrastructure will be thoroughly assessed.

While the project provides a comprehensive hardware package, particular emphasis is placed on: 1) The availability of water infrastructure, such as water scheme extensions, rainwater harvesting systems, water source protection, spring catchment systems, and rehabilitation /upgrading of shallow wells to solar system, to ensure stable and sufficient access to safe drinking water.

2) Access to gender and disability sensitive and inclusive sanitation facilities, including separate latrines for boys and girls, ramps, handrails, privacy walls, a Menstrual Hygiene Management (MHM) room, appropriate latrine placement within school compounds, and safe, accessible paths to latrines for all users, including those with disabilities; and

3) The availability of handwashing facilities.

Therefore, Caritas Switzerland is seeking an experienced consultancy firm to conduct a detailed WASH infrastructure assessment (Designing water schemes and sanitation facility, activities precise drawings, specification and quantifications) for the Mainstreaming Blue School Project in Southern Ethiopia (P230047). This assessment will focus on improving water, sanitation, and hygiene (WASH) conditions in nine primary schools located in the Bale and East Borena zones of Ethiopia.

GENERAL TERMS AND CONDITIONS

• All consultancy firms of category tier 2 and 3 or above who have valid licenses, renewed trade license of 2017 E.C along with a VAT registration certificate and similar work experience can obtain a complete set of bid document/ ToR from Caritas Switzerland Country Office from 9:00 AM to 4:00 PM starting from the first date of announcement on public medias until January 23, 2025.
• Bidders can collect the bid document /ToR in the address given below (bidders shall bring their licence or their legal delegation paper for document receiving).
• Duplicate copies of BID OFFER shall be produced in separate envelopes marked as ORIGINAL and COPY. A sealed envelope carrying the Bidder’s Bid Security Cash Payment Order (CPO) should be included in the envelope carrying the original financial document. Bid security in the form of cash will not be accepted.
• All envelopes shall then be put in one big envelop together, sealed, stamped and submitted to CACH along with a BID SECURITY only in the form of CPO amounting 2% of THE TOTAL BID OFFER FOR THE WORKS BEFORE THE DEADLINE OF SUBMISSION.

Essential (exclusion) Criteria

1. Relevant & Valid Renewed licenses for Ethiopian fiscal year of 2017 E.C to operate in Ethiopia
2. Only tier 2 and 3 or above grades could participate for competency.
3. Submission of bid security in the name of Caritas Switzerland from a recognized bank only in the form of CPO is a must. No other mode of guarantee or bid security other than CPO will be accepted.

The selection criteria will be based on Technical (70 %) and Financial evaluation (30%)

 

BID OPENING

1. The bid will be opened at Caritas Switzerland, Country Office at Addis Ababa, at the presence of bidders and/or their legal representatives who choose to attend on proposed opening date. Only financial offer shall be opened on the date of bid box opening.
