Job Description

The Life & Peace Institute (LPI) is an international centre that supports and promotes non-violent approaches to conflict transformation through a combination of research and action that entails the strengthening of existing local capacities and enhancing the preconditions for building peace. LPI’s Africa Ababa Regional Office would like to invite eligible certified audit firms registered under Accounting and Auditing Board of Ethiopia (ABBE) and which meet the criteria indicated below, to meet our external audit services need to be performed annually at the institutional level and project-specific audit verifications which can be requested on-demand, based on audit terms of reference (ToR) which will be shared for each type of audit before commencing of the audit.

Assignment period:

The tasks outlined within this contract are to be completed between October 15, 2025 to March 21, 2026 (Detailed audit schedule will be shared to the selected auditor).

The scope of the Audit and auditors responsibility

The nature of our audit is an annual audit which includes overall LPI Africa Regional office statutory audit which covers both Ethiopia Country Programme and the Horn of Africa Regional Programme (HARP) reports. The two programmes’ annual financial reports require separate audit reports as per Sida’s requirements. The implementing partners’ subgrant audit will be part of this audit and however, the small grant partners audit will be conducted together with the specific programme audit based on the financial documents submitted to LPI. The audit will be conducted in line with Sida audit TOR, GT Sweden audit instruction and Sida and LPI grant agreement.

Deliverable:

The following reports will be the deliverables of our annual audit.

Overall LPI Addis Ababa office annual statutory audit report (which needs to be aligned with IPSAS reporting requirements) and Management letter (as per ISA);

  • With annexes of both programmes (HARP and Ethiopia programme) annual audited financial reports and relevant donor reports, and
  • Annex for ACSO 80/20 cost reporting as per the directive of ACSO.

Based on the above overall audit report the below programme specific reports will be extracted (in line with Sida audit TOR, GT Sweden audit instruction and Sida and LPI grant agreement);

For Ethiopia Programme:

  • Annual audit report- as per ISA 800/ISA 805 (with annex of audited financial report based on our reporting templates)
  • Management letter (which includes all findings on internal control issues and findings included in the agreed upon procedures ISRS 4400)
  • Factual finding report (Report on agreed upon procedures ISRS 4400)

For HARP:

  • Annual audit report- as per ISA 800/ISA 805 (with annex of audited financial report based on our reporting templates)
  • Management letter (which includes all findings on internal control issues and findings included in the agreed upon procedures ISRS 4400)
  • Factual finding report (Report on agreed upon procedures ISRS 4400)

Partners’ Project auditannual audit report, Management letter and factual finding report (as per ISA 800/ISA 805 & ISRS 4400) for the below partners.

  • Ethiopian Institute of Peace (EIP)
  • Eastern Development Initiative (EID)
  • Biftu Bira for Humanitarian Organization (BB4HO)
  • Ethiopian Civil Society Organizations Council (ECSOC)

Reporting to Lead Auditor (GT Sweden) as per Audit Instructions from GT Sweden.

About You

Interested audit firms should submit their technical proposals and financial proposals in a sealed envelope which includes:

  • Copy of renewed /recent professional and/or business license
  • Copy of Certificate of compliance from the office of the Accounting and Auditing Board of Ethiopia (ABBE)
  • Copy of TIN and VAT certificate
  • Copy of Tax clearance
  • Staff composition and firm profile, including principal partners
  • Previous audit experience with NGOS
  • Estimated Time frame, final audit report submission for annual institutional audit and project-specific audit
  • Note: All cost proposals shall be submitted in the functional currency of LPI Addis Ababa Office, ETB.
