Invitation for Bid (IFB) For Peer Education Rollout Training services

Pathfinder International, a global organization, promotes sexual and reproductive health rights, providing services like contraception, maternal and child healthcare, HIV prevention, and AIDS care in Ethiopia since 1995. Recently, Pathfinder International/Ethiopia, funded by the Gates Foundation has conducted two research projects on youth-friendly health services and community interventions for out-of-school adolescents and youth in Oromia, Amahara, Somaili, Gambella and South Ethiopia regions.

Following these assessments, the project aims to organizing and delivering a Peer education training program to equip newly recruited adolescents and youth with the necessary SRH knowledge and skills to fulfil their role as Peer Educators that works with the AYFHS facilities to create demand and ensure referrals to the facilities. For this activity Pathfinder International Ethiopia would like to hire a qualified firm to facilitate the Peer Education Rollout Training service and attache them with the respective Youth Friendly Health Service facilities.

Interested, qualified and eligible bidders are invited to collect the detailed terms of reference (TOR) via e-mail upon submission of interest letter/email or copies of Legal documents starting from noticed on newspaper to: ET_Procurement@pathfinder.org with a subject title “IFB – Training Service, Ref. no LTPL/082/2025”. Requests must be submitted within twenty-one (21) days from the date of publication of this notice in the newspaper.

Bidders may participate for Peer Education Rollout Training service. However, the employer may evaluate and award on the basis of services to arrive at the best economic offer by taking into account the technical and financial offers provided as well as bidder’s previous experience to accomplish similar type of service within the contract time.

All written responses (sealed bid) to this IFB must be received by Pathfinder no later than 11:00 AM on December 29, 2025.

Bidders must submit Technical (soft and/or hard copy) and Financial Proposals in two separately sealed envelopes (one for technical and one for financial) to Pathfinder International Ethiopia Office, Salvatore De vita Complex, Lideta Sub-City, Woreda 04, old Airport area, Bisrate Gabrieal, behind SOS Children’s Villages, Ground floor to the Bid Box in the Receptionist office. Late arrivals will be disqualified automatically.

All bids must be accompanied by a bid security of 1% of the total bidder’s offer. The bid security shall be payable on demand to the organization and must be in form of CPO or Unconditional Bank guarantee through any Bank of Ethiopia in the name of PATHFINDER INTERNATIONAL/ ETHIOPIA.

Pathfinder International reserves the right to accept or reject any bid and to annual the bid process and reject all bids at any time prior to award of the contract, without thereby incurring any liability to the affected bidder or bidders.
