Job Description

Result of Service

– An analytical report of the CRVS system in the country from a gender lens. The report should include
– Documentation of existing registration processes of the main vital events and recommended improvements from a gender perspective.
– A summary of gender issues identified as impediments to vital event registration and registration of causes of death and provide suggested actions to address them
– Inputs into the national CRVS action plan covering birth, death marriage and divorce registration from a gender perspective.
– A vital statistic reporting template and tabulation schedule with a focus on production of sex disaggregated data and indicators
– Produce an analytical paper on the evidence and practice gaps at the intersection of CRVS and gender that require further prioritization now through to 2030.
– Produce guidelines that advance community of practice around gender and CRVS, including nurturing a new generation of CRVS practitioners

Duties and Responsibilities

1. Introduction

The African Development Bank has provided financial support to the United Nations Economic Commission (UNECA) for Capacity Building for Gender Statistics and Monitoring Systems (CB-GenSMS) Project in 4 countries: Burundi, Mozambique, South Sudan, and Zimbabwe. The Project aims to contribute to improved gender responsive programming by beneficiary countries, therefore contributing to inclusive development. It will contribute to addressing inequality and fostering inclusive growth by providing data on the “invisible” and most vulnerable, which are often drivers on fragility. It is expected that the project will enrich policy dialogue with selected transition states and contribute to inclusive national development plans, which will in turn impact on service delivery by governments. The capacity development on statistics will provide a platform to measure gender inclusiveness of national development and provide evidence in required reforms. This is in recognition that gender inequality is both a driver and a result of fragility.

Gender equality and women’s empowerment are integral to achieving the SDGs and especially SDG 5 and SDG 3. Yet, we cannot make everyone count, unless women and girls are also counted. Ensuring legal identity for all as stated in SDG Goal 16.9, is underpinned by access to birth, marriage and death registration across the life course, is a crucial layer of protection for women and children against social exclusion. Further, civil registrations are a crucial data source for sex-disaggregated vital statistics and gender responsive vital statistics on reproductive health, maternal health, and nuptiality. The project will aim to improve and strengthen civil registration from a gender perspective in Burundi and South Sudan.

2. Objective of the Gender Statistics International Consultants
The key objective of the consultancy is to support the African Center for Statistics and the Gender Equality and Women’s Empowerment Section (GEWES) of ECA attain the stated objectives of the CB-GenSMS project working in partnership with the African Development Bank.

Under the direct supervision of the Chief of Demographic and Social Statistics section in the African Centre for Statistics (ACS), and the Chief of the Demographic and Social Statistics Section and Chief of GEWES and will be responsible for supporting Burundi and South Sudan in integrating genders issues in CRVS to ensure that everyone, in particular women and children, are registered, certified and counted by 2030. In addition, the consultants will assist the two fragile countries to build CRVS systems that are resistant to the major challenges of the more frequent emergencies and protracted mass displacement

Duties and Responsibilities

– Support to the country to analyse CRVS business processes and factors to identify the barriers, especially gender-related to attain universal civil registration coverage and develop a national CRVS action plan that identifies gender issues (legal and otherwise) that act as barriers to vital events.
– Based on the analysis of the business processes, work with the national consultants and national coordinating mechanisms to produce a Strategic Plan on CRVS Improvement which mainstreams gender.
– Based on the findings, develop a capacity building programme based on the needs of the country and provide training to national staff on the United Nations principles and standards for civil registration and vital statistics
– Support the country to develop a vital statistic reporting template and tabulation schedule with a focus on production of sex disaggregated data and indicators
– Provide training and support the production of a vital statistics report including sex disaggregated data and indicators where possible using available data.
– Conduct a situation analysis of the monitoring systems;
– Production of Gender Fact Sheets / gender status report

Qualifications/special skills

Advanced university degree (Master’s degree or equivalent) in a field related to Gender Studies, Demography, Social Sciences, Development studies and related areas is required. A first-level university degree in combination with qualifying two years work experience may be accepted in lieu of the advanced university degree.

A minimum of 7 years of either practical substantive experience in the implementation of civil registration in a developing country context particularly in Africa

Languages

English and French are the working language of the United Nations. For this consultancy, fluency in English for South Sudan and French for Burundi is required. Knowledge of another UN working language is an asset.
