Mahibere Hiwot for Social Development (MSD) is a non-profit, indigenous civil society organization established in 1999 with the aim of improving the health, wellbeing, and socio-economic status of communities across Ethiopia. Since its inception, MSD has evolved into a leading development and humanitarian organization implementing evidence-based programs that address the diverse needs of vulnerable populations.

MSD’s programmatic focus spans multiple sectors, including Health and Nutrition (TB, HIV/AIDS, SRH, MNCH), Education (access to quality education, TVET, and skills development), Social Mobilization and Livelihood (economic strengthening and prevention of HTPs, GBV, and FGM), Migration and Trafficking (safe migration and rehabilitation of returnees and victims), Child Care and Development (child protection, early childhood care, and infant feeding), and Human Rights and Good Governance (democratization, peace building, and dialogue).

In addition, MSD engages in Humanitarian and Emergency Response (supporting disaster-affected and displaced communities) and Environment and Climate Change (promoting environmental sustainability and biodiversity conservation). Through these integrated interventions, MSD works closely with government institutions, community structures, and development partners to foster inclusive growth, equity, and resilience at all levels of society.

MSD is looking for qualified and competent applicants for the following position:

I. JOB SUMMARY:

The integrated clinical service and quality assurance specialist is responsible for planning, organizing, and coordination of the implementation of biomedical service components of US DOD High risk and vulnerable population HIV Prevention project. She/he is also responsible to monitor the implementation of the project, provides technical assistances, mentoring and coaching of clinical service providers at site level. Further, she/he is expected to organize & facilitate baseline/end line surveys and impact assessment research activities. She/he is also anticipated to support the organization in planning, implementing monitoring and evaluation of all program activities.

II. RESPONSIBILITIES AND TASKS

Program Planning and Implementation:

  • Plans, organizes, directs, coordinates and monitor the operations of the biomedical service components of the given project;
  • Based on past accomplishments and achievements adjusts program implementation strategies, wise resources utilization to ensure appropriate program implementation
  • Submits program plans (monthly, quarter bi annual & annual)
  • Coordinate and facilitate trainings, orientation and review meetings of clinical service providers and other stakeholders in the target areas in consultation with his/her supervisor
  • Ensure the proper distribution and utilization of medical equipment’s, drugs and tools
  • Communicate partners in the provision of medical equipment’s, drugs, condoms and tools when shortage encountered
  • Builds the capacity of MSD’s staffs and its partners in technical issues pertinent to the sector;
  • Establish a workable positive relationship with colleagues at all levels, community volunteers and stakeholders including local government offices
  • ART Service quality monitoring and assurance
  • PrEP service quality monitoring and assurance specially for CAB_LA
  • Prepare and monitor QI Projects
  • Organize and support site level quality improvement team

Program Monitoring, Evaluation and Reporting:

  • Organizes a monitoring system to collect baseline and periodic data for tracking Program performance and decision making;
  • Involve in continuous data collection and management related with the project based on MSD’s Monitoring and Evaluation guideline
  • Monitor the availabilities of all required medical equipment’s, drugs, condoms and tools at site levels
  • Submit biweekly yield and ART initiated performance reports to MSD and donors
  • Periodically visit field activities and provide formal and informal feedback to the Program staff in terms of adequate and inadequate progress as well as recommendations for improved performance;
  • Monitor the implementation of the project, provides technical assistances, mentoring and coaching of clinical service providers at site level.
  • Organize & facilitate baseline/end line surveys and impact assessment research activities.
  • Prepare and submit periodic reports
  • Participate in documentation of best practices and lessons
  • Carry out other related activities as may be assigned by immediate supervisor

Job Requirements:

A. Educational Background:

MPH/MSC /BSC/ in health and project management Studies (MPH, MSC, BSC nurse, HO)

B. Experience:

6/12 years relevant service experiences (of which at least 3 years direct experience working in NGO environment at HIV epidemic control program)

C. Technical Skills:

  • Adaptive management skill
    • Good command of /both written & verbal communication skills/ in English and Amharic
    • Excellent in communication and interpersonal skill
    • High computer literate (MS words, XL, SPSS, Power Point, ) or Proficiency in standard office software packages;
    • Coordination and team building skill
    • Willingness to work under pressure
    • Acceptable level of report writing, data analysis & interpretation,
    • Willing to perform other duties as necessary

D. Additional Criteria.

  • Training on HIV counseling and testing, ART, Referral linkages, TB/HIV
  • Training on new HIV testing Algorism
  • Training on Sexual Transmitted Infections & Comprehensive Family Planning services
  • Training on HIMS
  • Training on monitoring, SSP, mentoring, coaching
  • Training on PrEP basically CAB_LA
