2.     Job Summary

The Institutional Financial Reporting Accountant is responsible for efficiently planning and organizing his/her monthly activities, ensuring timely execution, and promoting a positive work environment. She/He will be responsible for planning and executing financial reporting activities in compliance with IPSAS, ensuring accurate documentation, classification, and recording of all financial transactions. Working closely with the Finance Manager, Senior Finance Officer, and other finance staff, She/He will prepare institutional financial statements, monitor budgets, reconcile payroll, and support audits by maintaining well-documented records. She/He will also ensure compliance with financial policies and regulatory requirements.

Duties and Responsibilities

3.1. Personal Planning

·      Develop yearly, quarterly and monthly activity plans and upload them on time.

·     Prepare monthly activity report in the last week of every month before salary is effected.

 

3.2. Planning and Financial Reporting

  • Ensure all financial records are accurately maintained, organized, and stored in compliance with IPSAS.
  • Plan for the preparation of institutional financial statements in accordance with IPSAS reporting requirements.
  • Plan for ensuring compliance with internal financial policies and external regulatory requirements with IPSAS.
  • Plan for monitoring, reconciling, and analyzing bank statements and financial transactions.

4. Implementation

4.1. Financial Record Keeping

  • Ensure accurate and organized financial records in both hard and soft copies, in compliance with IPSAS and institutional financial policies.
  • Accurately encode financial transactions for assigned projects using the appropriate IPSAS-compliant accounting classifications.
  • Input financial data into the accounting system with precision to ensure timely and accurate financial reporting.
  • Ensure all financial documents are securely stored, easily retrievable, and systematically archived.
  • Adhere to all necessary financial cycles and documentation requirements for audit readiness.

4.2. Financial Reporting

  • Prepare periodic financial reports (monthly, quarterly, and annual) in compliance with IPSAS and institutional requirements.
  • Assist in the preparation of consolidated financial reports, ensuring accuracy and completeness of financial data.
  • Ensure that financial statements reflect true and fair views as per IPSAS.

4.3. Budget Preparation and Monitoring

  • Assist in the preparation, execution, and monitoring of institutional and project-specific budgets.
  • Provide financial insights to ensure budget utilization aligns with organizational objectives.
  • Prepare a variance analysis and recommend corrective actions to ensure financial efficiency.

4.4. Payroll and Benefits Management

  • Ensure and update employee compensation and benefits records.
  • Assist to ensure accurate and timely and reconciliation for  tax, pension, and other statutory payments related to employee benefits.

4.5. Cash and Bank Reconciliation Management

  • Monitor and reconcile institutional bank statements to ensure accuracy and compliance with IPSAS cash management principles.

4.6. Tax Compliance and Regulatory Reporting

  • Ensure all tax-related financial transactions are recorded and reported in compliance with IPSAS and national tax regulations.
  • Assist in the preparation and submission of tax returns, withholding tax reports, and other government-mandated financial disclosures.

4.7. Audit and Compliance Support

  • Assist in preparing financial records for internal and external audits in alignment with IPSAS requirements.
  • Support responses to audit queries, ensuring all required documentation is available and accurate.
  • Work closely with senior finance staff to address audit recommendations and improve financial compliance.
  • Act as a focal person for institutional audit.

4.8. Capacity Building and Professional Development

  • Ensure that financial data entry, transaction processing, payroll, budgeting, and reporting are efficiently handled through the ERP system
  • Continuously engage in self-development and professional training in IPSAS, financial reporting, and ERP systems.
  • Participate in the implementation, customization, and integration of the ERP system into financial operations
  • Pursue relevant professional certifications and training as mandated by the organization to enhance institutional financial management practices.

4.9. Other Responsibilities

  • Carry out additional tasks as assigned by the Finance Manager or designated supervisor to support the organization’s financial operations

Qualifications

  •  BA/MA in Finance or Accounting, supplemented by IPSAS certification.
  • Experience: Proven experience in financial management within the NGO sector for more than 3yrs.
  • Requirements: Strong leadership skills for the department team, motivation for timely budgeting, financial reporting, and compliance with donor requirements and governmental regulations.
