Job Description

FH Ethiopia, a non-governmental organization engaged in relief and development activities, would like to invite potential candidates to apply for the following position:

Position:                                     Infrastructure Officer (ICDP)  (Internal/External)

Duty Station:                             Zeway (Ormomia, East Shewa)

Duration of Contract:              One year contract (60 working days of  probation period)

Closing date:                            August 8, 2022

Job Summary

Responsible for reconnaissance survey, feasibility study and detail design of water and irrigation schemes; school/library constructions/renovations, latrines; monitor and supervise all construction and waterworks activities. The job supervises water works technician.

Principal Responsibilities:

Key Result #1 – Planning and reporting

  1. Prepares plan of action and budget for the component;
  2. Prepares periodical reports on the school/library, latrine, irrigation and water program;
  3. Prepares plan, design, and bill of quantities, bid analysis and payments certificate for different construction projects, and purchase plan, follow up purchase of items required and ensures good quality of craftsmanship

Key Result #2 – Implementation

  1. Makes reconnaissance survey and conducts feasibility study and detail design of water and irrigation activities; school/library, latrine based on government standards
  2. Produces technical papers for construction and water works as per standards as well as drawings for the water and irrigation activities;
  3. Provides technical assistance and coordinates other adjacent projects constructions activities/documents as required;
  4. Inspects the progress of the construction project based on the schedule and standard quality
  5. Performs actual measurement of works executed by the contractor and gives approval for the payment certificates based on the measurements.
  6. Inspects quality of works and materials based on the contract document and bill of quantities
  7. Ensures all construction works and maintenances are properly performed to the degree of the required quality within acceptable time frame and inform his supervisor the completion of the works for final approval.
  8. In consultation with the immediate supervisor, be responsible for the employment and management of staff under his/her supervision;
  9. Be responsible for the relevant training of the beneficiaries and project staff;
  10. Works with the concerned government bodies;

Key Result #3 – Monitoring

  1.  Supervises and monitors the construction of water supply and irrigation schemes, school/library, latrine and ensures that they are carried out as designed and planned;
  2. Support other adjacent projects on coordinated effort even in supervision and technical support.

⮚       Encourage female staff to participate in external networks (local and regional), as well as seminars and cross visits.

⮚       Facilitate open and regular discussions with staff about the work environment, policies, and values convenient to gender issues

Safety & Security Responsibility

➢       Encourages compliance of Safety and Security principles and policies of the organization by all staff;

⮚       Visiting operational areas periodically to meet staff and making sure that all staff members are aware of the safety and security procedures;

⮚       Explains to staffs the reasoning behind the organization’s safety and security policies and procedures

⮚       Organizing local training sessions, such as First Aid, Fire Safety, and Defensive Driving for staff members.  If possible, he/she should conduct briefing and training sessions himself/herself;

⮚       Ensures that safety and security objectives are added to performance reviews and evaluations of all staff members;

⮚       Encourages staff to adopt safe and secure practices. Ensuring that updated personnel information related to safety (Record of Emergency Data) and security management are kept in Human resources.

Job Requirements

Education/Certifications

    • BSc in Irrigation/Civil Engineering or relevant field of study with 3 years related experience in a relevant position Preferably in INGO Setting.

Language

Proficiency in both spoken and written English. Ability to write reports and business correspondence. Knowledge of local language of the intervention area is preferred.
