Job Description
Mission and objectives
UNICEF Ethiopia is implementing a 5-year country programme 2020-2025 which is fully aligned with the UNSDCF. UNICEF will work collaboratively within the UNSDCF on a joint strategy to strengthen national systems for data collection, analysis, monitoring and applying adjustments to promote equity. Evidence will be used to monitor the situation of children, tracking progress towards equity and scale, and to inform advocacy to adjust policies, strategies and budgets. Monitoring and corrective actions will be undertaken through UNICEF staff, partners and third-party monitoring, and through mechanisms for community feedback and accountability to affected populations.
Context
Oromia Region continues to face complex and recurrent emergencies, including conflict, displacement, drought, disease outbreaks, and climate-related shocks—resulting in a high demand for humanitarian assistance. Effective emergency response requires robust and timely information management to ensure coordinated data collection, analysis, and reporting across sectors. The UNICEF Oromia Field Office seeks to recruit a dedicated Information Management Specialist based in Nekemte to support multi-sector emergency coordination, strengthen zonal and woreda-level data systems, and improve availability and use of information for decision-making.
Task description
The primary objective of this assignment is to enhance multi-sector emergency information management in Oromia Region by establishing efficient IM systems, supporting coordination structures, and providing high-quality analytical products to guide the humanitarian response. The Information Management Specialist will be responsible for the following:
A. Multi-Sector Coordination Support
• Participate in zonal-level coordination meetings (Health Cluster, WASH Cluster, Education Cluster, Protection coordination, and Emergency Response Task Forces).
• Support the development and maintenance of IM systems for cross-sector emergency coordination.
• Facilitate information sharing between UNICEF, government offices, UN agencies, and partners.
• Provide IM inputs for Humanitarian Programme Cycle (HPC) products (HNO, HRP, HAC).
B. Data Collection, Analysis, and Reporting
• Establish systems for regular data collection from zonal and woreda offices across programme sectors.
• Compile the monthly multi-sector 4W (Who-What-Where-When) for Oromia west corridor.
• Collect and analyze emergency data including displacement trends, disease outbreaks, malnutrition, WASH coverage, school functionality, and child protection risks.
• Produce timely analytical products including: o Situation reports o Dashboards o Maps and infographics o Partner activity summaries
• Maintain datasets and repositories essential for emergency response decision-making.
C. Mapping, GIS, and Visualization
• Produce maps showing affected populations, partner presence, service gaps, and access constraints.
• Maintain GIS layers including health facilities, schools, water points, IDP sites, and humanitarian access routes.
• Provide geographic analysis to support operational planning and assessments.
D. Needs Assessment and Monitoring
• Support joint multi-sector needs assessments and rapid assessments.
• Provide IM leadership in the design of tools, methodologies, and sampling approaches.
• Track and analyze needs, gaps, overlaps, and response coverage across sectors.
• Support monitoring missions through data compilation and field coordination.
E. Capacity Building
• Train government and partner staff in Kobo/ODK, Excel, GIS tools, and reporting templates.
• Strengthen data systems at zonal and woreda levels through targeted technical support.
• Support development of standardized reporting tools for use by sectoral offices.
F. Knowledge Management
• Maintain documentation repositories, shared folders, and datasets.
• Support development of guidance notes, templates, and IM protocols.
• Promote better documentation and dissemination of lessons learned and good practices.

Required education level
- Bachelor’s degree in Information Management, Data Science, Public Health Information Systems, GIS/Mapping, WASH/Health Information Systems.

Skills and experience
• Minimum 7 years of relevant work experience in information management in humanitarian or development settings.
• Strong experience in data collection, management, and analysis.
• Proficiency in Excel, Power BI/Tableau, GIS software (QGIS/ArcGIS), Kobo/ODK, and DHIS2.
• Previous experience with UN Agencies or INGOs in emergency IM.
• Familiarity with cluster coordination systems.
• Experience working with government bureaus at regional and zonal levels.
• Knowledge of national and international humanitarian standards (SPHERE, CPMS, INEE).
• Fluency in English is required.
