Background

iMMAP and the World Health Organization (WHO) have collaboratively been working together to strengthen information management in humanitarian response in Ethiopia. Dedicated to the well-being of all people and guided by science, WHO leads and champions global efforts to give everyone, everywhere an equal chance to live a healthy life. The mission of WHO is to develop and improve healthcare services and infrastructure in under-served regions worldwide. This deployment to the Somali Health Cluster will be part of the emergency support program related to the Drought affecting Southern Ethiopia, including the Somali region.

·      Identify barriers for information collection, collation, analysis and sharing.

·      Ensure timely preparation and generation of information products, and support on information sharing and dissemination through web platforms to all relevant humanitarian implementing partners.

·      Adapt appropriate existing IM tools including those available in-country (including from other sectors) and global level. As appropriate, design of data collection forms, ensuring that the purpose and use of all data collected is clear, collectable and easily collectable, highlighting where potential problems might arise; organise and manage the data input and initial analysis and presentation of data for the sector.

·      Develop standard formats for, and regular output of publication of materials and statistics highlighting the humanitarian situation in country upon request.

·      Collect and consolidate data from various partners, prepare and submit reports on regular basis.

·      Map assistance coverage in specified area, analyse and report the potential gaps.

·      Produce, share maps illustrating scale/coverage of assistance.

·      Record, document and share coordination meeting minutes.

·      Maintain databases, provide data entry if required.

·      Establish and maintain filing and documentation system accessible for humanitarian partners working in the area.

Specific responsibilities

·      Collect, compile and analyze 4W/HRP data from partners weekly-share 4W data with OCHA and upload people reached data by woreda, and by indicators in RPM tool of OCHA every month. Some of the data from the consolidated weekly 5Ws is also used in the weekly GHC, ICCG, RECC and OCHA sitrep updates.

·      Represent the health cluster in the Information Management Working Group (IMWG) biweekly meeting of OCHA and follow up and do action points/tasks.

·      Produce HC Somali regional bulletin every month and share it with HCC for review.

·      Produce weekly Operational Presence and MHNTs maps.

·      Continuously maintain the contact lists of health cluster partners in the Somali region.

·      Share inputs to OCHA sitrep after review by SNHCC, Regional Coordinator, Field and the national HCC.

·      Compile weekly inputs for the GHC update.

·      Provide health inputs to the RECC weekly updates for presentation at the weekly RECC meetings. The presentation is done by RHB.

·      Conduct bilateral capacity building to ensure partner reporting focal persons (including new staff) compile and correctly submit weekly reports to the cluster IMO.

·      Upload bulletins, IM products other cluster doc in the health cluster humanitarian response web page.

·      Work in collaboration with WHO information management as well as backstopping the RHB.

Representation

·      Attend and participate in periodic information management meetings with the iMMAP team also share updates on ongoing IM products and activities and promote good practices in the organisation.

Requirements

Professionalism

Knowledge of the use of information management in humanitarian response; ability to analyze and articulate the information management requirements of complex situations requiring a coordinated response between disparate actors; demonstrated problem-solving skills and ability to use sound judgment to ensure the effective and timely completion of complex tasks; ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters).

Communication

Excellent communication and training (spoken and written) skills including the ability to convey complex information management concepts and recommendations to staff at all levels, both orally and in writing, in a clear, concise style that can be readily understood by non-information management practitioners.

Works collaboratively with colleagues to achieve organizational goals; places team agenda before personal agenda; supports and acts in accordance with the final group decision.

Education

Advanced university degree (Master’s degree or equivalent) in information management, information systems, data science, statistics, GIS or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience

·       Three years of progressively responsible and relevant professional experience in the relevant fields mentioned under Education requirements

·      Proficiency in Microsoft Office, in particular, Microsoft Excel

·      Knowledge of current GIS software (ArcGIS, Google Earth, QGIS) desirable

·       Knowledge of Adobe Illustrator desirable

·       Knowledge of database development desirable

·      Experience working in an international organization desirable

Language

·      Fluency in English is required

·      Fluency in Somali is required
