Background

The Afar Regional Protection Cluster follows key protection concerns faced by Internally Displaced Persons (IDPs) and other affected populations in Afar, including sexual and gender based violence, physical violence, child marriage, family separation (including unaccompanied and separated children), psycho-social distress and trauma, persons with specific needs not receiving or being able to access life-saving services, persons without adequate shelter and living in collective sites, persons missing documentation and having no legal redress for lost property, livelihood or human rights violations.

The Afar Regional Protection Cluster includes Child-Protection (CP) and Gender-Based Violence (GBV) Areas of Responsibility (CP/GBV AoR), co-led by UNICEF, UNFPA and the Ministry of Women and Children Affairs (MoWCA); and the Housing, Land and Property Working Group (HLP WG), co-led by UNHCR and NRC. As part of its operations, UNHCR produces and delivers a number of Protection information products and services including data coordination, databases, and infographics which inform the humanitarian community in their response to the humanitarian situation in the country.

UNHCR/NRC are seeking a National Information Management Officer (IMO) to assist in the production and delivery of Information Management products and services. She/He will be part of the Afar Regional protection cluster hub, working in close relationship with the Protection Cluster Coordinator and Co-coordinator.

Presentation

Under the supervision of the Afar Regional Cluster Coordinator, and overall direction of the Head of the Information Management Unit, the Afar Regional Protection Cluster Information Management Officer will be expected to support the implementation of data management and data analysis and ensure a risk-based approach linked to the Protection Analytical Framework.

Ø Support the Afar sub-Cluster Coordinator with data management and data analysis to keep all information products updated (4Ws/assessment data) and ensure a risk-based approach, linked to the Protection Analytical Framework (PAF).

Ø Implement the Afar Protection sub-Cluster’s centrality of protection analysis strategy that underpins the Ethiopian Rapid Assessment Working Group (RAWG) and Information Management Unit led by UNOCHA

Ø Contribute to the data interpretation and operationalisation of the Protection Analytical Framework (PAF).

Ø Ensure cross-fertilisation across protection, IM partners and donors’ contribution to the protection response in Afar region.

Ø Build/ maintain regular contacts with partners in the area of coverage to collect operational data and to ensure it meets relevant standards and is available for exchange;

Ø Design, develop and manage databases, spreadsheets, and other data sources;

Ø Consolidate operational information on a regular schedule to support analysis, including compiling and updating available GIS data (GPS tracking, data from other agencies, etc.);

Ø Process and analyze data to support operational analysis and decision-making;

Ø Prepare data tables, infographics/maps and contribute to planning and monitoring reports;

Ø Produce 4W data analysis and present the data using tabular/ graphical representation;

Ø Work closely with clients to identify their needs and advise on the information products and services that UNHCR can offer to enhance their work;

Ø Develop strong links with other IM staff in the humanitarian community in Afar region to promote coordination and information-sharing between organizations;

Ø Participate in coordination meetings to identify information needs and provide technical support;

Ø Ensure appropriate dissemination of meeting minutes, assessment reports and other information products to relevant partners;

Ø Maintain contact and distribution lists;

Any other duties as may be requested by the Head of the sub-office or the Head of the Information Management Unit in Afar

Requirements

Professionalism

Knowledge of the use of information management in humanitarian response; ability to analyze and articulate the information management requirements of complex situations requiring a coordinated response between disparate actors; demonstrated problem-solving skills and ability to use sound judgment to ensure the effective and timely completion of complex tasks; ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters).

Communication

Excellent communication and training (spoken and written) skills including the ability to convey complex information management concepts and recommendations to staff at all levels, both orally and in writing, in a clear, concise style that can be readily understood by non-information management practitioners.

Experience

·  Three years of progressively responsible and relevant professional experience in the relevant fields mentioned under Education requirements

·  Proficiency in Microsoft Office, in particular, Microsoft Excel

·  Knowledge of current GIS software (ArcGIS, Google Earth, QGIS) desirable

·  Knowledge of Adobe Illustrator desirable

·  Knowledge of database development desirable

·  Knowledge of Amharic and English Mandatory. Knowledge of Afari language desirable.

Education

Advanced university degree (Master’s degree or equivalent) in information management, information systems, data science, statistics, GIS or related field.

A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
