Job Description

INTRODUCTION 

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, Gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

OVERALL PURPOSE OF THE ROLE: 

The Officer will be responsible for supporting the set up and implementation of EMP’s activities in Addis Ababa targeting Eritrean Refugees. The Officer will work with and supervise outreach workers/mentors to ensure the operation of the information hub. Further, the Officer will provide support to project cycle management, program development and reporting with specific contributions in the area of urban refugee outreach. The officer will directly report to the Team Leader.

RESPONSIBILITIES

Technical Support: 

  • Collaborate closely with the Team Leader to operate information hubs for refugees in Addis Ababa. Responsibilities include designing and rolling out of needs assessments and community outreach ensuring adequate monitoring, documentation and reporting of activities against relevant indicators.
  • Contribute to the design, planning and implementation of EMP activities with a particular emphasis on youth access to justice, education, migration, protection information and services.
  • With guidance from the Program Manager, Team Leader and support teams, contribute to budget and procurement planning and implementation.
  • Oversee the schedule of mentors and outreach workers with the help Team Leader to ensure smooth help desk service at the Info Hub.
  •  Plan and oversee outreach workers and activities, producing detailed work and activity plans for the day to day operation of EMP activities.
  • Under the direction of the Program Manager and Team Leader assist in activity, reporting for both internal and donor purposes. This will include providing regular reports with accurate and comprehensive files of activities, outputs, materials, and other relevant or supporting documentation.
  • Monitor and report on contextual developments affecting implementation, raising and escalating issues related to the program risks, protection risks among the target population and ensuring accountability to beneficiaries.
  • Develop and maintain good working relationships with key stakeholders by actively participating in coordination meetings, working groups and any other meetings as requested.
  • Prepare the monthly time sheet for outreach workers and follow up on incentive payments with DRC finance
  • Maintain and update lease agreements and coordinate the renewal of leases for Info Hub premises.
  • Perform Administrative task such as procurement of office supplies, payment of utilities, supervising the office setups (including cleaning) and vehicle planning and logistics.

Experience and Technical Competencies: (include years of experience)

  • Minimum 3 years of work experience in humanitarian or development response. Experience working on refugee/IDP protection with an international NGO, UN agency, or relevant ministry or local authority is especially valued.
  •  Strong planning, problem-solving, and communication skills are required with the ability to use planning tools appropriately and produce well-written documents for internal and external use.
  •  Integrity, strong work ethic, and ability to consistently meet deadlines.

Education (include certificates, licenses etc.):

  • Bachelor’s degree in social sciences, law, social work, international development, or other relevant fields from a recognized institution.

Languages: (indicate fluency level)

  • Excellent verbal and written proficiency in English and Amharic. Good knowledge of Tigrigna.
