LOCATION: Addis Ababa, Ethiopia with significant travel to field locations (at least 35%).

GRADE:  1B

POST TYPE: Regular

Child Safeguarding: 

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:  

Save the Children is recruiting for an experienced Immunization Technical Lead with high caliber to provide technical support, guidance and technical leadership for Immunization Projects in SC. The Immunization Technical Lead will be responsible to support and lead the technical aspects of the immunization projects in the country office and contribute significantly to the effective and timely implementation of the project as per the scope and program goals. S/he will provide the technical leadership to improve access to, quality of, and demand for immunization services and supporting and advocacy for an enabling policy and social environment. S/he will be responsible for providing technical guidance and leadership for senior specialists, project coordinators and technical officers in various technical areas. Immunization Technical Lead will be responsible for the design and management of technical strategies and activities to realize project objectives. S/he will work closely with the Immunization Program Director to ensure that the different immunization projects meet the specified program goals and objectives. S/he will provide technical support and guide as well represent in different technical platforms in collaboration with the Program Director.

Dimensions:  Addis Ababa-based with field visit as required

Staff directly reporting to this post: 5 (MEAL Advisor, Sr. Immunization Technical Specialist, Sr. SBC Technical Specialist, Sr. Advocacy Technical Specialist, and Surveillance and Outbreak Response Specialist)

KEY AREAS OF ACCOUNTABILITY: 

Technical Leadership

  • Lead and manage the technical team providing technical direction for improving access to quality immunization services, demand for immunization services and an enabling policy and social environment
  • Lead the development of the projects work plan, implementation protocols and technical guidance and follow up the implementation across the different results/outcomes and deliverables
  • Oversee and participate in the preparation of necessary technical and program-related reports, including presentations, success stories, technical briefs and peer-reviewed publications on immunization for improving quality of immunization program
  • Lead monthly, quarterly, annual work plan, budget plan and reports for donor, government, and SC on the technical components of each of the immunization projects.
  • Maximize use of program resources to support program quality and innovation
  • Supervise assigned technical advisors and specialists: conduct regular performance evaluations, identify staff skills development needs.
  • Closely work and provide technical guidance and support for project partners, subgrantees and service providers. Support development of work plans and provide implementation guides and monitor quality implementation

Capacity Building 

  • Conduct need assessment for project staff/partner staff capacity building
  • Lead development/adoption of training materials and other capacity development interventions
  • Provide technical guidance and build the capacity of technical staff both at the national and in the project implementation areas to better deliver quality interventions
  • Guide and support training and other capacity development interventions for immunization service providers and government health/immunization staff
  • Facilitate Immunization and child health related updates and training and related sessions targeting relevant project partners.

Representation 

  • Provide technical leadership and represent the different immunization projects at technical meetings that focus on strengthening and improving immunization and child health program.
  • Represent SC and maintain good working relationships among the international and local NGO community, among community leadership structures and community-based organizations, and to visiting donor teams and other key contacts. Keep informed of NGO, government, and donor initiatives relevant to SC’s work.

Documentation and learning 

  • Stay abreast of evidence and developments on immunization and in collaboration with the Program Director device ways to translate into immunization projects.
  • Work with Monitoring, Evaluation, Accountability and Learning (MEAL) team in the development of the projects monitoring plan, tracking tools and to identify successful/promising practices and support the development of knowledge management tools and materials to disseminate new learning for a range of audiences including national governments, donors and program implementers.

QUALIFICATIONS AND EXPERIENCE:

Academic:  BSc degree or its equivalent in public health or related field.

Working Experience:

  • At least 8 years progressive experience working in public health efforts to improve immunization services.
  • Demonstrated leadership capacity to build and lead technical teams.
  • Well informed about reaching Zero Dose and Under-Immunized Children strategies to ensure programme quality and impact.
  • Experience in staff management and performance monitoring.
  • Demonstrated participation in the national immunization thought leadership efforts including expert consultations and technical working groups led by MOH and/or other global partners.
  • Experience in immunization and experience in integrating and working on other child survival programming such as integrated Community Case Management (iCCM) and Integrated Management of Neonatal and Childhood Illnesses (IMNCI)
  • Proven experience of technical leadership with multi-year, multi region, and with multiple donor and proven record of accomplishment for achieving expected results on projects.
  • Demonstrated ability to manage, motivate, mentor and direct staff while creating a positive team environment.
  • Sound understanding of different methodologies of M&E and operational research and experience in developing integrated M&E and Learning systems;
  • Ability to present results and products to government, donor and other key stakeholders.
  • Commitment to the values, missions, aims and policies of Save the Children.
  • Excellent command of communicating and writing in English.
