Job Description

 African Network for the prevention and Protection against Child Abuse and Neglect (ANPPCAN) –   Ethiopia is a Local Civil Society Organization re-registered with the Federal Agency for Civil Society Organizations under registration number 0385 and working on Child Protection. It is one of the oldest Child Protection Organization in Ethiopia and is implementing different programs in different parts of the Country in collaboration with donor partners and government stakeholders. ANPPCAN-Ethiopia is implementing an a project focusing on Emergency Response and Recovery of victims affected by the recent conflict in collaboration with Terre des Hommes Netherlands (TdH NL) in Woldia Town, North Wollo Zone of Amhara region. ANPPCAN-Ethiopia is therefore, looking for competent Humanitarian Project Manager (HPM) for the above mentioned project. Hence, ANPPCAN- Ethiopia invites interested applicants who fulfill the requirements indicated below to apply for the following position.

Job Summary:

The Humanitarian Project Manager (HPM) will be based at Addis Ababa as the overall emergency response and rehabilitation program focal point for ANPPCAN-Ethiopia. He will be responseible for making sure that the overall emergency response and rehabilitation program works are implemented in a timely and quality manner.  He/She will ensure that emergency response and rehabilitation programs delivered are to the appropriate scale, scope, quality and accountability expected of ANPPCAN-Ethiopia, and incorporate a child focused lens. The HPM, reporting to the Program Manager and works closely with other key departments, such as M&E, Finance and HR as well as the implementing field teams. He/she is respossible to prepare reports (program and financial) to be submitted to donors and government counter parts timely and accurately. The HPM is responsible for identifying needs and resources and elaborating programatic, operational and leadership recommendations for the emergency response and rehabilitation programs in line with ANPPCAN-Ethiopia’s priorities. In so doing, the Humanitarian Manager will ensure that all relevant ANPPCAN-Ethiopia’s policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies are in place. The post holder will play a leading role in the effective scale up and management of ANPPCAN-Ethiopia emergency programs to increase impact and enable positive change for children. The HPM will also be expected to play a role and work in collaboration with, as well as with government stakeholders and donor partners in close cooperration with the Program Manager, to support the organisational strategy, as well as humanitarian capacity building, policy & advocacy initiatives and fundraising. The HPM will be responsible in building the capacities of project staff and he/she is expected to engage in the resource mobilization (project development) effort of the organization.

Major Duties and Responsibilities:

  • Provide programatic support for of the emergency response and rehabilitation programing and activities in Woldia town of North Wollo, Amhar region.
  • Ensure strict compliance of program activities with ANPPCAN-Ethiopia policies and procedures and with relevant donor regulations and agreements.
  • Coordinate closely and support the Management on response fundraising, supporting the development of high quality concept notes and proposals linked to the response strategy, and engaging effectively with donors.
  • Provide oversight for humanitarian programing implementation to ensure timely & high quality delivery of program activities.
  • Ensure quality program and the monitoring of this through regular site visits within the response.
  • Collaborate with the Programa and HR team to ensure that all  technical and operational staffing and structure needs for emergency programmes are met.
  • Collaborate with M and E to ensure that monitoring & evaluation and accountability processes are in place and compliant with ANPPCAN-Ethiopia M&E benchmarks and ensuring that feedback is incorporated into programme design and learning disseminated.
  • Working with Management members to design multi-sector response and recovery strategies, program plans and program master budgets, ensuring sufficient technical expertise is included within budgets, ensuring linkages with existing program and a clear phased plan of action.
  • Produce high quality and timely sitreps/reports (where necessary) for ANPPCAN-Ethiopia, donors and within agreed reporting schedules as required.
  • In coordination with relevant Management team members, ensure the preparation of a timely programme delivery and submitting the donor and government stakeholder reports on project activities in compliance with internal ANPPCAN-Ethiopia requirements and any relevant external donor requirements.
  • Oversee the delivery of capacity building plans to develop the requisite technical competencies in programme staff.
  • Ensure that capacity building plans and performance management systems are in place to develop the requisite competencies in staff to ensure ongoing sustainability and quality of response.
  • Take the initiative in documenting lessons learnt, good practice and case studies to shape ANPPCAN-Ethiopia’s strategies and program approaches, and contribute to broader sector learning.
  • Represent ANPPCAN-Ethiopia’s emergency response at the Coordination forums, to donors, the media and members of the humanitarian community.
  • Regularly undertake representation and advocacy in collaboration with other Management members, particularly the ED and the PM with relevant government offices at the national and regional levels.
  • Builds and maintains effective relationships, with their team, colleagues and external partners and supporters
  • Develops and encourages new and innovative solutions
  • Comply with ANPPCAN-Ethiopia’s policies and practice with respect to child safeguarding, code of conduct, equal opportunities and other relevant policies and procedures.
  • Perform other activities instructed by his/her supervisors

Place of Work: ANPPCAN-Ethiopia Head Office, Addis Ababa

Terms of Employment: One year Contract with high possibility of extension

Job Requirements

Qualifications: Education/Knowledge/Technical Skills and Experience

Minimum Qualification required:

  • Bachelor’s degree (holder) in Human Rights, Law, Gender, Political Science, or related fields;

Experience:

  • At least 5 years’ experience in managing Humanitarian and Emergency Response project

Preferred:

  • Masters Degree in Law, Human Rights, Gender, Political Science, or related disciples or certificates; additional experience in child protection and GBV programming is desired but not essential.

Technical Skills & Abilities:

  • Professional experience related to managing humanitarian programs in conflict and post conflict settings and skills in undertaking conflict analysis;
  • Knowledge of international humanitarian standards for GBV prevention, protection and response;
  • Solid experience in training and capacity building experience, particularly using participatory approaches and methods in for training related to different components of Humanitarian programming;
  • Experience with developing and implementing child protection and GBV programmes, particularly monitoring and evaluation;
  • Leadership Skill, Computer skills, Strategic Management,
