Job Description
Overall purpose of the role
Humanitarian Disarmamant and Peacebuilding (HDP) is one of DRC Ethiopia’s core sectors, implemented across different regions through peacebuilding, conflict sensitivity and humanitarian mine action (HMA) interventions. The Humanitarian Disarmament and Peacebuilding Coordinator will lead DRC Ethiopia’s HMA and Peacebuilding programming portfolio, identifying new opportunities, developing partnerships and strengthening technical capacities across DRC field teams and partner organisations. Peacebuilding and social cohesion are part of DRC Ethiopia’s core activities, and the role holder will lead an expansion of new programmes in this area. The role of the HDP Coordinator is to provide strategic leadership in the expansion of DRC Ethiopia’s Humanitarian Mine Action and Peacebuilding portfolio, and provide technical oversight for existing and new projects.
Your main duties and responsibilities will be:
STRATEGIC DIRECTION AND QUALITY:
- Lead the development of DRC Ethiopia’s Humanitarian Disarmament and Peacebuilding sector strategy, including ensuring effective integration of the HDP with DRC’s broader strategic priorities and other sectors
- Provide technical guidance and oversight with respect to ongoing and planned programming
- Supporting the mainstreaming of peacebuilding & conflict sensitivity across other DRC sectors and departments, in collaboration with the HDP Specialist and the Head of Programmes
FUNDRAISING:
- In collaboration with the Head of Programme and Country Director, identify fundraising opportunities in the HDP sector, and support fundraising and donor engagement on HDP programming
- Lead in the development of all HDP-related concept notes and project proposals
PROGRAMME DEVELOPMENT AND MANAGEMENT:
- Provide overall leadership to DRC Ethiopia’s HMA and Peacebuilding portfolios in Ethiopia, including planning, implementation, financial management, monitoring, reporting and programme development, in close collaboration with the HDP Specialist and the field-based HDP team.
- Support the development of strategic partnerships in the HDP sector with local actors, and lead the development of technical capacity development strategies in collaboration with the Partnerships Coordinator
- Work with the HoP, technical coordinators and other programme focal points on integrated programming modalities
- EXTERNAL REPRESENTATION & ADVOCACY
- In coordination with the Head of Programme, Country Director and HMA Operations Manager, act as liaison/representation with local authorities and relevant coordination fora at national level
- Engagement in policy and coordination forums regarding HMA and PB good practice, including representation of DRC on issues relating to conflict sensitivity across the humanitarian sector in Ethiopia
TECHNICAL SUPERVISION AND TEAM SUPERVISION
- Providing technical direction, guidance, and where mandated, instructions to ensure compliance with DRC policies, standards, and strategies on HMA and HDP more broadly.
- Supporting managers and technical staff through regular communication, capacity building, and promotion of best practices.
- Support managers with assessing the technical skills and performance of most senior HDP/HMA technical staff in the field and country offices.
- Escalating and, where authorized, addressing issues of non-compliance or poor performance in line with the technical supervision mandate.
- Participating in the recruitment of most senior HDP technical staff in field offices and the country office.
- Organizing and allocating tasks to the CO HDP Specialist to ensure objectives set by/with the line manager are achieved efficiently.
- Monitoring daily operations and providing guidance to the HDP Specialist on how to accomplish tasks and agreed goals.
OTHER
- Actively participate in the day-to-day management of DRC Ethiopia as part of the Extended Senior Management Team
- Any other duties as agreed with the Head of Programme
Experience and technical competencies:
Required
- A minimum of 3 years of working experience on Peacebuilding, Mine Action, conflict management or similar sectors
- Extensive understanding of working on issues related to conflict management, conflict sensitivity, community-based approaches, awareness raising, and development of policy recommendations;
- Minimum 2 years of project management experience at the programme implementation level;
- Proven experience in fundraising, including donor engagement and proposal development
- Demonstrated experience ensuring conflict-sensitive programming at the programme implementation level
- Demonstrated experience in capacity development and training of staff
- Ability to develop realistic strategic plans that shape programming
- Experience in coordinating across departments and sectors at field and country office levels
- Experience with the liaison with Government authorities, donors and various UN and NGO stakeholders
- Experience in working in complex and politically-sensitive contexts
- Strong interpersonal skills and a team player – able to demonstrate a constructive, cooperative and problem-solving approach
- Ability and flexibility to understand the cultural and political environment
- Excellent written and spoken English

EDUCATION: (include certificates, licenses, etc.)
- Bachelors or Master’s degree in conflict management, conflict prevention, development studies, and social sciences or other relevant field from a recognized institution, or relevant working experience (minimum 5 years working in Mine Action, Peacebuilding, conflict management or similar sectors)
LANGUAGE: (indicate Fluency level)
- Excellent verbal and written proficiency in English.
